The Director of Estates and Facilities will contribute fully to the development of strategy and policy and is responsible for governance, performance management and oversight of estates and facilities across a portfolio of hospitals and health facilities to define and deliver a ground-breaking operating model for services that overcome traditional organisational boundaries and align across the ICS and Provider Alliance for North Central London.
As a DEF you will be responsible to the Technical Operations Director managing director and RFLPS board for developing and maintaining effective systems, processes, and capability to be the best intelligent supplier of operational hard and soft FM services across customer sites and to effectively manage the increasing regulatory requirement, volume, and service complexity to optimise performance capability, responsiveness and operational/commercial excellence.
The DEF will have multi-site responsibility in leading and managing estates and facilities team.
To take responsibility for providing strategic and dynamic leadership to site-based heads of hard and soft FM services plus common multi organisation contracts leads, customer site leads, heads of service and operational teams for bothin-house service provision, contracted out services and advising the PFI manager on all aspects of hard and soft FM performance levels pertaining to the PFI contracts. Be accountable for the efficient and effective provision of comprehensive and flexible client centred services for estates maintenance, resilience planning & management and facility support activities delivering safe, secure and fit for purpose environments across owned, leased and PFI premises in support of NHS Improvement best practice (e.g. PAM).
To support and advise the Technical Operations Director, MD, RFLPS board, other RFLPS directors, customer trust Executives, Divisional Directors, clinicians in the delivery of operations in line all statutory/legislative requirements within agreed financial and performance objectives so as to achieve long-term best value for the organisations whilstensuring the provision of a safe and secure environment for patients, visitors and staff.

Provide and be responsible for stewardship, leadership, management, monitoring and professional oversight of hard and soft FM services to ensure that the environments are safe, compliant and support effective high-quality care and an outstanding patient experience
Provide assurance to the customer executive boards on all aspects of statutory compliance and provide expert advice on general estate and property matters, assurance and governance resulting from activities associated with the management of customer healthcare premises, infrastructure, and facilities
Put in place quality standards, data collection, analysis, and reporting systems along with evidenced externally verified standard audit process to give assurance to the customer on estate safety, security and compliance; where shortfalls or defects are identified ensure remedial actions are put in place
To manage reactive & planned maintenance, testing, validation, certification and repair of building infrastructure, equipment, and assets across customer estate portfolio.
Provide management oversight of clinical engineering understanding failures, risks, planned maintenance and servicing, replacement programme.
Ensure compliance with all relevant legislation in effective management of hard and soft FM services
Produce and publish a strategic plan and operating model for the future delivery of estate operational services across multiple diverse customer sites that drives improvement, innovation, compliance, capacity, and capability at all levels
Lead and actively participate in the annual budget setting: providing real clarity on costs to safely maintain, operate and manage the RFLG and customer estates services in line with objectives, where budget does not meet cost provide ‘choice’ for others to reduce spend, identifying risks to compliance and business continuity
To support the RFLPS, RFLG and customer sites executive team, Trust Boards, Clinical/Divisional Directors, General Managers, Matrons, Ward Sisters IPC team and other Clinicians by ensuring that they have the right technical & commercial information at the right time to exercise authority.
Ensure that estates strategic design is supported by relevant information technology solutions to ensure delivery of a workable process design, using open protocol hardware, where appropriate and available, allowing an informed options appraisal of solutions based on reliability and life cycle costing.
Identify and schedule technical risks and uncertainties for estates services and ensure these are incorporated in the Trust group risk register. Provide regular monthly updates to reflect how key risks are mitigated / dealt with.
