Duties and Responsibilities

Operational Delivery
• Support the Chief Operating Officer’s team with the development and delivery of a strategic vision, in line with the Trust Strategy, ensuring that service changes meet internal and external expectations and standards.
• Provide business support to the Chief Operating Officer and the senior team and deal with the day to day operational issues within the Chief Operating Officer’s Office.
• Manage and develop the implementation of effective office systems, control processes, budget management and bids control and evaluation, and risk management arrangements.
• Support the Chief Operating Officer’s team in operational elements to achieve all standards for example: UEC performance, Elective and Cancer performance, contractual requirements.
• Support the Chief Operating Officer’s team in the monitoring of compliance with internal and external governance and best practice requirements.
• Undertake specific areas of project work on behalf of the Chief Operating Officer’s office, including business cases and recruitment processes.
• Monitor goals and milestones that have been set by the Chief Operating Officer across the different functions in line with agreed objectives, then measure and report on delivery.
• Drive and manage, on behalf of the Chief Operating Officer, the preparation of the department business plan, ensuring business plans are prepared by all functions within the Chief Operating Officer’s office.
• Participate in meetings with members of management teams and administrative staff.
• Lead on digital communication strategy that promotes the agenda of the Chief Operating Officer’s office.
• Identify national/regional policy directives applicable to the Chief Operating Officer’s office agenda and lead on their integration into the any Chief Operating Officer’s office’s Business Plan in conjunction with the relevant Director.
• In conjunction with relevant leads, develop and monitor action plans to support delivery of operational performance standards, and report to the Chief Operating Officer.
• Monitor compliance within the Chief Operating Officer’s office with staff management policies and procedures and take remedial action with accountable Directors where shortfalls occur.
• Provide leadership to Chief Operating Officer’s office staff, including ensuring they receive necessary training, undertake statutory and mandatory training and have completed their appraisals in order to complete their role.
• Develop job descriptions for replacement or new positions as they arise.
• Establish a system to monitor and report on the annual Chief Operating Officer’s budget, liaising with the Senior Team to analyse data commenting on value for money, cost benefit, spend throughout the year, ensuring Cost Improvement Projects (CIP) savings are planned.
• Oversee the development and publication of the Trust’s Silver management rota

Service Development and Project Management
• Support the Chief Operating Officer in identifying both new opportunities for the Directorate arising from changes in the external environment or internal innovation and potential threats and ways to respond to them.
• Contribute to business planning and strategy development and direction for the Chief Operating Officer’s office.
• Manage a range of service improvement projects, e.g. Cost Improvement Schemes, short term and long term, within the Chief Operating Officer’s office and contribute to both Chief Operating Officer’s office and Trust-wide improvement projects within agreed timeframes and financial targets, including the quality review of CIP proposals.
• Manage key projects for the Chief Operating Officer to support the delivery of the department’s objectives. This will included a range of initiatives to achieve the strategic aims of the Chief Operating Officer’s office.
• Undertake occasional internal audits of the initiatives across the Chief Nursing Officer’s office.

Communication and Partnership Working
• Ensure the Chief Operating Officer receives regular updates on projects and areas of priority concern.
• Facilitate and lead meetings and briefings with a range of internal staff and external stakeholders.
• Receive, manage and communicate highly complex, confidential and sensitive information to members of staff in the department and across the Trust.
• Act as a contact for national and regional external agencies.
• Manage, motivate, persuade and influence multiple stakeholders and partners to ensure timely completion of work across the projects and partnerships.
• Liaise with relevant external parties associated with initiatives and projects within the Chief Operating Officer’s office.
• Present to groups within the Trust and other stakeholders key issues that the Chief Operating Officer needs to disseminate.

Financial Responsibilities
• Act as an authorising signatory for capital and revenue budgets within limits agreed with the Directorate.
• Monitor office and project resource utilisation and expenditures when required.

Information Management
• Co-ordinate and disseminate information to the relevant Director on new national and local policies.
• Gather, manipulate and present complex data (clinical/financial/ performance) to support project development, design.
• Provide briefings, board reports and plans for discussion and implementation of policy as required.
• Support digital communication strategy to that builds the external and internal presence of the directorate

This role entails the development of projects to bring about a reduction in carbon emissions. The Net Zero and Carbon Reduction Projects Programme Manager is therefore responsible for the delivery to time, budget, and quality carbon reduction projects across the Trust.

• Work with Trust’s Procurement team to ensure feasibility of supplier engagement projects and draft tender documents where necessary and meet with Procurement and contractors.

Managerial Responsibilities
• To support and guide Project Managers and consultants in the management of projects within and to provide the most practical and economic solutions for design, procurement, construction, management, commissioning, and maintenance of the development.
• The management will include undertaking regular project reviews on a one-to-one basis; identifying training needs, including ensuring that inductions and Trust mandatory training courses are completed; ensuring that any performance issues are dealt with in an appropriate and timely manner; and that appraisals are undertaken on an annual basis with periodic reviews throughout the year as appropriate.



