Duties:

- Serves as TAAG's senior technical advisor for advanced data analytics, data science, and machine learning to strengthen the technical capacity of HRS.
- Uses programming languages (e.g., Python, R) to conduct complex analyses and develop machine learning models. - Leads complex analyses, including developing analysis plans, modelling data, conducting analyses, and communicating results, to answer business and research questions of OPM and customer agencies.
- Develops and deploys machine learning applications that find patterns in large volumes of data to improve the efficiency and effectiveness of Federal human resources processes.
- Transforms structured and unstructured data using advanced scientific, mathematical, and statistical principles and theories (e.g., Natural Language Processing) to develop data sets for advanced analytical purposes.

In this Emergency Management Specialist (Recovery) position, you will manage a team of Program Delivery Managers (PDMGs) developing projects on DRs, verify project eligibility, train and assist PDMGs when needed, understand PA policy and project development, work with leadership DR timelines, review projects, untangle complicated eligibility issues, maintain team morale, conduct sit-withs, liaise with PA Group Supervisor, ensure directives are followed.

Typical assignments include:

• Using customer service skills to facilitate the delivery of all aspects of the Public Assistance program to applicants; to include applying policy and procedure to damage assessments, disaster surveys, and public assistance recovery operations.
• Meeting with applicants throughout all phases of the disaster recovery process to provide advice, guidance and technical assistance on laws, policies and regulations.
• Managing recovery programs and projects, communicating requirements for assistance, managing applicant expectations, and using Federal Emergency Management Agency's delivery model to track projects.
• Coordinating with stakeholders on emergency management initiatives; to include participating in informational meetings and gatherings to the general public to communicate program eligibility requirements to larger audiences.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4 year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

• Designs, develops, and delivers innovative training curriculum to enable compliance with mandated certification programs for the Acquisition Workforce (AWF).
