Job objectives and responsibilities
As the Head of Safer Custody and Equalities Function you will report to the Deputy Director, ensuring compliance with contractual requirements, company policies and procedures, and HMPPS standards where applicable. This position includes line management responsibility for the Departmental Senior Manager for Safer Custody, Safer Custody/Safeguarding & Violence Reduction Prisoner Custody Managers, and the Faith Services Lead. The role is accountable for the oversight and delivery of services across the Care and Separation Unit, Safer Custody and Violence Reduction, Equality & Diversity, Use of Force, Transitional Support Unit, and services for Older Prisoners, Neurodiversity, and Faith Services.
Additionally, the role involves undertaking the duties of Duty Director and Chairing Adjudications. The Head of Safer Custody and Equalities Function will support, supervise, motivate, and monitor Senior Managers to ensure effective service delivery across the prison. They will lead on the strategy for creating a safe, secure, and decent environment, fostering a ‘Rehabilitative & Restorative Culture' for managers, staff, and prisoners. This role carries responsibility for overall strategic and performance-related outcomes.
The role involves supporting the Deputy Director, Director, and other senior staff in developing and delivering strategic priorities in line with company values. It ensures that prisoner care and staff welfare are maintained at the highest possible standard, while promoting equality, diversity, and inclusion throughout the prison.
You will provide strategic direction, driving and directing performance within your function in accordance with the contract and the broader requirements of Mitie Care and Custody. This includes directing and supervising management and staff performance, supporting effective risk management, and implementing proactive strategies to enhance performance and demonstrate agility and resilience in response to competing priorities.
The role also involves taking charge of complex operational incidents and participating in incident management as required. You will represent the prison at a senior level and in the wider community, developing meaningful stakeholder networks. With guidance from the Director and Deputy Director, you will develop policies and procedures for the effective operation of the prison.
Additionally, you will carry out the role of Duty Director and undertake on-call duties as required, including evenings and weekends. As a member of the Senior Management Team, you will undertake additional duties that contribute to the effective operation of the prison. You will contribute to the delivery and achievement of all performance measures, contract outcomes, and locally agreed targets, including KPIs and CDIs. This includes ensuring operational and administrative duties, such as data collection and maintenance, are completed in accordance with prison policies and procedures.
Furthermore, you will contribute to key people metrics to create a supportive workplace environment, focusing on turnover, attendance, compliance training, performance reviews, health and safety, and employee engagement. Finally, you will promote quality, health, safety, and environmental compliance across the prison.
Person Specification
Candidates must have previous relevant experience in a custodial or secure environment in a senior or strategic role. Experience in leading a management team is essential, as is experience in performance-related delivery, including the management of CDIs and KPIs, as well as business development and improvement. The ability to perform well under pressure and balance competing priorities is crucial. Candidates should also have experience in establishing and maintaining stakeholder relationships at a senior level. Basic to intermediate IT skills, including proficiency in Microsoft Excel, Word, and Outlook, along with some experience in updating central data systems, are required.
Candidates with technical knowledge of relevant prison legislation, policies, standards, inspection and audit processes, and knowledge of the wider criminal justice system are preferred. Experience in incident management, ideally with completed training in incident and hostage management, Silver Command and adjudication training.
Qualifications or relevant experience equivalent to Level 3 or above are preferred. This includes A levels, Advanced Apprenticeships, AS Levels, International Baccalaureate diplomas, Level 3 Awards, Certificates and Diplomas, and Level 3 NVQ accreditations.
