The post holder is the senior full-time member of the STW EPRR Team for delivery of EPRR and Business Continuity at a strategic level across the system. They will lead internal and system level planning and response arrangements on behalf of the ICB as well as leading the ICB EPRR Training and Exercising Programme.

They will be accountable to the ICB Head of Clinical Operations & EPRR, and responsible for ensuring that the ICB complies with all relevant national standards in the NHS England EPRR Framework, and locally defined requirements.

The post holder will ensure the ICB are fulfilling the requirements under the Civil Contingencies Act (2004) as a Category 1 responder, which are organisations recognised as being the core of emergency response and are subject to the full set of civil protection duties. These include risk assessment of emergencies, to have in place emergency plans and business continuity management arrangements and a requirement to share information and cooperate with other agencies.

They will represent the ICB in a professional manner at the Local Health Resilience Partnership and lead the system participation in work streams, training and exercises. As the Senior EPRR Lead, the post holder will support the Accountable Emergency Officer, ensuring effective system wide engagement with a range of key stakeholders.



· As a senior member of the EPRR Team, the post holder will ensure the ICB is working towards full compliance as a Category 1 Responder under the Civil Contingencies Act 2004.

· Support the Head of Clinical Operations & EPRR with the annual assurance process across STW with check and challenge, evidence gathering and facilitation of Peer Reviews.

· Represent the ICB at Local Health Resilience Partnership and Local Resilience Forums, leading relevant multi-agency projects and workstreams at a strategic level.

· Contribute as a core member of the Local Health Resilience Partnership.

· Chair Shropshire Telford & Wrekin Local Health Resilience Partnership Practitioner sub-groups (i.e. risk, training and exercising).

· Lead system level planning and response arrangements to specific risks (i.e. energy resilience, evacuation and shelter, cyber).

· Support Managers across the ICB to embed EPRR arrangements at an operational level, as a Subject Matter Expert.

· Responsible for contingency plans being accurate, tested and validated.

· Lead the on-call mechanism on behalf of the ICB, ensuring Tactical and Strategic cover 24/7, 365 days a year.

NHS STW was established on 1 July 2022 as part of the Shropshire, Telford and Wrekin Integrated Care System (ICS) and is responsible for the strategic planning, commissioning, and monitoring of health and care services from a range of providers, to support our local population. NHS STW currently have an agile working policy, with a combination of working from home and office-based work. The role will require a minimum of 40% of the working week to be spent in the office at Wellington Civic Offices.

A Vacancy at NHS Shropshire, Telford and Wrekin Integrated Care Board.


NHS Shropshire, Telford and Wrekin Integrated Care Board (ICB) is looking for a highly motivated and experienced Senior Clinical Pharmacist to work within the Medicines Management Team covering a fixed-term secondment within the team. They will support the Lead Pharmacist for Medicines Value and Transformation in driving forward the ICB’s Medicines Optimisation Strategy and Medicines Value agenda providing high quality, evidence-based prescribing advice and medicines optimisation support. They will take the lead in developing, implementing and monitoring projects to optimise medicines use, improve patient outcomes and enhance productivity and value for money for the system and wider NHS, enabling long-term financial sustainability.

NHS Integrated Care Boards (ICBs) are responsible for the planning, commissioning and monitoring of health and care services from a range of providers, to support local people.

As an applicant, you must be a registered Pharmacist with the General Pharmaceutical Council (GPhC).

You will have excellent communication skills and the ability to work independently as well as part of a team.



The post holder will support the Lead Pharmacist for Medicines Value and Transformation to ensure that work streams and programmes are developed and carried out effectively; this will include assisting with planning and supporting/delivering key clinical projects across the integrated care system, with a particular focus on providing support for the delivery of the ICB's medicines value priorities through evidence-based cost-effective prescribing and medicines management.

They will work closely with all members of the Medicines Management Team, supporting and line managing team members as appropriate.

The post holder will develop strong working relationships across other areas within the ICB as well as the senior management team , working closely with colleagues to ensure medicines management is properly embedded in service transformation and commissioning plans.

The post holder will be required to work with external stakeholders including provider colleagues across the Integrated Care System (ICS), patient groups, commissioning support services, national commissioning board, local authority, public health and strategic groups/committees, care providers and the voluntary sector.

Travel may also be necessary across other sites and clinical settings as appropriate, therefore you must have the ability to meet the travel needs of the post.

Our ICB Pharmacists will work with multiple providers across the system, and will be responsible for providing medicines optimisation support to the practices we serve, developing and implementing medicines optimisation projects for implementation within each practice, delivering savings and improving the quality of medicines use.

The post holder will be asked to support delivery of the national medicines optimisation opportunities and medicines value priorities for the system.

The role will entail supervising and line managing other team members as appropriate, notably Lead Pharmacy Technicians/project leads. There will also be a requirement to provide education and training to other health professionals, system partners and care settings as required.
