As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) Title 5 with the Texas National Guard, your duties will include, but will not be limited to:

• Performs actions to initiate system on-line and off-line operations and ascertain and document systems status. Provides technical assistance and guidance to staff and line managers, supervisor, the Human Resources Officer, functional chiefs, specialist staff, and clerical staff in the operation, maintenance and capabilities of human resource information system.

• Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation. Provides technical advice and guidance to Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system.
• Directs, monitors, and controls operations and maintenance of the DCPDS system. Monitors daily file maintenance through review of system-generated reports, error reports such as Pay Rejects, Pay500 outputs and Batch print files. Oversees daily pickup and distribution of products.
• Serves as primary representative for training issues related to information systems in HRO. Determines training requirements on all HR and payroll information systems and advises office staff as to the kind and frequency of training deemed appropriate. Develops state training plans and outlines to implement training strategies. Plans, conducts, and evaluates training of HR personnel to include training related to DCPDS and Defense Civilian Pay System (DCPS) payroll routines, modifications, and procedures, Discoverer query statements to produce reports and operation of CPUs and monitors.
• Consults with representatives of serviced organizations and HRO staff to design, implement, and maintain HRO-unique subsystems. Responsible for monitoring computer equipment to prevent lost or stolen items and promptly reports discrepancies. Evaluates and approves requests from HRO personnel and other interested organizations for special non-routine products. Analyzes Headquarters NGB procedures as they affect HR operations; develops and implements local procedures to accomplish higher headquarters objectives; ensures compliance with such procedures at local level. Uses both the Customer Support Unit (CSU) product and the Regional Support Center product for employing immediate inquiry techniques.
• Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.

As a SURFACE MAINTENANCE REPAIRER (Title 32) with the Texas Army National Guard, your duties will include, but will not be limited to:

• Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.
• Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.
• Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.
• Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.
• Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.
• May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc.
• In conjunction with or in the absence of the Tools and Parts Attendant, may maintain supply documentation, and the receipt, store, issue, and inventory of tools and parts used in the trades operation.

Duties & Responsibilities:
(1) Participates in developing procedures and the administrative operations of the recruiting and retention program. This includes, but is not limited to: advertising; determining budget requirements; developing the awards and decorations program for recruiters and for those submitting referrals; reviewing portions of the recruiting program to analyze and determine effectiveness of individual recruiters or need for procedural changes within the program; maintaining files and records including military human resources (HR) files for AGR personnel; and preparing a variety of reports. Assists the RRM in developing, planning, and coordinating training for recruiters, contacting schools, determining availability, recruiting spaces, and preparing orders.

(2) Participates in the development of written guidelines pertaining to the recruiting and retention program such as local regulations, supplements to Department of Army (DA) or National Guard Bureau (NGB) regulations, circulars, and standard operating procedures (SOPs). Ensures dissemination of regulatory materials to recruiters in the field. Maintains copies and updates all applicable recruiting and retention guidelines.

(3) Submits proposed budget request to the RRM for review and approval. Budget requests include but are not limited to the following: general supplies, services (advertising, lease/rental of vehicles, etc.), man-day usage (determines need for Active Duty Special Work requirements), travel requirements, etc. Audits Federal telephone usage for appropriate use and advises RRM of suspected abuse. Coordinates personnel support activities with the Human Resources Office concerning the transfer or movement of Active Guard Reserve (AGR) members within the recruiter force, and resolves any pay problems AGR members may be experiencing (i.e. special pay, promotions, rations, quarters, etc.). Ensures coordination and distribution of all recruiter orders.

(4) Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures. Conducts informal studies and pinpoints program deficiencies. Recommends possible solutions to the recruitment manager.

(5) As required, the incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc. Monitors advertising activity, reviews write-ups, coordinates information activity with the state information office, and works with the AGR military advertising specialist assigned to the recruiting force.

Duties & Responsibilities:
(1) Uses a wide variety of inspection techniques to inspect standard electronic systems such as radar, radio communications receivers, and transmitters (single band, UHF and VHF), mobile subscriber equipment (MSE), missile guidance systems, laser range finders, and electronic fire control systems. In addition, may inspect heavy mobile artillery, small arms, powered support, optical, and other equipment or components of equal or lesser complexity.

