As a senior manager within Atlas, the post holder will have responsibility for the overall management of a multi-disciplined complex facilities management (FM) service (soft service bias), covering both acute and community locations and will therefore be a highly skilled professional with significant senior management experience in the leadership of multi-disciplinary and regionally spread FM service in an organisation of comparable complexity. A key component of this role is proven experience of contract management and procurement.

Together with overall managerial responsibility for Atlas FM staff at all levels, the post holder is expected to provide a customer focused, cost effective and efficient FM service using a combination of in-house staff and a range of independent contractors and professionals. The frequently fast changing, dynamic acute working environment, requires the post holder to demonstrate the ability to respond and adapt flexibly to the needs of the service. Therefore, they must have a high level, practical and theoretical knowledge of FM services, the associated knowledge of compliance legislation, healthcare standards and audits, contract management and be comfortable dealing with a wide range of stakeholders.

To be responsible for the strategic management and operational delivery of Soft FM, ensuring that appropriate systems, processes and procedures are in place for the safe and effective delivery of the service. Ensuring that all plans are consistent with Atlas’s Business Plan and overall objectives.
• To ensure appropriate monitoring arrangements and reporting systems are in place for FM services. The post holder will analyse the results of all data and audits so improvements can be identified. There will be a need to compare and interpret results to make the right decisions about the future and improvement of some services.
• Manage and control all operational duties of the team ensuring services are continually developed to provide a modern high-quality service; that offers statutory compliance; services are in accordance with national requirements and/or published standards, manufacturers recommendations (as appropriate), are cost effective and meet the needs of its customers.
• Manage and develop policies and procedures related, or associated with Soft FM, ensuring appropriate Stakeholder engagement, and monitoring and auditing of compliance as appropriate. To communicate and advise the organisation on the policies in accordance with established governance protocol.
• Ensure suitable systems and processes are in place to manage compliance with all contractual, statutory and mandatory undertakings associated with the delivery of comprehensive soft Facilities Management Services.
• Provide annual/monthly reports detailing performance targets/standards ensuring the service provides quality standards that are compliant, efficient and cost effective.
• To maintain an overview of complaints and incidents and ensure that appropriate action is taken and that lessons are learned and shared.

o Transport – fleet of vehicles for non-patient portering
o Building Management – operational activities
o Support Services – clinical waste/domestic waste/pest control/uniforms

• To ensure there is a robust system of management and monitoring of the Risk Register for risks associated with all FM services, ensuring they are logged, recorded and reviewed with the team.
• Investigate and report on all appropriate incidents recorded (Datix) regarding Soft FM, ensuring that there is a learning culture.
• To represent Atlas BFWML at meetings and forums as appropriate ensuring information regarding services and reports are available as appropriate.
• To support Atlas in the development of information systems to support FM services and performance management communicating performance against KPI’s to users on a regular basis – this will cross over into other Atlas Business Units as an Integrated solution. The Post Holder will be solely responsible for the implementation, management and subsequent changes.

• To maintain an overview of capital projects and ensure the programme relating to FM services is delivered on time, costed appropriately and within budget.
• To work closely with Trust team members to ensure that Atlas initiatives are implemented locally and to ensure that information is available to assist with planning and FM services.
• In relation to Clifton Hospital, be responsible for the PLACE process and ensure results and action plans are reported at appropriate levels.
• Report on CQUIN (if required) related FM issues on a regular basis this includes but not limited to healthy eating initiatives via the Catering Department at Clifton Hospital.
• Take responsibility for ensuring all FM activities are carried out competently and safely, in compliance with health and safety legislation.
• Responsible for ensuring cleaning service providers follow the appropriate national standards and maintain them as outlined in the relevant documentation.
• Responsible for ensuring the Catering services provided meet the Standards for food and Drink in NHS Hospitals.



CONTRACT MANAGEMENT
• Negotiate supply contracts for the procurement of FM services with other specialist agencies and ensure these reflect current market prices and value for money for Atlas.
• Review and re-negotiate service provision contracts within Facilities Soft FM remit as required, ensuring best value for Atlas and performance criteria for customers.
• Monitor and maximise the income generated for Atlas via SLA’s and service contracts delivered by Facilities Soft FM Services staff and service providers.

