As a PUBLIC HEALTH TECHNICIAN, GS-0640-8, you will maintain Force Health Protection through planning, evaluating, and management principles related to epidemiological, operational, and occupational and public health programs. This includes occupational health, hearing conservation, reproductive health, bloodborne pathogens exposure control, communicable disease control, immunization, disease vector surveillance, disease/epidemiological surveillance, aircraft inspection, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine. DUTIES AND RESPONSIBILITIES:
(1) Manages the Occupational Health and Safety Administration (OSHA), Air Force Occupational Safety and Health (AFOSH) mandated occupational health education and training programs and Department of Defense Instruction (DODI). Determines educational/training requirements for employees by analyzing existing compliance data. Works in conjunction with unit workplace supervisors to develop and conduct occupational health education training relative to both general and specific hazards. Sets up surveys, provides education, tracks and develops training, researches requirements and provides coordination to ensure programs are viable.

(2) Manages the OSHA and AFOSH mandated occupational health medical surveillance program. Analyzes the results of Bioenvironmental Engineering (BEE) Industrial Hygiene Surveys, and determines the need for employee occupational health medical examinations (OHMEs). Analyzes scientific and compliance data to determine the scope and frequency of required occupational health surveillance. Reviews Department of Defense studies and documentation and disease control studies. Identifies specific target organs for medical testing when designing OHME requirements and determines appropriate biological indices IAW OSHA and AFOSH standards. Presents the completed surveillance packages to the Occupational Health Working Group (OHWG) and Aerospace Medicine Council (AMC) and implements the OHME requirements as directed.

(3) Coordinates OHMEs within the MDG and ensures pre-placement, annual/periodic, and termination examinations are completed. Reviews results of pre-placement OHMEs to recommend suitability for job placement. Updates and maintains the Preventive Health Assessment/Individual Medical Readiness (PIMR) Aerospace Services Information Management System (ASIMS) Occupational Health database monthly to ensure employees are properly identified for OHMEs and conducts periodic reviews of medical records and industrial case files to ensure OHME data is properly documented and maintained.

(4) Studies, analyzes and develops workplace-specific trends by summarizing, interpreting and managing OHME results. Performs quality insurance audits on all records that are on occupational review and flags for committee review and required follow up action. Advises on follow-up when trend analysis results deviate from normal values and presents this information to the OHWG and AMC. Communicates trend analysis results and the required follow-up actions to workplace supervisors. Evaluates industrial shops to ensure compliance with OSHA and AFOSH standards.

(5) Manages the Reproductive Health Program. Studies and analyzes BEE Industrial Hygiene Survey data to determine chemical/workplace risks to fetal health. Executes OSHA/AFOSH principles, methods and guidelines to evaluate the presence of reproductive and fetal risk factors. Interviews and educates employees, consults the workplace supervisor and determines the need for employee work restrictions and counsels the employee on potential health hazards that may affect pregnancy and reproductive health at the workplace, at home, and during recreational activities.

(6) Manages the Bloodborne Pathogens Program (BPP). Analyzes BEE Industrial Hygiene Survey data to identify personnel potentially at risk of exposure to blood and body fluids. Periodically reviews the Wing or MDG Instruction on BBP prevention to update compliance requirement information, as needed.

(7) Manages the PIMR ASIMS Hospital Employee Health Program (HEHP) database. Develops a screening questionnaire that properly identifies employees who are in a High-Risk and/or Exposure-Prone category per CDC definition. Determines immunization and testing requirements and duty limitations for High-Risk and/or Exposure-Prone personnel. Conducts periodic immunization and required testing evaluations. Educates employees and medical staff on current disease trends and prevention IAW current CDC guidelines.

(8) Performs other duties as assigned.

This position is multidisciplinary and maybe filled as a Marriage and Family Therapist, Licensed Professional Mental Health Counselor, or a Social Worker at the Program Manager/Coordinator level.

Serves as a Licensed Professional Mental Health Counselor Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

• The VCD supervises both professional and nonprofessional staff including multi-disciplinary team of mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distant from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center

• Responsible for SharePoint content, forms, and processes. The Registered Nurse Transition to Practice Program is designed for the post graduate RN nurse who has completed an entry level nursing degree at the Associate Degree, Diploma, Baccalaureate, or Master's level. This is a 12-month program designed to assist the new RN in the transition to full practice as a competent RN. It is a comprehensive developmental training program with didactic and clinical to provide the new RN opportunities to perform procedures that are performed by RNs. Registered Nurse Transition to Practice (RNTTP) Program Resident focus is on individual growth and development in practice with increased levels of self-direction. The new graduate nurse brings principles and theory with limited application of critical thinking skills.

