The main duties of the role are: To lead on the provision of financial management advice to Trust Clinical and Corporate Directorates in order that Directorates are enabled to meet the targets set by the Board, particularly, those relating to the containment of expenditure within budget and meeting patient activity targets from available resources in order to deliver an efficient and cost-effective service. Ensure the production of Trust financial management and monitoring information to a strict monthly timetable. This includes budget reports for Directorate managers and co-ordination of management accounting aspects of the monthly finance report for the Board particularly in relation to current and forecast Directorate financial positions in terms of both expenditure and income variations (and in relation to performance against patient activity targets). To co-ordinate the work undertaken by Finance Business Partners, Senior Finance Manager and Project Accountant in conjunction with Directorate Management Teams and take particular responsibility for advising on the financial aspects in relation to contracts, capacity planning and the development of clinical services, which will be set in the context of the strategic plans of each Directorate. The post holder will: Lead the Information Rights team ensuring compliance with statutory deadlines through the effective management of the case management system and formation of standardised operational processes. Ensure that they are familiar with all access to information requests coming in to the organisation and monitor trends and issues working to resolve them or escalate where appropriate. Be responsible for Access to Records requests (SAR, FOI, and other related requests), ensuring they are delivered efficiently and effectively in line with Statutory requirements and national standards. Ensure systems and processes are in place and operational so that requests can be extracted and responded to within the statutory time frame - this will include assisting with complex access to information requests (SAR, FOI) ensuring the public interest process takes place. Be the first point of contact for complaints relating to access to information requests. This will involve reviewing a response and providing a decision to the requestor. Where required the post holder will support the Information Governance Manager in dealing with complex complaints involving the Information Commissioners Office. Line manage the Information Governance Assistant(s) and their work encompassing Freedom of Information, Subject Access to Records, Individuals Rights Requests, Records Management and all Information Governance / Data Protection matters. Support the development of policies and documents in line with legislation ensuring the Trust always remains compliant and up to date. Prepare analysis reports of performance statistics to identify trends and areas for action and improvement and provide regular reports to Senior Management colleagues and committees. Monitor and review completed disclosures under the Data Protection Act to ensure they observe all legislative requirements, and the relevant staff adhere to departmental policies and procedures. Lead on the management of the Trusts Freedom of Information Publication Scheme and FOI Disclosure Log, ensuring appropriate systems are in place to maintain its accuracy and completeness, including negotiating with stakeholders and senior staff, as well as judging the appropriate level of content and detail. Provide advice and training in relation to data subject/ information rights legislation and confidentiality good practice. Support the Information Governance Manager with the management of appeals, internal reviews and complaints, liaising with the Information Commissioners Office. Work flexibly to ensure that all information requests that are received by the Trust are processed lawfully. This will include liaising with other teams and departments and accessing health information in whichever media it is held. Be required to liaise with the management team regarding information requests which are likely to breach the statutory timescale, to provide relevant information to as to the cause and to consider solutions. Foster good working relationships with colleagues and where necessary arrange meetings with Clinicians or their secretaries, or Trust FOI Leads to ensure that it is appropriate to disclose information. Participate in IG related meetings with partner organisations in Health and Social Care related sectors. Be responsive to the needs of the customers of the Information Governance Department at all times and provide them with a high quality and efficient service. Participate in department development as appropriate and to participate in departmental meetings. Strictly adhere to all departmental policies with regards to processing requests for information. Ensure compliance with all relevant Trust policies and provide assurance on IG standards through audits Provide a point of contact for enquiries, handling incoming/ outgoing communications/ sensitive data/ issues from Senior Managers, staff and other organisations with empathy and in a confidential manner. Provide first line support and management to teams within the service as appropriate. Work on tasks that support the trust to achieve Data Security and Protection Toolkit (DSPT/CAF) compliance. Undertake any other duties and tasks as may be required, appropriate to the level of the role.