• Deliver reductions on expenditure whilst still delivering acceptable standards of service delivery
• Investigate changes to provide a cost-effective service delivery by the involvement of key contactors and reduce revenue costs.
• Develop specifications for all services and work closely with other Atlas/Trust leads when tendering for the provision of these services.
• Manage various projects as necessary and ensure these are delivered on budget and within agreed time scales.
• Identify and pursue growth opportunities for Atlas. Including developing business cases and deliver on approval (aligned to services).
• Lead the mobilisation of any new services procured within the FM function.
• Review / instigate changes to work scheduling systems as appropriate to maximise efficiency, effectiveness and good use of resources.
• Negotiate with external agencies on behalf of Atlas, for example ICB/ICS/LPC/1LSC on issues such as service delivery, costs contracts.
• Manage the novated contract for the provision of domestic services at the Blackpool Victoria Hospital site with a contract value.

The established Aseptic unit at Blackpool provides medicines for patients in need across the Trust. We support the Trusts tertiary Haematology status by providing life saving chemotherapy.

You will also be part of a large, supportive and dynamic pharmacy team at Blackpool Teaching Hospitals who offer a range of essential services to patients around the Trust.





The successful candidate will work as part of a multi-disciplinary team to provide safe and effective provision of aseptically prepared medicines. You will work alongside other members of the senior Aseptic Unit team to ensure a high quality service is offered to all stakeholders.

You will provide leadership and supervision to the Pharmacy Aseptic Unit and support the Aseptic Services Manager in the management and development of pharmacy aseptic services at Blackpool Victoria Hospital and deputise as required.

You will be a named and accredited Supervising Pharmacist for the preparation of a range of intravenous medicines prepared within the Aseptic Unit.

You will take an active role in the management of the Pharmaceutical Quality System by assisting with maintenance, development and approval of Standard Operating Procedures, policies, training documents and any other records deemed necessary.

Provide support to the Pharmacy Department by means of an appropriate clinical commitment.

The Pharmacy Department at Blackpool Teaching Hospitals is a large department (over 150 staff) and a friendly environment with established senior support. We are dedicated to education and professional development and encourage/support ongoing education. We have a very favourable oncall commitment, that all pharmacists in the department contribute to.

DUTIES AND RESPONSIBILITIES
1. Assist the Principal Pharmacist - Aseptic and Technical Services Manager in the management and future development of Pharmacy Aseptic Services. To ensure the continued safe and effective delivery of services in order to demonstrate the requirements of clinical governance.
2. Deputise for the Principal Pharmacist - Aseptic and Technical Services Manager when required.
3. Ensure compliance with “Rules and Guidance for Pharmaceutical Manufacturers and Distributors”, “Aseptic Dispensing for NHS Patients”, “Maintaining Asepsis During the Preparation of Pharmaceutical Products”, and any other current legal, national, regional or local guidelines pertaining to licensed and unlicensed activities thus ensuring the highest levels of professional and technical standards are achieved.
4. Be a named and accredited Supervising Pharmacist for the preparation and release of Intravenous Chemotherapy, Intravenous Additives and Total Parenteral Nutrition.
5. Be named on the register to final check and release Intrathecal Chemotherapy ensuring compliance with Department of Health guidelines and Trust policy.
6. Be able to final check and release a range of products prepared in the Non-Sterile Unit including extemporaneously dispensed medicines, prepacked and overlabelled medicines and emergency boxes.
7. Undertake complex calculations and offer recommendations on the suitability and stability of TPN regimes for adults and neonates with support of the Lead Pharmacist for Nutrition.
8. Monitor the environment and working practices of the Aseptic Unit, investigate and take corrective action for failed test results to ensure quality assurance guidelines and MHRA requirements are met.
9. Monitor the environment and working practices of the Aseptic Unit to assure the quality of prepared products and the safety of staff.
10. Prepare and validate documentation and processes using the Q-Pulse Document management system.
11. Maintain, develop and approve standard operating procedures and policies, staff training and approval records, physical and microbiological monitoring records and any other records deemed necessary by the MHRA, regional QC or Principal Pharmacist - Aseptic and Technical Services Manager.
12. Utilise your pharmaceutical knowledge to formulate new products or presentations with appropriate stability to ensure all products prepared within the Production Unit are of suitable quality and are fit for their intended use.
13. Take an active role in the training of production unit staff including pharmacy support workers, trainee pharmacists, pharmacists, student technicians and technicians to meet national requirements and to promote continuing professional development. Develop and manage suitable training programmes, authorise staff competencies and responsibilities.
14. Act as a lead for the training and maintenance of the intrathecal registers within the Aseptic Unit ensuring compliance with national guidance and Trust Policy.
15. Participate in external audits from regional Quality Assurance, assist in co-ordinating any actions necessary from the audit cycle.
16. Participate in the Aseptic Unit internal audit calendar and to assist in co-ordinating any action necessary from the audit cycle.
17. Work closely with the clinical cancer services team to ensure a seamless pharmacy service for cancer patients.
18. Attend Trust Resuscitation Committee meetings and provide pharmaceutical advice where necessary.
19. Assist in the evaluation and management of Clinical Trials involving medicines which require aseptic preparation in collaboration with the Clinical Trials Team.