(2) Conducts inspections, diagnoses nature and extent of equipment malfunction, and as required, performs required maintenance to restore to a serviceable condition various types of tactical computers, radio sets, etc. Uses various types of test equipment such as systems tests sets, frequency meters, standing wave indicators, oscillators, AN/GRM-122s, and other electronic testing devices to inspect equipment and components. Inspects equipment when received to determine repairs needed and parts required.

(3) Inspects equipment to determine repairs needed. Utilizes established Maintenance Expenditure Limits (MEL) to evaluate economic feasibility of repair(s). Considers a variety of factors such as cost and availability of parts, man-hours, and impact of time constraints on the mission to assess whether repair is economical. Recommends to a higher echelon to condemn equipment when the repair cost exceeds the established MEL. Prepares lists of needed repairs, parts, and man-hours authorized. Performs in-process inspections to assure that equipment is being repaired in accordance with pertinent requirements. Performs final inspection, certifying that equipment is in satisfactory operating condition, or rejects the work and returns the equipment to the repair shop with specific reports prescribing additional repairs.

(4) Inspects the full range of equipment as described above at remote worksites in support of field organizations, field units during field exercise training periods, or before major pieces of equipment are sent for repair to a supporting maintenance facility. Serves as inspector on Command Maintenance Evaluation Teams (COMET) and/or as a member of Maintenance Assistance and Instruction Teams (MAIT).

1. Reviews, analyzes, and interprets logistical directives and procedural instructions, to include internal controls from higher authority, and recommends local policy and procedures for the Division. Recommends substantial changes in technical, operational, and clerical procedures as appropriate. Performs extensive research, comprehensive analysis, and applies sound judgment in recommending resolution to major logistical problems, changing local policy, or assigning responsibility for projects to subordinate branches. Coordinates the activities of the Division with other functional area managers to correct problems, evaluate readiness, or perform complex logistical studies. Reviews results of property book validations, and external evaluations to determine systemic problems. Develops and recommends corrective action to systemic problems. Coordinates with the National Inventory Control Points (NICP), National Guard Bureau (NGB), Department of the Army (DA), Department of Defense (DOD), etc., to ensure effective and efficient support to the State. 2. Provides functional analysis of automated support requirements. Investigates and analyzes a variety of supply problems, questions, or conditions related to fielded automated logistic systems. Recommends Engineering Change Proposals (ECPs) to modify, change, or enhance applicable logistics programs in Standard Army Management Information Systems (STAMIS). Participates in ensuring automated logistical systems adequately support logistical functional requirements to manage the supply support activity. Provides functional requirements to the Director of Information Management (DOIM). Incumbent is responsible for coordination, implementation, and evaluation of the Division's responsibilities in the Army's Management Control Program, to include internally supplemented controls. Keeps supervisor advised on current status of management control issues within the Division. Provides recommendations on material weaknesses corrections. (20%)

3. Assists subordinate branches within the Division in establishing local procedures. Reviews logistical reports and recommends action to ensure overall effectiveness. Advises on available sources of personnel, funds, and facilities for the operation of the Supply and Services Division. Analyzes logistical functions for potential improvement and recommends action to correct deficiencies. Monitors follow-up action on audits, evaluations, and inspection reports. In conjunction with customer assistance, incumbent acts as a focal point of contact for systemic logistical issues within the Supply and Services Division and between the Supply and Services Division and customers. Incumbent resolves all issues and keeps the Supervisor informed. (20%)

4. Evaluates the effect of new supply and services programs on funding requirements and develops or participates in the development of justification for budget submission/modification. Assists in the preparation of the State Operating Budget SOB) and financial programs in the Division. Reviews all funding documents such as MIPRs, MILSTRIP, etc., to determine adequacy of program support. Coordinates with Division program managers on funding allocation and expenditures. Reviews and analyzes unliquidated obligations and funding reservations. Analyzes financial reports for abnormal conditions or trends. Develops recommendations for corrective action. (20%)

As a SUPERVISORY JOINT OPERATIONS CENTER TECHNICIAN - Title 32, GS-0301-10, you will effectively manage, direct and oversee the operation of the Joint Operations Center processes. Coordinates as necessary with all applicable base agencies, higher headquarters major commands, Federal, state, and local agencies. Employee makes assignments, implements mission changes, ensures the work of the joint operations center is carried out in an efficient and timely manner, and oversees all command and control training programs. Serves as the joint operations center subject matter expert for all joint operation activities.