The Registered Nurse Transition to Practice (RNTTP) Program was developed to support post graduate registered nurses during the first year of practice in patient care areas within the facility. The post graduate registered nurse will participate in an orientation program under the guidance of a qualified preceptor. The Registered Nurse - Polytrauma Transitional Rehabilitation Programs Admissions Coordinator will work with the interdisciplinary team for the coordination of all admissions to Polytrauma Transitional Program (PTRP), The Servicemember Transitional Advanced Rehabilitation (STAR), and the Intensive Evaluation Treatment Program (IETP) programs in Building 514 and serves as a liaison between referral sources.

The Registered Nurse - PTRP/STAR/IETP Admissions Coordinator will work with the Medical Director of the Programs, Nursing Staff, Social Work, and bed flow to coordinate all admissions to the programs.

Duties include, but are not limited to:

-Triage and screening of requests for admissions to the PTRP/STAR/IETP programs.

-Informing the interdisciplinary team of pending admissions as soon as information becomes available.

-Pre-admission education of patients and families regarding the program.

-Obtaining pre-admission authorization to the programs.

-Orientation of patients and families, and staff to the program.

-Responsible for completion of documentation of assessments required by the RN to include medical review in CPRS and JLV.

Major duties include but are not limited to:

• Maintains communications with receiving facilities regarding beneficiaries return travel arrangements.
• Reviews requests for reimbursement of travel costs for the purpose of assuring compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization.
• Reconciles vouchers against authorizations for accuracy prior to preparing certification for payments. Responsible for balancing, reconciling, and adjusting invoices for payment.
• Prepares daily expenditure reports.
• Manages activities for beneficiary travel control points.
• Determines legal entitlement to travel reimbursement, applies deductible requirements and computes amount to be paid to beneficiaries.
• Maintains a master list of deductibles met for each month on every patient that visits this facility and authorizes or denies reimbursement accordingly.
• Process requests for travel reimbursement utilizing various systems to determine service connection eligibilities, hardship qualification, appointment verification at local and outside facilities, proof of address, and other criteria.
• Serves as record keeper and coordinator of patient funds on deposit.
• Maintains accounting records and control log.
• Records money from the Emergency Department safe and releases the money to the patients or, if necessary, next of kin, in coordination with Decedent Affairs.
• Responsible for the accuracy of all patient funds transactions, including all deposits and withdrawals.
• Determines if a Patient Funds account is restricted or unrestricted and indicates the status on each signature card and computer entry.
• Prepares and submits monthly Patient Funds monitors as required by the Fiscal Service in a timely manner.

Duties Include but are not limited to:

• Performs procedures such as fluoroscopy, gastrointestinal examinations, conventional plain film radiography, myelography, fluoroscopic guided, interventional procedures, portable radiography, digital radiography, and operating room radiography
• Supports clinicians in the performance of exams, anticipates imaging, and equipment needs before and during the procedure, follows the progress of the procedure and facilitates an efficient flow.
• Performs examinations of head, trunk, and extremities for routine physical examinations and for diagnosis of illness or of injuries of accident victims.
• Properly labels, secures, prepares, and administers radiographic contrast material orally, intravenously, or by enema under the supervision of a physician. Monitors patients during and after contrast administration for adverse reactions. Properly labels all medications on and of the sterile field during procedures.
• Performs radiographic procedures using the proper exposure techniques, including manual and photo timed exposures. These exams are performed using exposure tables, digital cassettes, buckies, collimators, grids, and other technical aids to produce radiographs of diagnostic quality with the minimum of retakes.
• Monitors the examination by checking the computation, performance, and results of the selected parameters to obtain the best diagnostic computer-generated data and images. Monitors the patients physical condition, physiologic changes during the procedure and keeps the clinician informed.
• Reviews requests for appropriateness before performing exams. Incumbent uses appropriateness criteria, the clinical history-provided on the request, interviews the patient, reviews the patient chart, or contacts the ordering clinician as needed for clarification.

Major duties include, but not limited to:

• Develops procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations;

• Develops and conducts presentations/recommendations to leadership and other stakeholders to explain regulations and procedures;
• Negotiates performance requirements among multiple sites and service lines in order to obtain agreement, standardize enterprise equipment, supply and/or service requirements in support of strategic acquisition plans;
• Establishes and maintains controls to ensure that contracts are executed in accordance with terms.
• Advises on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements and delivery order processes including requirements, definition, justification and approval for service contract extension, method of contracting, evaluation of proposals and all phases of contract administration.
• Monitors quality assurance surveillance plans to ensure that contracted services meet the expectations and needs of the facility.
• Troubleshoots various setbacks or delays.
• May serve as a Contracting Officers Representative (COR) or Alternate COR for facility contracts.
• Procedures required documents for internal and/or external audits of contracts by the Joint commission, financial consultants, OIG, GAO, VISN, congressional inquiries, etc.
