National Highways have an exciting opportunity for a Quantity Surveyor to join our Commercial team within Operations. The Quantity Surveyor will provide expert commercial and contract management services to the National Highways Maintenance and Response Framework Contract and provide commercial advice and support to the service delivery team and manage a portfolio of cyclic maintenance, reactive maintenance and minor capital works in the value of £30 to £40 million per year.

Please note that this is a hybrid position and can be based from either of our Exeter or Bristol offices.

What you'll be leading on

• Provide contractual advice to the business and the service delivery team.
• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings, and review and agree final accounts using CEMAR contract management portal.
• Assess payment applications using National Highways 'Confirm' Enterprise Asset Management portal.
• Lead on regular cost and contract audits to ensure contractor compliance with contract conditions.
• Monitor actual costs against budget and prepare contract forecasts, identification of risks and opportunities to Opex and Capex budgets.
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.

To be successful

• Extensive experience working as a QS within a commercial function delivering value to the business, preferably experience working on civil engineering projects.
• B.Sc (Hons) in Quantity Surveying or similar or have secured chartered professional status with the Royal Institution of Chartered Surveyors (MRICS or above), the Chartered Institution of Civil Engineering Surveyors (MCInstCES or above) or an equivalent membership of a relevant professional body (Candidates not holding chartered professional status must be able to demonstrate substantive and direct personal experience working as a quantity surveyor having regard to the experience requirements listed under business knowledge and experience above)
• Demonstrable experience of delivering quantity surveying/commercial functions, preferably in a civil engineering/infrastructure environment.
• Excellent commercial awareness and experience with successfully delivering a variety of projects using different forms of contract (NEC desirable).
• Proficient user of excel and familiarity of contract management (e.g., CEMAR) and payment administration (e.g., Confirm) software.
• Provide mentoring and training to the commercial teams and support their professional development.

1. To support the finance team and operational Managers in provision of data requests, reconciliations and reports in a timely manner, ensuring financial information is processed in accordance with procedures and in order to provide information for statutory returns. 2. Assist with the maintenance, input, updating and reconciliation of computerised budgetary control systems. This involves developing spreadsheets and databases for specific purposes and undertaking enquiries on several financial based systems. The post requires using a computer on a daily basis with speed and accuracy. 3. To deputise for finance colleagues at meetings etc. when required. 4. The principal purpose of this job is to support the team to improve the psychological health and wellbeing of people and their families who are being supported within the Haldon Eating Disorder Service and the proposed Assertive Outreach/Intensive Treatment programme which will be led by the Haldon team. This will be achieved in this post through undertaking the following areas of responsibility: 1. Under supervision, contributing to psychological assessment and individual, family or group interventions as appropriate. 2. Under supervision, contribute to the multidisciplinary therapeutic programme on the Haldon and, when operating, the Assertive Outreach programme which will involve travel around Devon and use of virtual platforms for online sessions. 3. Providing support to the Haldon Eating Disorder Senior Leadership Team in terms of developing and undertaking additional audit and research activities. 4. Supporting clinical staff to improve the quality and efficiency of reporting on Clinician Rated Outcome Measures, Patient Rated Outcome Measures and Patient Rated Experience Measures within the The Haldon Eating Disorder Service and Assertive Outreach programme. 5. The post holder will receive regular professional and clinical supervision in accordance with Trust policy and with Professional Practice Guidelines set out by HCPC and the British Psychological Society. 6. Job responsibilities If you do not hold a QCF/NVQ Level 3 in Health & Social Care, an equivalent qualification, or the Care Certificate you will need to complete the Care Certificate within 3 months of commencement of the Band 3 post. THE ROLE

Coordinating research activities at the Centre for Post Collision Care, the Senior Research Coordinator will deliver key
objectives related to road injury research and global health efforts by collaborating with academic institutions and establishing
partnerships with universities and international research bodies. Driving strategic project planning, you will mentor junior
researchers, ensuring project alignment and high-quality research output whilst fostering a culture of academic growth. As part of
the role, you will represent the Centre at meetings, conferences and international forums, including WHO and UN events.



THE CANDIDATE

Will have a business / management qualification or degree and a strong background in strategic research planning as well as
experience in research project coordination and team management. Proficient IT skills to include Microsoft Outlook, Excel and
Teams. The ideal candidate will have experience with grant writing and securing research funding.