As a SUPPLY TECHNICIAN, GS-2005-6, you will provide services in support of inventory control, storage, and distribution, cataloging or supply identification systems, property utilization, or other related supply activities including those associated with automated or manual supply accounting systems. This position is located in the Aviation Materiel Management section of an Army Aviation Support Facility (AASF).

-- Analyzes supply transactions or provides customer service for urgent critical shortage items and other items requiring special handling when established procedures are not applicable. Codes and classifies requisitions, shipping orders, and other documents; sends requests to other sources of supply or refers them to inventory control point when stock is unavailable or cannot be shipped.

-- Within funding limitations, determines stock replenishment levels for centrally controlled items. Assures that supplies and monies are not wasted through excess accumulation.

-- Reviews existing stock catalogs, drawings, etc., for the purpose of identifying items cataloged or otherwise recorded in the supply system. Reviews requisitions, supporting documents, and reference material to determine required action. Assures production support for items requiring special handling. As a AIRCRAFT MECHANIC, WG-8852-12, you will act as the Aircraft Mechanic (Crew Chief) with responsibility for managing the operational readiness of one or more aircraft, and proficiency training of supported aviation unit personnel. Responsibilities include detailed technical oversight of individual aircraft's level of mission capabilities and projection of maintenance requirements to maintain individual aircraft operational readiness.

1. Manages, monitors or performs overall maintenance, servicing, inspections and documentation for one or more highly technical, high performance military aircraft. Performs work in complex conditions under time and/or mission constraints to include all weather and night operations. Works with, coordinates and oversees the work of lower graded aircraft mechanics and certifies the work of journey level workers in other trades working on the assigned aircraft. Performs damage assessments and repairs. Participates in mission preparation and recovery operations. Oversees installation of equipment for special missions. Expedites aircraft operations to include concurrent servicing, refueling, and/or reconfiguration of equipment for changes in operational missions. Performs preflight, thru flight, and post-flight inspections and scheduled or unscheduled maintenance. Serves as the technical authority to identify and advise on requirements for airframe, mechanical, electrical/environmental, avionics, engine, and pneudraulic repairs on assigned aircraft. Works closely with maintenance supervisor(s) and production control personnel to report and maintain current aircraft status.

2. Requests maintenance services exceeding AASF capabilities or time constraints. Controls and performs work assignments based upon priorities, workload, availability of parts, facilities, material and personnel. Coordinates with maintenance supervisor(s) and production control on maintenance requirements to aircraft that require adjustment to changes in operational requirements. Observes and inspects performance of other workers work to insure compliance with applicable technical publications, directives and local policy. Accomplishes operational tests of aircraft systems and components.

3. Oversees ground movement of aircraft. Incumbent launches, recovers, parks and services aircraft. Makes diagnoses and solves malfunctions of aircraft systems and components by utilizing a wide variety of complex, state of the art computerized and/or non-computerized Test Measurement Diagnostic Equipment (TMDE); by studying layout drawings, blueprints and wiring diagrams; and analyzing specifications and operating characteristics of aircraft and their components. Assists AVCRAD/DEPOT level maintenance activities on individual assigned aircraft discrepancies as required.

4. Ensures Unit Level Logistics-Aviation (ULLS-A) and other aircraft documentation accurately reflects status and airworthiness of assigned aircraft. Provides technical guidance and assistance to flight crews regarding observed discrepancies, experienced in-flight characteristics and system malfunctions. Performs or assists in aircrew debriefing.