Pharmacy services are provided in-house at both Blackpool Teaching Hospitals and Clifton Community Hospital under the direct management of the Director of Pharmacy. Outpatient dispensing is provided onsite by a third-party contractor.
The pharmacy team consists of 179 WTE staff when at full establishment. Pharmacy has a strong and visible presence on the wards with an average of almost 80% of inpatient beds visited daily by a clinical pharmacist and 83% of pharmacist time spent on clinical activities. We have a bustling dispensary which in the last 12 months alone output 275,421 items and a new, state of the art dispensing robot.

The clinical commitments of this post will include responsibility for provision of all aspects of a Diagnostic Radiology Service at Blackpool Teaching Hospital (BTH), including CT, MRI, Plain Film, NM, and Ultrasound. An interest in Head & Neck and ENT imaging would be essential.

There may also be an occasion a requirement to provide diagnostic reports on patients at CDC sites and community hospitals. At present we operate a “Radiologist of the Day” system, but this is under review, particularly as we gain more consultants within the department. Sustainability

• Organise the training and upskilling of Atlas employees on sustainability issues

• Ensure the Trust sustainability steering group is adequately represented on behalf of Atlas.

Environmental and Energy Compliance


• Monitor compliance with environmental and social standards

• Risk rating of any non-compliance and, with responsible manager, development and monitoring of action plans relating to Estates and sustainability governance

Sustainability and Energy Reporting and Data management

• Attend the various environment & sustainability Steering Groups, on an agreed regular basis to discuss environmental, sustainability and energy matters with the membership, who are made up of staff from across the organisation, client representatives and relevant external bodies.
• Assist with external investigations or inspections by the relevant bodies, relating to environmental matters, ensuring collaboration and transparency.
• Undertake formal inspections and assessments of all Atlas and Client related premises and workplaces, applying professional and technical skills to identify areas of non-compliance and recommend the remedial actions required to satisfy environmental regulations.
• Record and fully document all inspections and assessments, including all electronic records, and ensure that findings are shared with the responsible managers and the Health and Safety Group.
• Support operational managers with local and functional environmental meetings, ensuring a consistent approach across the organisation.
• Support the capital team, estates team and divisional managers, with any capital development projects to ensure all aspects of relevant sustainability, energy and environmental regulations and legislation have been considered.
• Lead the management of an effective relationship between Atlas, clients, and other appropriate statutory bodies.
• Ensure that individual objectives are undertaken on an annual basis and that that associated action plans are developed and completed.

The post holder will:
• Take the lead on shaping the future provision of estates services at Atlas. • Ensure, that all minor building and engineering projects are procured, designed, and managed to comply with all Atlas Standing Orders, relevant health and Safety Guidelines, other statutes, acts, Institute guidelines, industry legislation and any related NHS guidance information.
• Take responsibility to ensure that pre and post tender documentation is evaluated using analytical specialist knowledge and criteria to interpret project submission in accordance with Atlas procedures. Maintain an historic information data base to evaluate and maintain an appropriate approved list of specialist, and non - specialist contractors.
• Plan and deliver, through the senior estates management teams in both the acute and community services, the active management of all aspects of Hard Services, making optimal use of the resources available.
• Evaluate any customer performance review reports received, relating to estates issues and where appropriate, formulate and implement action plans to improve service provision.
• Have overall responsibility for ensuring that estates division business continuity contingency plans and emergency procedures, for use in the case of estates service loss, in respect of all operational functions, are developed and available for implementation if required. In addition, ensure that all related plans are communicated to and fully understood by all estates staff.
• Contribute to and occasionally lead, on the development of selected policies and strategies in a multidisciplinary estates environment, recognising the complex integration with other departmental policies.
• Ensure that sustainable development is properly considered in all estate related decisions and liaise with the Atlas Energy Officer / Manager as appropriate.
• Have overall responsibility for the production of management plans to ensure that all areas of the estate are of an acceptable standard, utilising audits and condition surveys to support the development of a 5 year backlog maintenance strategy.
• Ensure that a robust and structured Planned Preventative Maintenance (PPM) programme is developed following close liaison with clients and is effectively implemented.
• Liaise with property services colleagues, service Leads and other key stakeholders for the purposes of sharing information regarding the optimum use of and any potential rationalisation of, the estate.
• Develop and present business cases where appropriate and ensure that such schemes and projects are adequately funded and resourced
• Lead the provision of a comprehensive operational risk approach, ultimately responsible for estates risk register, review, update, forward planning and reporting