General duties
• Ensure the risks associated with the areas of responsibility are placed on the Trust’s Risk Management System and are regularly reviewed and mitigated to an acceptable level;
• The role involves prioritising and being able to react to changing workloads;
• Communicate with all levels of staff across the organisation, ensuring that complex information is communicated in an easy to understand way to staff who are not specialists;
• Communicate to a variety of external organisations, contractors, suppliers etc. on a daily basis or as required to ensure that projects etc. are progressed in accordance with plans;
• Produce regular reports using the Trust’s IT systems including project management software.
• Report monthly (including Highlight Report, Exception Report, cash flow and forecast outturn Capital Spread sheet, Risk Log etc) as required by Capital Management Group and provide other updates as required by management.
• Report on progress to the Project Sponsor, Project Group, Capital Management Group, and other senior managers monthly and as required.
• Manage the budget, including contingencies and risk sums and reclaim of VAT, to ensure that the Trust and the Client receive value for money, including value engineering the projects, as necessary.
• Be responsible for the installation of physical assets as part of project delivery.
• Deputise for line manager as required;
• Oversee Project Initiation Documents or Project Execution Plans and detailed project plans to ensure delivery of the project to agreed budget, programme, scope, and quality standards, taking account of interdependencies between projects. Monitor and ensure plans are updated on a regular basis.
• Manage and ensure the successful delivery of the projects within an acute hospital environment, managing conflicting demands, whilst minimising any potential disruption or disturbance to patients, staff, or other visitors.
• Ensure that all aspects of the projects are managed based on best practice, promoting sustainability, and working towards enhancing patient care and experience.
• Working with the Project Sponsor, develop a Stakeholder Engagement Plan, ensuring that patients, the public, users, and internal and external stakeholders are fully and appropriately involved throughout the project.
• Communicate detailed and technical project, design, financial, risk and contractual information to the Sponsor, Project Board, senior managers, users, design consultants and contractors, ensuring their understanding and cooperation, as appropriate.
• Working with the Communications Team, develop Communication Plans for projects, setting out what is to be communicated to whom, at what stage, in what format, when and where, updating plans, as appropriate, throughout projects.
• Exchange and communicate sometimes complex or contentious information internally and externally with specialists and non-specialists. Negotiate technical and compliance matters with contractors and suppliers, working in close collaboration with corporate colleagues, senior managers and Directors as necessary;
• Provide specialist carbon and sustainability advice to other estates staff, directors and senior management of the Trust; and may be required to advise external agencies;
• Make judgements on a range of professional matters involving complex facts, requiring analysis, interpretation and comparison of a range of options – some of which may be conflicting - taking into account legislation, organisational commitment, national and local standards;
• Carry out all aspects required of the role with complete professionalism at all times;
• Act responsibly at all times with total awareness and appreciation of duty of care as a Trust employee and as an individual;
• Work in accordance with the requirements of HTM’s, HBN’s, British Standards, Model Specifications and all Statutory Regulations, Codes of Practice and Trust Policies and Procedures;

Training
• To attend Statutory, Mandatory and local induction training as necessary;

Staff Management:
• To be responsible for the line management of the OCDEM Secretariat and admin team, providing first level EPR support, ensuring that adequate cover is provided in all areas of activities.
• To be responsible for the daily management and supervision of staff, monitoring sickness, and arranging cover for annual leave, in accordance with Trust policies.
• To develop a personal development plan (PDP) with staff and to ensure training and development needs are adequately met. To evaluate staff performance against PDP’s, taking appropriate action to ensure that staff abilities and aptitudes are developed and potential maximised.

ADMINISTRATION SYSTEMS
• Use of EPR, Health Roster, First Care and NEP Fusion.
• To work with clinicians and other managers to ensure all appropriate admin work is completed in a timely manner using systems mentioned above.





GENERIC RESPONSIBILITIES:
• To act as the first point of contact for written and telephone enquiries on OCDEM matters for patients, their relatives, the call centre, outpatient’s, medical secretaries, consultants, and junior medical staff. To deal with telephone contact with members of the public appropriately and sensitively in situations which may be stressful for both the patient and the staff member involved.
• Development and implementation of new or revised administration policy and procedures.
• Taking and relaying as appropriate, telephone enquiries and messages, using initiative and prioritising skills when disseminating information.
• To assist the Clinical Unit Manager and Patient Access Manager in the writing of reports and documents.
• To work closely with the Clinical Unit Manager and Outpatient Access Manager by undertaking and assisting project management directly related to the Department. This role will require analytical skills as well as being a capable communicator with excellent organisational ability.
• To use knowledge and experience to offer help and advice when requested.
• To act as role model.
• To carry out surveys/audits as requested.
• To ensure that patient case notes are correctly maintained by all staff and that high quality standards are maintained at all times and tracked appropriately using the relevant software.
• To manage the information flows between the OCDEM Secretariat and the Waiting List office.
• To receive and make telephone calls and take appropriate action/discuss with appropriate staff maintaining a friendly, professional and courteous manner at all times. These conversations can often be of a distressing nature.
• Maintaining physical and electronic filing systems as well as other general ad hoc office management procedures.
• Must exercise judgement to analyse and resolve problems.
• The post holder is required to work unsupervised and is expected to plan and organise his/her own time.
• Provision of information and advice to patients and relatives about admissions and appointments exercising judgement when dealing with patient enquiries; analyse and resolve patient problems.
• Be responsible for communicating cancellations to all relevant parties with the reasons for cancellation including patients and relatives.
• Provide a courteous and responsive assistance to Clinicians and other Trust personnel and to those visiting the Trust from outside agencies.
• Will be asked to show flexibility should the need arise in covering for other personnel when on leave/sickness etc.

