• Supporting security from functions and operations such as Visible Intermodal Prevention and Response (VIPR), Playbook, Screening Passengers by Observation Techniques (SPOT) operations, Transportation Security Specialist - Explosives (TSS-E) operations, Travel Document Check (TDC) operations, and other activities and applicable operations.
• Coordinating and tracking the readiness status and maintaining working relationships with other related entities throughout TSA, including Headquarters and other airport operations to ensure effective coordination and sharing of necessary information, as determined by the Federal Security Director (FSD).

• Under limited minimal direction of a manager or supervisor writes and edits high-quality products that effectively explain and interpret the Agency's stance on various transportation security issues.
• Serves as the primary writer/editor supporting the researching, writing, editing, and coordinating of materials for signature by TSA management officials. Supports the development and management of the TSA Style Guide, Correspondence Manual and correspondence standard operating procedures, and leads associated training for employees across TSA - headquarters and field.
• Acts as editorial advisor to program analysts and personnel in the Agency for condolence, retirement, and employee recognition correspondence signed by the Administrator in addition to other correspondence signed by TSA management officials. This Supervisory Transportation Security Specialist (Explosives) position is located in the Security Operations, Domestic Aviation Operations (DAO) division, Aviation Coordination, Explosives Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

• Serves as a technical authority and consultant to agency management, industry representatives, other senior agents, officers, or inspectors on explosive operations and devices, weapons of mass destruction, etc. Serves as a technical authority and/or lead on projects, programs, and other work activities; prepares comprehensive papers and reports summarizing data and findings; and evaluates and analyzes complex aviation transportation security data.
• Directs a team of subordinates on explosives effects pertinent to the branch and overall transportation safety.
• Develops comprehensive briefings and directs technical training courses/presentations (which includes designing or evaluating existing course curriculum) on explosives, improvised explosive devices, weapons of mass destruction, evolving technology threats, and all related security subjects for the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) covering all modes of transportation.
• Partners with TSA Requirements and Capabilities Analysis (RCA) office serving as the Senior TSA Explosives Representative when conducting aviation survivability tests which includes determining if explosive devices would cause catastrophic failure if such device(s) were to detonate in flight.

This Transportation Security Specialist position is located in Policy, Plans and Engagement (PPE), Aviation Branch, Transportation Security Administration(TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

• Serves as a Headquarters (HQ) Principal Security Specialist and the primary day-to-day HQ level point of contact with airline operators and specifically with Aircraft Operator Security Coordinators (AOSC) as defined in 49 Code of Federal Regulation part 1544.
• Serves as the agency's liaison to principal points of contacts for domestic airlines and industry stakeholders. Manages Transportation Security Administration's (TSA) industry engagement relationship and communications with stakeholders. Provides security policy interpretation and oversight of regulated entities' implementation of TSA security programs and other regulatory requirements.
• Serves as primary point of contact for aircraft operators regarding interpretations of complex transportation security policies, programs, regulatory requirements, and a wide range of other issues applicable to aviation security and airport operations. Serves as the technical subject matter expert on aircraft operator risk reduction related issues and airline concerns relating to complying with existing Security Directives or Security Plans.
• Conduct independent research, analysis, evaluations and studies of existing security policies and requirements, procedures, standards, and programs to ensure industry compliance with regulatory requirements and coordinated with management when appropriate.

This Supervisory Attorney Advisor position is located at Chief Counsel (CC), International Operations & Law, Enforcement Incident Management, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Maintains expert knowledge of international laws affecting TSA operations and programs, advises key TSA senior leaders and DHS officials on international legal issues related to TSA activities and engagements with foreign governments and international organizations, and provides legal advice to the International Operations office and the International Policy and Programs Division and other TSA offices in their determinations regarding international policy development, strategies, and plans for addressing threats to transportation security.
• Advises clients at the Assistant Administrator (AA) level and is responsible for responding directly to the AAs/Deputy AAs and their staffs with immediate assistance. Possesses the ability to be persuasive and, as necessary, persistent with senior executive clients while deftly balancing the most sensitive political, operational and situational ramifications. Recognizes issues with national and international import and is responsible for providing relevant information directly to the Chief Counsel, the AAs and other senior staff.
• Oversees legal work directly impacting the mission of TSA HQ organizations and regularly having national and international implications on national and transportation security and the transportation industry. Has situational awareness regarding the impact of legal approaches and recommendations on multiple internal and external parties, and transportation or national security.
• Drafts, negotiates, and concludes bilateral and multilateral international agreements and other arrangements to advance TSA program and policy objectives globally consistent with overarching U.S. Government policies and laws, with high-ranking officials and diplomatic officers of foreign governments and regional and international organizations, in coordination with other USG agencies, including but not limited to the Department of State (DOS), Department of Transportation (DOT), and the Federal Aviation Administration (FAA), and other stakeholders as appropriate and necessary.
