1. DIRECTOR OF ENGINEERING

POSITION SUMMARY: 
Provides a high level of property maintenance knowledge. Position has overall responsibility for maintaining the resort and grounds with focus on safety, security and asset protection. Accountable for managing the budget, capital expenditure projects, preventative maintenance and energy conservation. Develops and implements strategies that will deliver products and services, which meet or exceed the needs and expectations of guests and employees while maximizing the financial performance. Responsible for maintaining standards and regulatory requirements.

DUTIES AND RESPONSIBILITIES:

Managing Engineering Operations and Budgets

• Works with property and corporate office team to determine how Engineering is performing against budget and highlights areas of concern.
• Manages the resorts’ equipment, refrigeration, HVAC, plumbing, water treatment and electrical systems in accordance with Standard Operating Procedures.
• Administers service contracts to support property needs.
• Coaches and supports the team to effectively manage controllable expenses (e.g., wages, heat, light and power, water consumption, tools and equipment, grounds keeping supplies, uniforms, vendors, service agreements, inventory, etc.).
• Manages and controls heat, light and power.
• Develops and manages Engineering budget.
• Oversees execution of long-term preventative maintenance.
• Reviews financial reports and statements to determine how Engineering is performing against budget.
• Addresses potential areas of concern and proposing solutions to owners in a proactive manner.
• Communicates a clear and consistent message regarding departmental goals to produce desired results.
• Supervises construction to ensure timely completion of projects within budgetary guidelines.

Maintaining Engineering Standards

• Ensures compliance with state, local and federal regulations.
• Maintains property life safety systems (e.g., fire-fighting equipment, sprinkler systems, and alarm systems).
• Ensures resort and equipment licenses, permits and certifications are current.
• Ensures property policies are administered fairly and consistently.

Managing Profitability

• Manages areas of operation to budget by reviewing operating statements, budget worksheets and payroll related progress reports.
• Manages departments controllable expenses to achieve or exceed budgeted goals.
• Participates in the development of departments capital expenditure goals; manages projects as needed.
• Participates in the budgeting process for areas of responsibility.
• Understands the impact of departments operation on the overall property financial goals; educates staff on details as appropriate.
• Reviews and manages controllable expenses such as, heat, light, power, water consumption, tools and equipment, grounds keeping supplies, uniforms, vendors, service agreements, etc.

PRE-REQUISITES:

Education and Experience

• High school diploma or 6 years experience in the engineering and maintenance or related professional area; technical training in HVAC-R/Electrical/Plumbing.
  OR
• 2-year degree from an accredited university in Building and Construction, Engineering, Mechanics, or related major; 4 years experience in the engineering and maintenance or related professional area; technical training in HVAC-R/Electrical/Plumbing.
• Strong leadership skills and able to lead a team efficiently.

The incumbent serves as the Deputy Chief Banking Officer (DCBO) in the Office of the Chief Banking Officer (OCBO) and reports to the Senior Vice President and Chief Banking Officer.

The incumbent is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO. The OCBO is responsible for the loan, guarantee and insurance products, and the overall relationship management of EXIMs external clients.

Duties include, but are not limited to:

• Serves as a key member of the senior staff of the Office of Chief Banking Officer which includes Office heads in the OCBO. Provides guidance and counsel to OCBO and Office heads as necessary, assists in the establishment of OCBO objectives and program goals, and alerts CBO and OCBO office heads regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO. Also, the incumbent provides advice and counsel to the Chief Banking Officer on operations and management issues related to the OCBO.
• In collaboration with the CBO and EXIM's President and Chair, the DCBO designs and leads the Bank's business development strategies for the China and Transformational Exports Program (CTEP) and Office of Global Business Development (GBD) to ensure better alignment with these functions and programs with other banking operations. The DCBO leads and manages the OCBO programs for EXIM's offices. The DCBO provides leadership, direct supervision, and management support to a team of professional and administrative staff; develops and/or implements major planning, evaluation, or monitoring of long/short range operational plans, resource requirements, and/or budgets for the OCBO; and continually monitors and evaluates budget, fiscal, and administrative controls to manage the OCBO's programs and services.
• Identifies and prioritizes issues requiring the attention of the CBO concerning all within OCBO. The incumbent develops recommendations for the CBO and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements and programs and logistics support to staff for productivity and performance. Researches and evaluates views on processes, management, and programs for the OCBO and makes appropriate recommendations to the CBO. Oversees coordination of decisions made by CBO with other groups within the EXIM.
• Executes responsibilities of a senior manager by directing the appropriate individuals from OCBO and throughout EXIM to address any relevant items for the CBO and/or the OCBO.
• The incumbent is responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to Individual Delegated Authority (IDA), which is conferred by the Bank's Board of Directors.
• Responsible for the Bank's impaired credits, including consensual restructurings and partial value settlements, non-consensual recoveries, sales of assets, credit monitoring and valuation, clam processing and Bank liability determinations, and write-offs, subject to IDA.

