Be pivotal, in conjunction with the Medical Director, to the development of all clinical services. Provide professional and managerial leadership for the clinical services directorate (except for medical staff), and to be accountable for the safe, efficient delivery of clinical services. As a key member of the Senior Management Team, work and lead clinical services in line with local, regional, and national priorities as defined by the Hospice Business Plan and Strategic Direction Actively contribute to the development of nursing practice and nursing research in line with the National Agenda. As Registered Manager, be accountable to the Care Quality Commission for ensuring all services meet the regulatory requirements. As Controlled Drugs Accountable Officer, be responsible for all aspects of controlled drugs management within the Hospice. Ensure that systems are in place to comply with the standards set out by CQC and NICE. Clinical Leadership and Management Responsibilities As CQC Registered Manager the post holder has joint legal responsibility with the board for ensuring compliance with the regulation under the supervision of the nominated individual (CEO) Maintain a high clinical leadership profile within the clinical areas of the Hospice. Line manager for IPU Ward Manager, Living Well Centre Manager, Counselling Manager and Approved Social Work Practitioner Responsible and accountable for the management of all clinical personnel issues in a timely manner in accordance with Hospice policies. Be responsible and accountable for ensuring that middle managers adhere to their own line management responsibilities in accordance with Hospice policies and procedures. Employ a wide range of specialist knowledge and expertise to develop skills of all staff working within the Clinical Services Department in response to the Hospice strategic objectives, to ensure maximum impact and to enhance patient care. Work with the Director of Quality and Improvement to ensure that all aspects of clinical complaints and critical incidents are investigated in line with Hospice policy. Responsible for developing and implementing assigned Hospice policies in conjunction with relevant staff. Appoint and work with the Hospice Safeguarding Lead to ensure appropriate policies and training are in place and any safeguarding incidents or concerns are fully and effectively reported and investigated Fulfil the requirements of the role of Controlled Drugs Accountable Officer. Participate in the 1:5 clinical on call rota, providing senior nurse advice and support to IPU nursing staff out of hours including the requirement to attend the unit where necessary and, in exceptional circumstances, work clinically on the IPU. Participate in the weekly SMT rota which involves acting as a first point of contact and senior fire officer. Prepare and deliver written and verbal reports to key stakeholders. Delivery of Clinical Services Responsible and accountable for ensuring that the Hospice has in place a mechanism to monitor safe, efficient ward staffing levels/skill mix taking appropriate action when required and escalation of concerns to CEO accordingly. In exceptional circumstances the post holder will be required to work as a registered nurse on the inpatient unit for safe staffing levels to be maintained. Responsible for ensuring that systems are in place for staff to be able to implement service quality improvements which are informed by patient experience. Responsible and accountable for ensuring that robust admission and discharge planning is delivered within the Inpatient Unit and Living Well Centre. Responsible and accountable for developing and implementing professional competencies in specific areas of practice. Using a wide range of specialist skills, responsible for taking high level decisions which require prompt action to prevent or address serious incidents. Lead on improved partnership working between external and internal agencies to deliver care services throughout the Hospice. Financial and Performance Management Responsible and accountable for ensuring the optimum use of resources and establishing and maintaining effective management processes to ensure financial control / balance within the Clinical Services Budget. Be responsible for monitoring the Clinical Services Budget and take action to address variations when they occur. In partnership with Chief Executive, Medical Director, and the Senior Management Team, ensure thorough budget setting for clinical services. Clinical Governance and Quality As the named clinical governance lead support and partner with the Director of Quality and Improvement to ensure: a) that clinical services have a reporting mechanism for monitoring and reporting on clinical outcomes. b) the implementation of recommendations and learning outcomes from internal and external sources. c) that clinical staff understand, accept, and effectively respond to identified trends from complaints and incidents, maintaining close links with patient/carers, and Hospice. d) that incidents and complaints are investigated appropriately and that systems are in place to support the implementation of action plans, and wider understanding through critical and trend analysis. e) that robust systems & processes are in place for the prevention, management, and timely reporting of risk. f) that robust systems & processes are in place for the prevention and management for infection control in line with the Health & Social Care Act 2008. g) that the Hospice has a reporting mechanism to provide structured audit reports in line with the Clinical Audit Annual Programme. Ensure that all Hospice induction and training required to meet health and safety, statutory and mandatory requirements is in place and is appropriately reviewed. In partnership with the Medical Director be responsible for maintaining the clinical risk register and escalating risks as appropriate to CEO, Clinical Governance and Care Committees. Human Resource Management, Workforce Development,Education and Training Work in partnership with the Director of People and Development on the development, implementation and evaluation of workforce planning, recruitment, and retention strategies. Ensure training and development needs identified in the individuals personal development plan are followed up and assist staff to identify their development needs and to promote a learning culture. Responsible and accountable for the implementation and evaluation of the Clinical Mandatory Training Programme and for ensuring clinical staff have access to relevant education and learning opportunities according to their role. Work in partnership with the End-of-Life Partnership (EOLP), ensuring that the hospice contribution is maximised and contributing to the delivery of sessions where appropriate. To conduct annual End of Year Reviews and regular 1-2-1 reviews for direct reports. Through this process, identify and facilitate development opportunities to improve the performance of the individuals. Responsible for the recruitment and appointment of key roles. To pro-actively manage matters relating to capability or poor performance systems for clinical areas To ensure that all sickness absence is managed in accordance with the Hospice Attendance Policy in conjunction the People and Development team. Professional Development Fully engage with personal End of Year Review process and 1-2-1 progress reviews with CEO and agree organisational, departmental, and personal objectives. Maintain analytical knowledge and awareness of local and national health care issues. Maintain active professional NMC registration. Act always in accordance with Hospice policies and procedures, the NMC Code and other guiding documentation