Performance & Delivery

The post holder will be expected to:
• Have overall responsibility to ensure that professional standards of service delivery, workmanship and production are maintained at all times and that all estates building and engineering services are delivered in accordance with national standards, mandatory controls and regulations, the estates strategy and related policies and procedures.
• To be responsible for dealing with all estate related emergencies which may occur and for the activation and escalation of the Atlas ‘Estates Emergency Plan’, whilst operating and being part of a ‘On-Call’ system.
• Have overall responsibility for direct multidisciplinary engineering trades and contractors and specialist contractors undertaking a variety of complex and highly complex work in the estates environment. Ensure all work is appropriately planned, prioritised, sequenced and executed to the agreed programme and standard and delivered within budget.
• Ensure that any contractual disputes are managed during service / project procurement and monitor contractual performances in line with associated programmes, specification or other agreed schedules.
• Manage and chair meetings as appropriate, ensuring minutes / meeting notes and associated action plans are produced to record the progress and development of general estates, capital and ‘task and finish ‘group projects.
• Have overall management responsibility for all levels of estates staff, including the resolution of disciplinary and grievance matters when required.
• Support property and capital colleagues as appropriate to ensure the smooth delivery of projects.
• Have overall responsibility for the management of both the acute and community estates and engineering workforce and for ensuring that workload is prioritised and delivered to both fulfil statutory requirements and to meet the client’s needs.
• Participate in the Atlas's ‘On Call’ rota for out of hours estates management. Providing cover for service continuity in the event of breakdowns, essential service failures, fire and floods or estates related issues and ensuring that the ‘Estates Emergency Plan’ is implemented where appropriate. Including, acting as lead manager in the event of a major incident.
• Have overall responsibility at site level for the professional and technical management of highly specialised areas of estate management including electrical installations, medical gasses, critical patient support systems, sterilisers & washer disinfectors, fire safety, water safety, steam, drainage, theatre equipment, ventilation and lifts etc.

In addition, provide permit-to work expertise in several hazardous areas such as medical gases, electricity regulations, natural gas regulations, ladder access and others
• Have overall responsibility for the management of hard FM contracts, both internal and external, in addition to all levels of directly employed staff, to ensure the effective delivery of operational estates services.
• Act as the senior professional, with Company wide responsibility, for the oversight of the Atlas estate responsibilities in terms of reactive maintenance, backlog maintenance, refurbishments and general estate management and ensure that all required maintenance programmes, including CAT B plans are in place and safely delivered.

The post holder will:
• Be the Company’s nominated officer (approved person where appropriate) with regards to the management of facilities statutory compliance ensuring that both Atlas and its clients comply with all aspects of facilities statutory compliance. • Develop and embed robust governance, systems and processes throughout the Facilities division and maintain and keep updated all facilities related policies and procedures
• Ensure, where applicable, that all works are carried out in compliance with Building Regulations, Health and Safety legislation and guidance, fire precautions provisions, HTM’s and all other related statutory and Department of Health/NHSI requirements.
• To ensure that any action which is arising from hazard notices, safety notices, defect and failure reports or relating to other regulatory breaches, is carried out and that the outcome is monitored and reported on as required.
• Ensure that any work-related injury, disease and dangerous occurrence as defined in The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) are reported to the Health and Safety Executive within the appropriate timescales.
• Ensure accurate records relating to health and safety data are maintained.
• Be responsible for reviewing all relevant incidents and near misses within the team, ensuring that corrective action is taken and providing data within agreed regular reports.