ADMINISTRATION SYSTEMS

GENERIC RESPONSIBILITIES:
• To act as the first point of contact for written and telephone enquiries on Clinical Genetics admin matters for patients, their relatives, the call centre, outpatient’s, medical secretaries, consultants, and junior medical staff. To deal with telephone contact with members of the public appropriately and sensitively in situations which may be stressful for both the patient and the staff member involved.
• Development and implementation of new or revised administration policy and procedures.

MAIN PURPOSE OF THE POST

To manage the Treasury, Accounts Receivable and Accounts Payable Sections, working to maximise efficiency and timeliness of processing transactions.

Reporting and managing the Trust’s cash balances, presenting clear information to senior colleagues in a timely manner to allow key decisions to be made.

Present cases considering a range of possibilities for areas for improvement either to save money, or to enhance services, or become more efficient. This will include analysing options and evaluating complex scenarios to be able to advise decision makers. End-to-end project management of any cases gaining approval, seeing through to conclusion and successful implementation.

Working with colleagues in Finance and other departments to develop systems and procedures, increasing efficiency and quality and timeliness of information.

To ensure appropriate training and development of Finance staff.

Be a key member of the team involved in the preparation of the Trust’s statutory accounts including planning and managing the exercise to agree NHS balances.

RESPONSIBILITIES

1. Team Management

• Manage Treasury, Accounts Payable and Accounts Receivable Sections, developing and agreeing work plans for the teams

• Responsible for recruitment to teams and setting objectives for team managers and teams as a whole

• Setting and monitoring targets for teams

• Responsible for development of teams and any system improvements

• Review of monthly performance figures working with team managers to investigate and explain significant trends and to develop action plans

2. Accounts Payable Section and Procurement

• Develop links with suppliers to address issues in supply chain processes, including procurement and payment of invoices. As part of this process, work to develop and automate systems and procedures involving Procurement Department where appropriate

• Administration of Purchasing Cards for the Trust, dealing with card applications, ensuring payment and posting of monthly balances and transactions

• Dealing with queries and requests for information on suppliers, either for suppliers themselves or for management and other departments in the Trust

• Dealing with VAT queries raised by finance colleagues and other Trust departments

3. Income and Debtors

• Working with colleagues in Finance and Commissioning, develop process for the efficient invoicing of NHS organisations and subsequent follow up/debt escalation arrangements.

• Develop efficient processes for all other invoicing within the Trust

• Working with the Accounts Receivable Manager and debtors team to develop efficient and effective arrangements for debtor follow up and internal monitoring arrangements

• Review recommended write-offs of bad debts and provision for doubtful debts and decide on the write-offs and provision adjustments to be made in the Trust accounts each month

• Review recommended list of debtors to pass to collection agency and decide on items to refer, consulting with Income team where appropriate

• Work with Accounts Receivable Manager to monitor debt collection agency performance, and where appropriate to change debt collection arrangements

• Dealing with queries and requests for information on income and debtors, e.g. for Trust management or other departments in the Trust

• Receiving, interpreting and planning local implementation of national and regional guidance and policies

• Where appropriate contacting issuers of guidance for clarification or to raise issues

• Administration of Purchasing Cards for the Trust, dealing with card applications, ensuring payment and posting of monthly balances and transactions

4. Systems and procedures - general

• Develop systems and procedures for income/debtor, treasury and accounts payable teams, both internal procedures and procedures which affect other departments and other organisations

• Responsible for contributing on development of major finance system changes across the Finance Department, including involvement in

- deciding on systems to be brought in
- planning implementation
- planning and carrying out system testing
- training of staff

This includes the main finance ledger, and also database systems maintained in the Finance Department, and systems in other departments which have an impact on Finance

• Responsible for ensuring month-end processes are complete and reports are produced accurately and in a timely manner

• liaising with Trusts VAT consultants ensuring they are consulted on key matters with potential VAT implications such as major contracts and capital projects and attending VAT Review Meetings

• liaising with Internal and External auditors, dealing with queries and responding to and implementing recommendations

• be a key member of the team preparing the Trust’s statutory accounts including planning and managing the exercise to agree NHS balances

• Board Reporting – complete appropriate reports related to cash management, accounts receivable and accounts payable, present to senior finance colleagues and be able to explain sensitive and potentially contentious information

• Receiving, interpreting and planning local implementation of national and regional guidance and policies impacting on Financial Services/Accounting issues. Where appropriate contacting issuers of guidance for clarification or to raise issues
