NHS STW was established on 1 July 2022 as part of the Shropshire, Telford and Wrekin Integrated Care System (ICS) and is responsible for the strategic planning, commissioning, and monitoring of health and care services from a range of providers, to support local people. Key Duties & Responsibilities

· To work closely with the Head of Governance and Corporate Affairs to ensure compliance with statutory governance and regulatory requirements, including but not limited to the ICB constitution, Governance Handbook, Annual Report and other statutory returns.

· To work closely with the Head of Governance and Corporate Affairs, Director of Finance, Finance and Communications and Engagement teams and internal and external auditors to produce an Annual Report in line with national requirements and timescales.

· To manage the governance related information asset registers as either an IAO or IAA

· To lead the planning and delivery of the Annual General meetings.



Risk Management



· To support theHead of Governance and Corporate Affairs to maintain a risk management policy for the system and ICB.

· To support the Head of Governance and Corporate Affairs to maintain regular processes for capturing, identifying and reporting system risks and ICB risks to the Board, committees/groups and Audit Committee.

· To support in the development, arrangement and delivery of Risk Management training.



Conflicts of Interest

· To manage the ICB’s conflict of interest, gifts and hospitality and sponsorship processes and register of procurements ensuring the maintenance of appropriately registered, publication of notices and compliance with regulations.

· To oversee delivery of annual the conflicts of interest training, to collate compliance rates for reporting and to liaise with internal audit on the regular conflicts of interest management audit.

· To liaise with committee and group secretaries to ensure changes of interests declared in committee or group meetings are added to the register in a timely way.

Information Governance



· Supporting the Head of Governance and Corporate Affairs by:

o modelling behaviours that value, protect and use information for the success of the organisation and benefit of its service users/partners;

o assisting in delivering the organisation’s risk assessment processes and ensuring they are implemented consistently by Information Asset Owners (IAOs);

o supporting the management of the organisation’s information incident management framework.

· Supporting delivery of the requirements of the Data Security and Protection Toolkit, ensuring that there is a framework within the ICB for the maintenance of adequate data quality, in accordance with the ICB's Information Governance & Data Security and Protection Policies.

· Linking effectively with other teams within the ICB, wider ICS and CSU where required in areas of relevance to Information Governance.



Staff Management



· To have direct line management responsibility for Board Secretary, team administrator, and designated Executive Assistants to Executive Directors, including recruitment, induction programme, appraisals, disciplinary, capability issues, grievances and work/project allocation.

· To lead the coordination of training and development activity across the team.

· To contribute to performance improvement, taking a lead for identified areas where agreed.

· To provide the coordination and participating in relevant internal and external working groups and provide project advice, expertise and support where requested.

· To provide relevant and timely specialist advice and guidance on own portfolio of projects/function.

· To work with members of the team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.

· To evaluate projects/function within identified portfolio for delivery against financial recover/savings plans through project analysis.

· To act as an Information Asset Owner or Information Asset Administrator as required for theinformation assets held within the Business Administration Team

A new and exciting opportunity has arisen to join the Strategy and Development Team of NHS Shropshire, Telford and Wrekin. The postholder will be joining the team with responsibility for the effective delivery of significant programmes of whole scale system change, facilitating and providing commissioning, redesign and project management support.

This is an exciting and dynamic role which requires excellent commissioning, service redesign and project management skills with a specific focus on commissioning for person centred care and use of the Population Health Management (PHM) approach to develop and embed outcome-based commissioning across all speciality areas.

The post holder is the senior full-time member of the STW EPRR Team for delivery of EPRR and Business Continuity at a strategic level across the system. They will lead internal and system level planning and response arrangements on behalf of the ICB as well as leading the ICB EPRR Training and Exercising Programme.

They will be accountable to the ICB Head of Clinical Operations & EPRR, and responsible for ensuring that the ICB complies with all relevant national standards in the NHS England EPRR Framework, and locally defined requirements.

The post holder will ensure the ICB are fulfilling the requirements under the Civil Contingencies Act (2004) as a Category 1 responder, which are organisations recognised as being the core of emergency response and are subject to the full set of civil protection duties. These include risk assessment of emergencies, to have in place emergency plans and business continuity management arrangements and a requirement to share information and cooperate with other agencies.

They will represent the ICB in a professional manner at the Local Health Resilience Partnership and lead the system participation in work streams, training and exercises. As the Senior EPRR Lead, the post holder will support the Accountable Emergency Officer, ensuring effective system wide engagement with a range of key stakeholders.

Job Summary

The Management Accountant will be responsible for providing professional financial advice, expertise and support to the Finance Business Partners and the senior management of the ICB. In addition, the Management Accountant will be expected to advise colleagues on best practice and value for money within their own areas of responsibility and across Directorates.

The postholder will be responsible for ensuring efficient and effective use of ICB resources and overall delivery of the ICB financial position and targets.


The postholder will facilitate Departmental budget meetings on a monthly basis to advise budget
holders on their financial position and help with effective remedies to mitigate any risk of not meeting the ICB’s financial and operational targets.

