As a Pipeline Accident Investigator, GS-1801-14, you will perform the following major duties:

• Writes and prepares reports of accident investigations, safety studies, responses to Notices of Proposed Rulemakings, and inquiries from Congress, industry and the public.
• Provides leadership and expertise in managing and coordinating investigative teams.
• Provides expertise in the conduct and management of investigations of major accidents involving pipeline transportation; identify and select national pipeline transportation safety recommendations; and evaluate federal, state and local pipeline transportation safety laws and regulations.
• Conducts extensive research and analysis of applicable regulations, technical manuals and records, inspection reports, and similar sources and means. Determines and recommends special investigative procedures and study needs that might be necessary.
• Utilizes pipeline disciplines, such as gas distribution, gas transmission, hazardous and non-hazardous liquid pipeline systems/facilities, operations, maintenance, materials, integrity assessment, SCADA systems, offshore pipeline facilities, etc. in order to conduct pipeline accident analysis and investigations.

You will be responsible for:

• Manages the day-to-day operations of one of the National Maintenance Control Centers (MCC's).
• Supervises the specialists and administrative personnel assigned to the MCC. 
• Works closely with the Central Office Vehicle Management Division and the Purchasing Division in Washington DC.
• Works independently with the National and/or Regional Training Coordinators to develop an annual training plan to keep MCC specialists updated on maintenance technology. 
• Solicits for specialized training sources for the training, and/or makes presentations on necessary technical subjects.

• The incumbent will perform the full range of budget formulation/ execute duties associated with the fiscal planning, programming, budgeting, and execution responsibilities for assigned areas of responsibility.
• Monitors and evaluates budget execution for assigned programs and mission areas to ensure funds are executed in accordance with approved Command operating budgets and other fiscal requirements.
• Identifies problem areas, research, determine, and implement corrective courses of action.
• Analyzes and summarizes historical data to identify trends and to assess funding requirements.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Fleet Zone 4. The zone encompasses the following states: Region 9 (Arizona, California, Hawaii, or Nevada) & Region 10 (Alaska, Idaho, Oregon, or Washington)

You will perform the following duties:

• Responsible for and oversees all “zonal” program and administrative technical and support program operations and activities. Plans, directs, and coordinates assigned support programs within the designated geographic area. Responsible for developing, planning, managing, executing, and coordinating all support fleet management functions within assigned, designated geographic zone. Directs analysis of fleet management issues and required policy recommendations for management in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation. Obtains information necessary to discuss fleet management procedures internally to evaluate effectiveness of the program and its changes required to properly fulfill the fleet management overall program and regulatory requirements.
• Applies a wide range of qualitative, and/or quantitative methods to assess, measure, and improve fleet management program effectiveness and/or complex management processes, projects, and systems as they relate to assigned program areas. Directs the development of data and ensures implementation of the organization’s goals and objectives and presents recommendations to the Division Director regarding goals and objectives that require more emphasis. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of regional and agency goals.
• Provides technical requirements and descriptions of the work to be accomplished. Responsible for disciplinary measures, such as counseling, warnings and reprimands and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Responsible for developing performance standards to evaluate subordinate personnel, as well as serving as reviewing official of non-supervisory branch personnel rating recommendations provided and the rating official of record for subordinate supervisors.
• Analyzes program and personnel efficiency to make recommendations and implement changes when needed. Advises Branch personnel of program and regulatory requirements and changes.
