Commissioning Children and Young Peoples Mental Health Under the guidance of the Senior Programme Manager, support a portfolio of contract management and service improvement projects, coordinating with other leads to ensure synergy and to avoid duplication of effort. Manage relationships across the programme area e.g. working collaboratively with existing or potential new providers to facilitate care pathway development across primary, secondary, social and community care and other sectors ensuring clinical and patient engagement in the planning and delivery of transformation and redesign programmes. Support the Senior Programme Manager in providing oversight to the development, implementation and evaluation of time-limited projects to improve children and young peoples mental health in line with the NHS Long Term Plan and local strategic priorities or performance needs. Implement commissioning strategy in agreed areas facilitating where necessary investment and disinvestment within the programme area in conjunction with clinical commissioning leads. Using knowledge skills and experience, work collaboratively with the community, CYP, clinicians, local authorities and providers to review existing patterns of care, redesign outcome based care models and pathways meeting local needs, national standards and measurably improve health outcomes while at the same time reduce health inequalities. Develop and support models to ensure children, young people and their families are central to the commissioning process. Monitor delivery of benefits arising from pathway implementation, identifying gaps that inform ongoing service redesign. Ensure that services for CYP across the system are aligned wherever possible, maximising opportunities to integrate to make best use of system resource. Work closely with contracting and performance colleagues to ensure that contracts and procuments associated with individual services contribute to the overall care model/systems. Ensure appropriate workforce planning and development is built into the design of care models and pathways. Work with public health colleagues to ensure appropriate health needs assessments are undertaken and utilised in service development in this sector. Work within the whole CYP and maternity team to develop systems to ensure that all service developments are based upon robust needs assessment, evidence base, affordability, value for money and delivery of key targets. Work with Senior Programme Manager to co-ordinate the delivery of projects, initiatives and services to time and in a cost effective way. Support the identification and sharing of best practice. Operate in a highly political and sensitive environment. Work with stakeholders across the integrated care system to collaboratively find solutions to any challenges that arise. Project Management Support the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. Develop a comprehensive and cohesive plan for each project, which is consistent with the overall project timetable, meets the strategic direction of the team and minimises unnecessary disruption to stakeholders involved in the process and is operationally sound. Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms. Coordinate and oversee regular contract performance meetings with identified providers. Ensure the flexibility of the project if required to meet conflicting/changing requirements. Responsible for the planning and organisation of numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner. Demonstrate effective stakeholder management across different departments and at all levels. Support other programme managers within the CYP Mental Health Team as and when required. Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole. Ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of NHS.