5. Clears Red X status symbols on aircraft forms for work performed by others. Performs in-process and final inspection of others' work on assigned aircraft and components and certifies by signature adherence to work procedures and quality standards established by applicable publications. Participates in Maintenance Test Flights as a crewmember or Technical Observer (TO), as required. May participate in operational flights as a crewmember or Flight Engineer. Makes decisions on a wide range of matters to ensure assigned aircraft is in the highest state of readiness and that maintenance performed is in accordance with the highest standards of safety, quality and technical compliance.

6. Plans, develops and conducts proficiency training during the technician work week to a multi-faceted workforce comprised of Full Time Support (FTS) and supported unit personnel. Sessions are designed to provide training in techniques of repair and maintenance of aircraft and related equipment. Conducts and certifies proficiency of trainees for additional or increased responsibilities.

7. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and support exercises. The Staff Accountant serves as the Army National Guard level organization responsible for strategic oversight of finance and accounting operations within the Army National Guard and works with other federal agencies. The primary conduit for communication with the Department of Army, Office of Secretary of Defense, Defense Finance and Accounting Service, Treasury, Commercial Auditing firms, Office of Management and Budget, Government Accountability Office, Pentagon's HQDA-ASA-FM, Department of Army Division Inspector General's office, and NGB Financial Improvement Audit Readiness (FIAR) Team on matters pertaining to Audits, inspections (IG & ORP) and the Financial Management (FM) Certification program.

• Responsible for establishing and designing methods and tools to effectively monitor and assist the operation of National Guard Bureau finance and accounting operations at the state level to include General Fund Enterprise Business System (GFEBS).
• Plans, coordinates, and conducts an annual written Quality Assurance Program (QAP).
• Acts as an advisor while providing technical advice and assistance to the FM and the USPFO on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure.

This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Makes repairs and modifications to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc., for use or placement in systems for which they were not specifically designed. Improvises work when standard procedures do not apply.
(2) Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.
(3) Removes and disassembles engines and complex major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures, and improvises repair techniques when standard procedures are not available. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. Repairs equipment with a variety of interconnected systems to include state of the art electrical and electronic, fuel injection, interconnected gear reduction, multiple engine, and similarly complex systems. Improvises, substitutes, or alters components or parts to fit into systems for which the items were not specially designed or finds other ways to correct defects when existing methods and procedures do not give desired results.
(4) Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team."
(5) Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.
(6) Performs electrical repairs on complex state of the art electrical and electronic systems requiring extensive training on specialized diagnostic equipment to identify problems.
(7) Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

Serves as project leader responsible for developing, assigning, and coordinating duties and projects for systems administrators. The project members are specifically assigned to one or more of the multiple system platforms located throughout the state. Develops, modifies, and tests overall system backup and recovery strategies for all systems. Serves as the technical expert and focal point for installation, configuration and testing of hardware and software associated with multiple operating systems and computer platforms. Provides technical assistance and analysis to other IT personnel involved in system design, programming, database design, and adapting commercially available software. Determines equipment requirements, communications, and interfaces with other systems. Evaluates machine usage based on current usage patterns and develops plans for the acquisition of hardware and software needed to support future IT requirements.

Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility with local area network (LAN) and wide area network (WAN) infrastructure. Analyzes, evaluates, and recommends hardware/software changes to various computer systems. When problems are found, modifies code, devises fixes, documents problems and advises responsible vendor or other outside party. Serves as project leader responsible for developing, assigning, and coordinating duties and projects for systems administrators. The project members are specifically assigned to one or more of the multiple system platforms located throughout the state. Develops, modifies, and tests overall system backup and recovery strategies for all systems. Serves as the technical expert and focal point for installation, configuration and testing of hardware and software associated with multiple operating systems and computer platforms. Provides technical assistance and analysis to other IT personnel involved in system design, programming, database design, and adapting commercially available software. Determines equipment requirements, communications, and interfaces with other systems. Evaluates machine usage based on current usage patterns and develops plans for the acquisition of hardware and software needed to support future IT requirements.

Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility with local area network (LAN) and wide area network (WAN) infrastructure. Analyzes, evaluates, and recommends hardware/software changes to various computer systems. Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment. Develops guidelines, standard operating procedures (SOPs), bulletins and flyers concerning the operation/use of C4 systems, services, and activities. Provides interpretations of higher authority regulations and guidance concerning IT system activities/services and coordinates with internal departments and external agencies concerning the resolution of problem areas encountered. Advises the information management staff on issues pertaining to operating systems and hardware status.

Plans and schedules the installation of new or modified hardware, operating systems, and software applications. Directs testing of vendor-provided software. Develops, documents, coordinates, updates and validates the state Continuity of Operation Plan (COOP) procedures for system disaster recovery. Implements operating system releases and maintains the operational status of systems. Performs security management in accordance with NGB regulations and state policies. Develops and analyzes local policies regarding system access, network rights, and physical access to systems and equipment. Develops policy for all systems storage requirements throughout the state. Designs and modifies the storage structure and correlation between systems. Modifies system parameters on multiple operating systems, integrating the use of Storage Area Networks (SAN), to achieve maximum system efficiency. Analyzes system operations to identify bottlenecks and takes action to resolve problems and ensure optimal performance and consistency.

Troubleshoots problems and implements changes on multiple computer platforms. Diagnose system failures to isolate source of problems between equipment, system software, and application programs. When problems are found, modifies code, devises fixes, documents problems and advises responsible vendor or other outside party. Interacts with peers and vendors to resolve hardware and software problems and reports unresolved problems to the appropriate party. As a Materials Examiner and Identifier, the purpose of this position is to identify, examine and classify materiel and equipment and make final determinations on acceptance and disposition of standardized and complex equipment and materiel using shipping documents, contracts, catalogs, drawings, and related documents.

• Identifies, receives, sorts, counts, classifies and handles hazardous materials in the USPFO storage areas.
• Insures the safe receipt, storage and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements.
• Responsible to identify, collect, process and consolidate hazardous waste in preparation for disposal.
• Receives or rejects materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on their knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects.
• Determines acceptance, serviceability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components.
• Performs a full range of warehousing activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized bulk and bin materials and equipment.
• Assists with the development of facility regulations, and operating instructions that relate to hazardous materials management and HAZMAT safety procedures.
• Performs duties to provide storage and distribution, cataloging or supply identification systems, property utilization, or any other related supply activities including those associated with automated or manual supply accounting systems.
• Serves as the Precious Metals Recovery Program (PRMP) monitor.
• Develops, establishes and maintains work center training programs.

A WG-5801-10, SURFACE MAINTENANCE MECHANIC:

• Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment,combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargoand personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, powershovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all terrainvehicles, trucks, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairsand overhauls major systems to include internal combustion engines, turbine engines, automaticand non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems andcontrols. Makes repairs to assemblies and components such as voltage regulators,generators/alternators, brake cylinders, etc. Performs work in accordance with modification workorders, technical manuals, lubrication orders, maintenance bulletins, regulations or managementpolicies. May repair a variety of more complex major systems to include engines, cross drive orsimilar multi-system transmissions and a variety of intricate fuel injection systems.
• Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual andauditory checks and/or uses test equipment such as engine analyzers, compression testers,voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embeddeddiagnostics in equipment and a wide variety of original equipment manufacturer system analyzers inorder to determine the exact nature or extent of repair. Determines what adjustments may benecessary to complete work orders, and whether any additional repairs other than those specifiedor indicated on the work order are necessary.
• Removes and disassembles engines and major assemblies, sub-assemblies, components, andfuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modificationsin accordance with the proper repair specifications and procedures. Reassembles engines and othersystems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makesadjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings,bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuelinjection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complextest and calibration equipment.
• Independently performs repairs and maintenance functions in remote locations that can beaccomplished by removing, cleaning, reinstalling, or replacing defective parts of components andsystems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylindersand worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Providestechnical guidance and specialized team leadership to lower grade employees within the team.Assists lower grade mechanics in performing major repair work. May provide Field and limitedSustainment maintenance at unit locations as part of a "contact team." Recovers and evacuatesinoperable vehicles from the unit location of breakdown. May assist higher graded mechanics inrepairing a variety of interconnected systems such as electrical, air and hydraulic systems, complexstate of the art electrical and electronic systems that use specialized diagnostic equipment toidentify problems, complex fuel injection systems and other similar complex systems.
• Conducts readiness and repair inspections on vehicles and associated equipment supported bythe activity. Performs operational inspections and ensures vehicles and equipment are properlyserviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., andperforms other preventive maintenance operations as required. Inspects supported equipment priorto use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioningproperly. May inspect in-process repair work of lower graded repairer to ensure equipment is beingrepaired in accordance with pertinent requirements. May serve as a commodity inspector duringCommand Maintenance Management evaluations (COMET) or as a member of a MaintenanceAssistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment andprovides technical advice and assistance to supported units when requested.
• May maintain and repair electronics communication equipment by removing and replacingcomponents and elements. Equipment includes such items as radios, field telephones, amplifiers,switchboards, recorders, intercoms.
• Assists in the maintenance of production reports and records, and makes recommendations tothe supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makesrecommendations to the supervisor as to adjustments necessary to effectively, efficiently andeconomically accomplish the work and maximize production.