The postholder will be required to work with other members of ICB staff and develop cohesive, key working relationships with other members of the multi-disciplinary team across the local health economy.

The postholder will plan and coordinate the production of accurate and reliable financial information and reports to the ICB Governing Body, Finance Committee and NHSE. They will:

- Be responsible for the tight control and management of the ledger inputs and outputs and overall integrity of the supporting financial systems.

- Lead on the production of the financial and management accounts to the prescribed timetable for their area.

- Have their main focus on allocated budget areas and related financial reporting and forecasting. In addition, the post holder will be expected to provide support across other areas as required.

- Produce reports to ICB committees and meetings in relation to the financial position.

- Lead on the application of relevant policies and procedures in allocated areas of responsibility and promoting observance by other members of staff.

- Assist with the production of the statutory annual accounts and liaises with other members of the Finance team to ensure detailed information is extracted from the ledger for inputting to the monthly financial performance returns, FOIs, NHS and Department of Health and NHSE
returns.

- In conjunction with the Finance Business Partners, ensure that information relating to contract and project performance is reported accurately in the ledger on a monthly/outturn basis

Under the direction of the Communications and Engagement Lead, you will provide day-to-day support for the team, including internal and external projects and campaigns, using various channels for different audiences. Main duties of the job:

A Vacancy at NHS Shropshire, Telford and Wrekin Integrated Care Board.


NHS Shropshire, Telford and Wrekin Integrated Care Board (ICB) is looking for a highly motivated and experienced Senior Clinical Pharmacist to work within the Medicines Management Team covering a fixed-term secondment within the team. They will support the Lead Pharmacist for Medicines Value and Transformation in driving forward the ICB’s Medicines Optimisation Strategy and Medicines Value agenda providing high quality, evidence-based prescribing advice and medicines optimisation support. They will take the lead in developing, implementing and monitoring projects to optimise medicines use, improve patient outcomes and enhance productivity and value for money for the system and wider NHS, enabling long-term financial sustainability.

NHS Integrated Care Boards (ICBs) are responsible for the planning, commissioning and monitoring of health and care services from a range of providers, to support local people.

As an applicant, you must be a registered Pharmacist with the General Pharmaceutical Council (GPhC).

You will have excellent communication skills and the ability to work independently as well as part of a team.



The post holder will support the Lead Pharmacist for Medicines Value and Transformation to ensure that work streams and programmes are developed and carried out effectively; this will include assisting with planning and supporting/delivering key clinical projects across the integrated care system, with a particular focus on providing support for the delivery of the ICB's medicines value priorities through evidence-based cost-effective prescribing and medicines management.

They will work closely with all members of the Medicines Management Team, supporting and line managing team members as appropriate.

The post holder will develop strong working relationships across other areas within the ICB as well as the senior management team , working closely with colleagues to ensure medicines management is properly embedded in service transformation and commissioning plans.

The post holder will be required to work with external stakeholders including provider colleagues across the Integrated Care System (ICS), patient groups, commissioning support services, national commissioning board, local authority, public health and strategic groups/committees, care providers and the voluntary sector.

Our ICB Pharmacists will work with multiple providers across the system, and will be responsible for providing medicines optimisation support to the practices we serve, developing and implementing medicines optimisation projects for implementation within each practice, delivering savings and improving the quality of medicines use.

The post holder will be asked to support delivery of the national medicines optimisation opportunities and medicines value priorities for the system.

The role will entail supervising and line managing other team members as appropriate, notably Lead Pharmacy Technicians/project leads. There will also be a requirement to provide education and training to other health professionals, system partners and care settings as required.

o supporting implementation of the shared system formulary

o providing up to date, unbiased information about medicines, treatments and care pathways;

o supporting practitioners and patients to make the best use of medicines;

o to support the implementation of national guidance on the use of medicines (NICE appraisals and quality prescribing targets).

o minimising the harm caused by medicines;

o developing local guidelines and care pathways to optimise the use of medicines;

To support the development, implementation, delivery and reporting of the annual Medicines Optimisation cost improvement programme (CIP), working collaboratively across the ICB to influence and monitor prescribing costs, promote cost effective prescribing and minimise wastage of medicines.

This is a 6-month secondment opportunity for an individual working within the Shropshire, Telford & Wrekin Integrated Care System or as part of the Shropshire, Telford & Wrekin based NHS England National Recovery Support Team. The Chief Delivery Officer is part of the Executive Team who will lead the improvement of the ICS on behalf of the Shropshire, Telford & Wrekin system. The Chief Delivery Officer will work across organisational boundaries at the highest level across the System ensuring that the approach to an integrated system operating model, leading at scale improvement workstreams, and alignment with strategic planning and commissioning develops in line with the ambitions of the System in the coming years.

The Chief Delivery Officer has the following key functions as part of the system operating model:
• The System Control Centre
• The EPRR function and the identified Accountable Emergency Officer
• The system elective scheduling function (RAS and TRAQS)
• Programme Management Office

Our Integrated Care System (ICS) footprint covers a large geographical area of 1,347 square miles and covers a population of around 500,000 people across the area of Shropshire, Telford & Wrekin.
