Pay Rate: £186.85 per day PAYE
35-37 Monday to Friday, normal working hours
This opening assignment is for 2-3 months
City: DUDLEY
Lead the commissioning, contract management, monitoring and quality assurance of children’s services in Dudley with a specific remit for Children’s Social care including Early Help, Child Protection, Children in Need and Children Looked After. Ensure a range of quality, outcome focussed, child centred and best value service provision to meet the needs of children and young people, working across the spectrum of need from Universal to Specialist and Statutory services.
Continue to establish and embed the Children’s Commissioning function within the Children’s Services Directorate with a focus on systems, process and governance both within the local authority and as part of multi-agency arrangements. Ensure effective care and support is commissioned in partnership with the Integrated Commissioning Board (ICB) and Health Trusts as may be appropriate.
Key Responsibilities:
Lead strategic planning that is underpinned by data collection/analysis to ensure that commissioned provision fits local needs and demographic makeup.
Be responsible for developing, implementing, maintaining and updating a Social Care Sufficiency Strategy as required.
Ensure there is strong coproduction evidenced in all commissioning activity.
Analyse intelligence and deliver forecasts/modelling in key areas.
Lead the development and delivery of strategic commissioning strategies and ensuring activity is in line with strategic commissioning plans.
Provide evidence informed solutions to introduce new models of care or improved models of care to achieve best value and positive outcomes.
Responsibility for overall development of Market Position Statements for all key areas.
Adopt an outcome and evidence-based Commissioning Model and apply to Commissioning and monitoring of services.
Develop and sustain productive relationships with partners and providers across the sector through contract management, market management, market development and the development and use of provider forums and quality assurance frameworks, while managing market risk.
Share needs assessment and strategic commissioning priorities with providers and other key partners to explore/support change and improvement.
Qualifications:
Degree or equivalent recent and relevant experience at an equivalent level, plus a recognised management qualification or evidence of continued management development.
Knowledge:
Detailed knowledge of current relevant legislation, statutory duties, responsibilities, and best practice in commissioning social care and health services.
Knowledge and understanding of the Council’s and Department’s objectives and goals to improve health and well-being for the local community, including children, young people and their families.
Experience:
Experience of analysing and interpreting complex financial and performance data to inform the development of commissioning priorities, plans and procurement options.
Strong successful project management experience including change management in large organisations and accountability for the expenditure of significant budgets.
Successful experience of joint collaborative working with professionals from a range of agencies, including coordinating inputs from a range of professional sources to secure strategic priorities, deliver quality services and business improvements.
Experience of developing an understanding of service gaps, local needs etc. in order to develop a commissioning approach to meet needs through pathway redesign and/or the commissioning of services.
Skills & Abilities:
Excellent organisational skills and the ability to plan effectively to ensure timely and successful delivery of commissioning services for children, young people and their families.
Excellent communication and negotiation/influencing skills and the ability to develop positive, productive working relationships to ensure delivery of strategic objectives, bring about service development or performance improvement in services.
Able to prepare clear concise written and verbal reports to a range of audiences including elected members, Chief Officers, service users, partner organisations and central government representatives.
Able to work collaboratively and collectively with officers across the Council, with health partners and provider organisations and service users in the voluntary and private sectors to achieve the department’s strategic commissioning priorities.
Self-sufficient in the use of IT – Word, Excel,PowerPoint, Outlook and the internet.