• The work includes controlling working budgets, and planning, coordinating and directing a construction program in support of civil works, military and environmental clean-up construction projects,
• The work includes a large and complex construction mission for Interagency and International Support (IIS) partners
• Civil works construction includes primarily flood control, and flood control dams, levees and channels, navigation structures, ecosystem restoration and recreation development.
• Military construction involves the full range of facilities for Army and AirForce installations including airfields, missile testing and launch facilities, infrastructure improvement, large family housing facilities
• Military construction also involves multi-storied hospitals, barracks complexes, administration facilities, wharf, pier and bridge infrastructure, aircraft and other fuel distribution and delivery facilities, etc.
• The environmental clean-up program focuses on remediation of hazardous, toxic and radiological wastes (HTRW) as well as unexploded ordinance cleanup for a variety of customers
• Responsibilities include Federal preparedness, response and recovery activities for domestic emergencies such as natural disasters, oil and hazardous spills.
• Hazard mitigation and civil disturbances, emergency water planning and preparedness planning and response to national security emergencies.
• Geographical area for civil works and military and IIS construction projects include Northern to Central California, Utah, and portions of Nevada, Colorado, Wyoming and Oregon

• Oversee the effective management of a grant portfolio, CPD formula and competitive programs which includes large metropolitan areas and significant financial investments, ensuring the timely processing of grant applications, contract execution, and compliance with statutory and regulatory requirements, as well as HUD guidelines.
• Develop and execute multiyear and annual plans which are aligned with Departmental strategic goals and are responsive to specific needs of the community involving the Field Directors in the process.
• Delegate authority to subordinates supervisors and hold them accountable for the performance of their organizational unit.
• Serve as CPD's primary regional representative over Field Offices jurisdictions, promoting CPD programs and Departmental initiatives.

This position is located in the Office of Research and Development (ORD), in the Center for Computational Toxicology and Exposure (CCTE), in the Biomolecular and Computational Toxicology Division. The Center for Computational Toxicology and Exposure, headquartered in Durham, NC, is a scientific organization responsible for carrying out EPA’s mission to support public health and environmental decisions by providing solutions-driven research to rapidly evaluate the potential human health and environmental risks associated with exposure to environmental stressors and to ensure the integrity of the freshwater environment and its capacity to support human well-being. To accomplish its mission, CCTE conducts fundamental and applied research across a range of disciplines important for evaluating chemical safety and freshwater coastal ecology.

For human health, CCTE provides scientific leadership for New Approach Methodologies (NAMs) and innovative in vivo models to evaluate human health hazards as well as computational and advanced analytical chemistry approaches for characterizing exposure. The Center’s research integrates advances in biology, biotechnology, chemistry, statistics, and computer modeling to advance chemical safety. CCTE scientists support ORD’s mission by informing solutions to complex environmental problems by generating data and developing methods, models, and tools used for problem formulation and scoping, to analyze human health risks, and to ensure continuous progress toward intended outcomes.

The Director for the Biomolecular and Computational Toxicology Division position will require an individual with experience in NAMs to evaluate human health hazards as well as a broad range of methods and technologies for characterizing chemical impacts on biological systems. The Division Director will require an understanding in the areas of toxicology, risk assessment, molecular and cellular biology, computational modeling, and bioinformatics, which are critical fields for expanding the tools to understand the impact of chemical exposure to human health.

Specific duties of the position include, but are not limited to:

• Developing strategic plans for the Center’s research in the context of toxicology, computational modeling, and bioinformatics research.
• Exercising supervisory personnel management responsibilities as a second line supervisor across the Division.
• Overseeing the implementation of an integrated research program that applies systematic investigation of theory, experimentation, or simulation of experiments to environmental research related to the Division’s research areas.
• Developing and maintaining working relationships within ORD and with prominent scientists around the world to ensure the development and implementation of an integrated research program and to promote mutually beneficial cooperative activities and programs.