As a AUDITOR, GS-0511-9/11/12, you will serve as senior evaluator, distributes and monitors workload among lower-graded evaluators in accordance with established workflow or job specialization to ensure timely accomplishment of the assigned mission. Initiates day-to-day adjustments when unusual problems arise. Provides advice, guidance, assistance and direction to lower-grade evaluators in the unit. Advises evaluators with difficult problems, ensuring the proposed action conforms to existing accounting and auditing practices/guidelines. Informs supervisor of backlog statistics and identifies problems which are affecting work accomplishment. As appropriate, suggests improvements to operation, develops orientation/training program for new employees/interns. Furnishes input to supervisor on disciplinary problems, promotions, evaluation and reassignments.

Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Performs complex professional accounting and review activities involving the analysis of the accounting records. Conducts in-depth research and analysis in the coordination and resolution of problems. Develops position papers and fact sheets that interpret and explain reports and accounting data. Determines the scope of studies based upon a review of material received, familiarity with operations, and relationship of financial management and automated systems.

Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial events and operational data used by local management. Evaluates system logic and guidelines necessary for developing automated processes from other than accounting system software to enhance the analysis capability of the unit and other resource managers. Evaluates the impact of proposed changes on current and future systems and makes recommendations to ensure the organization has the needed equipment/software to meet the needs of managers.

Performs a variety of assignments that are without precedent and that require considerable ingenuity in devising an approach. Utilizes professional accounting and audit skills to maintain oversight for implementing appropriate laws, directives, and regulations of internal control programs and procedures. These programs are to ensure there are no vulnerable areas. If vulnerable/problem areas are identified, ensures remedies are implemented to correct the deficiency. Studies limited background material to gain program information and discover leads. Typically, this material would only include applicable Army and Air National Guard and state regulations and, if any, GAO guidelines. Prepares review plans based on use of the most appropriate advanced techniques. Conducts in-briefs with management officials. Explains the purpose and procedures for the review and answers questions. Performs survey work to identify potential operating problems. Prepares lead sheets to identify any potential weaknesses in internal controls for further study. Documents the results in accordance with Comptroller General Standards, DoD, Army, Air Force, and Army and Air National Guard policies. Applies Comptroller General Standards and a wide range of evaluation techniques (e.g., interviews, computer assisted techniques, statistical analysis and questionnaires) in gathering, documenting, and summarizing data. Prepares working papers and files in accordance with Comptroller General Standards, DoD, Army, Air Force, and Army and Air National Guard policies. Prepares reports, which present findings, identifies causative situations and recommends corrective action. Discusses findings with activity level officials. Convinces these officials of the value of recommendations made with their implementation being the ultimate outcome. Performs follow-up on agreed-to findings and recommendations. Reports to the USPFO on the status of corrective actions taken by functional activities. In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies.

This is a developmental PD. If the applicant selected is less than fully qualified for appointment to the target performance level, the technician may be appointed to a lower grade and provided a developmental plan for progression. With additional training and development, the tech will have the opportunity to advance to the GS-12 full level performance level of the position without further competition.
