The Service Chief is responsible for designing the mission and vision of the Service, developing the scope of practice and/or privileging packets for all social workers, designing a Social Work service Plan of Care and assuring implementation of quality improvement measures. Incumbent is responsible for developing, planning, clarifying, administering and managing Social Work Services for all areas of the Medical Center. Incumbent will designate service priorities and objectives, ensures the supervision and evaluation of all social work staff and is responsible for supervising and evaluating the performance of the social work supervisors. The Service Chief serves as a liaison to other Services or care-lines, other facilities, VISN offices and VHA Central Office.

Major duties include, but may not be limited to:

• Ensures provision of social work services and /or case management services in a variety of inpatient and outpatient program areas and clinics.
• Collaborates with others in negotiating deciding upon and/or coordinating social work related changes affecting other programs.
• Ensures Social Work Service will participate in the planning, implementation of treatment programs within area of practice.
• Reviews information pertaining to the social work program from a variety of sources and identifies requirements which must be expressed in medical in medical facility written policies and procedures, draft such statements or assigns tasks to subordinates to insure their completion.
• Performs or assigns responsibility and reviews, the results of Social Work Service internal evaluations for program effectiveness..
• Responsible for employee selection, promotions, work planning and organizing, compliant/grievance resolution, dealing with administration of labor management agreements and processing other managerial duties directly or through appropriate delegations.
• Responsible for determining appropriate level of staff qualifications and expertise necessary to assure accomplishment of Social Work Service Programs.
• Exercise both administrative and professional accountability and responsibility for all social workers who are in the Social Work GS-0185 series.
• Determines personnel, equipment, space, supply needs upon program goals.
• Provides direct patient care services
• Performs other duties as directed.

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until September 30, 2025 or until all positions are filled. Duties and responsibilities include, but are not limited to:

• The Section Chief is a leadership position that is responsible for all aspects of primary care delivery within the defined section, and supervision of staff. In conjunction with the Associate Chief and Chief of Primary Care, the Section Chief is responsible for:
• Planning, organizing, developing, implementing, controlling and refining comprehensive patient management/clinical support within clinic.
• Provides services, technical counsel, and leadership guidance necessary to section staff. to meet the care and treatment needs of patients within the clinic.
• Should be a forward-thinking physician who embraces primary care delivered via Patient Aligned Care Team (PACT) model.
• Maintaining records of meetings that include reports of conclusions, data recommendations, responsible person, actions taken, and an evaluation of effectiveness of actions taken as appropriate.
• Developing policies and procedures to assure effective management, ethics, safety, communication, and quality within the section and between Primary Care and other services as appropriate.
• Review at least annually privilege templates for each service and make recommendation to the Chief or Associate Chief as needed for modifications.
• Provides a full range of services including assessment and using the most appropriate techniques in providing quality care in their subspecialty.
• Perform appropriate evaluations, diagnosis and treatment of patients.
• Provide a full range of therapeutic interventions in units/programs in the Hampton VA Medical Center to which they are assigned and has clinical privileges to practice including diagnostic assessment, medication evaluation and management.
• Participates effectively in team meetings and treatment planning conferences and collaborates with multidisciplinary team members in a manner that enhances coordination of comprehensive patient care.

In this position, you will exercise broad leadership oversight of the Office of the Chief Information Officer (OCIO), with responsibility for the Agency's Information Technology (IT), Cybersecurity, Privacy, and Network Management activities. Additionally, this position:

• Serves as the Agency's Chief Information Officer (CIO), which shares parity with other NTIS Office Heads, i.e., Associate Director.
• Provides centralized oversight and management of the Agency's information resource management activities and executes duties, including those delegated by the Department of Commerce (DOC), that are included in various laws, including the Clinger Cohen Act, Federal Information Security Management Act, E-Government Act, Paperwork Reduction Act, and Federal Records Act.
• Develops and maintains information security reports, dashboards, and metrics that speak to the Agency's risk and threat environment.
• Oversees a comprehensive network management program, including oversight of all planning, installation, and management of the Agency's networks and systems.
• Develops and implements strategies, procedures, and processes that enable the Agency's network to operate 24x7x365. Ensures there are protocols in place to monitor, report, and respond to incidents within the speed of need.
• Advises the NTIS Director and Deputy Director on various IT and technology matters.
• Determines, in partnership with NTIS Offices and the Chief Financial Officer (CFO), the financial and personnel resources needed to achieve the Agency's mission objectives and support mission operations.
• Represents NTIS to intra-Department of Commerce (DOC) external stakeholders, including leading efforts to promote NTIS best practices through outreach to other agencies; reporting IT as required under applicable laws, regulations, and policies; and representing NTIS interests at the relevant CIO Councils, including DOC, and other interagency IT organizations throughout the Federal Government.

The following are the duties of this position at the full working level.

• Serves as the liaison between the Director and key subordinate staff members and other key officials. Assures understanding and clarification of Director's views on all problems and issues. Serves as liaison with Regional and National Office officials in matters relating to highly sensitive congressional inquires, reorganizations, receiving and transmitting information, etc.
• Acts as office manager for the Director's office and ensures that the practices and procedures used by secretaries in subordinate offices are consistent with those of the Director's office. Prepares agenda for and conducts periodic secretarial training sessions for all secretaries.
• The incumbent exercises exclusive control over the Director's appointments, with complete authority for commitments of time. Screens all calls and visitors, answering most questions and completing most business involving established policy or routine matters.
• Analyzes incoming directives, manual issuances, policy changes, regulatory and procedural changes, etc., for significant potential effect on Director's objectives and for general interests of the Director. Alerts Director of the area of potential impact and arranges for any necessary follow-up technical review by appropriate segment of the organization. Ensures the follow-up action is accomplished.
