What you’ll be doing as a Construction Engineer

- Supporting essential design and delivery reviews, identifying risks and issues, and working with stakeholders to resolve them.
- Carry out health and safety audits to ensure relevant issues are corrected.
- We are focused on the construction phase of projects, assessing and reporting project progress, acting to rectify issues, and taking the lead on the escalation process if necessary. Also, ensure all non-conformance is identified and corrected.
- Managing the identification and resolution of snags and liaising with Operators and contractors after the takeover to handle the defects, aftercare process, and performance testing.
- Monitored, agreed on, and approved Takeover tests with the project team.
- Ensure that the required project documentation meets our specifications and that the information for taking over is approved.
- Working as an active member of one or more project teams with one or more of our contractors.

Hybrid – Maple Lodge or Hampton Coal Wharf– Hybrid.

As part of this role, you must be on site 3-4 days a week, 36 hours a week, Monday to Friday.

The successful candidate must drive and have a car.

- Have an HNC or above in an appropriate engineering subject or background in a similar role.

We are seeking an experienced Pre-Contract Strategic Commercial Lead to guide the commercial and procurement aspects of major construction projects. In this key role, you will be responsible for planning and managing costs and budgets across the RIBA lifecycle, ensuring that procurement aligns with project goals, timelines, and budgets.

You will also oversee the development and implementation of NEC contracts, contract cost models, and performance management approaches, securing value for money and high-quality standards through careful evaluation and negotiation of tenders.

Ideal candidates will bring a background in complex infrastructure projects—particularly within sectors such as Defence, Nuclear, or Utilities—and possess experience in public contract regulations, commercial risk management, and contractor performance incentivisation. Chartered or actively working towards MRICS accreditation is essential.

Key accountabilities:

Cost and budget planning through the RIBA lifecycle in preparation for procurement of major construction.
Collation of NEC forms of contract and other commercial documents for procurement.
Development of contract cost models and performance management and incentivisation approaches for use in the contract documentation, ensuring these comply with the project brief, timescales, budget estimates, all relevant contractual requirements, legislation and regulations.
Own the commercial evaluation and negotiation of tenders, by measuring, validating, benchmarking tenderers proposals, to enhance value for money, whilst still achieving the required standards and quality.
Capturing, recording, and utilising cost data for use on future procurements reporting into the Estimating Benchmarking database.
Identify commercial opportunities and mitigate risks during the procurement phase to deliver a sound contract for contract award.

Essential:

Complex major construction experience.
Knowledge of or experience working within public contract regulations environment.
Experience within Defence, Nuclear, Utilities or other related infrastructure environment.
Chartered or working towards MRICS or other related qualification.
Cost and budget planning through the RIBA lifecycle.
Ability to design Contractor performance management and incentivisation approaches.
Experience in the commercial evaluation and negotiation of tenders to assess and deliver value of money.

You will be responsible for all commercial aspects of a sub-area of the Logistics Management Centre such as North East London Waste Networks. We are recruiting for an experienced Quantity Surveyor to join our Justice & Immigration (J&I) FM contract.

You will play a key role in the management, development and delivery of lifecycle modelling and asset replacement programmes across the J&I estate by managing all aspects of FM pricing / cost modelling.

As part of the FM management team, you will report directly to the Head of Surveying and will work closely with the F&M Asset management, Projects and Mobilisation, Transition & Transformation (MTT) Teams.

Your comprehensible commercial awareness and excellent detailed knowledge of past and present building surveying, processes and principles will ensure you can deliver on accountabilities such as:


- Advise on lifecycle/dilapidation projects and determine/manage business/financial requirements aligned to the risk.
- Develop, organise, and manage comprehensive pricing documentation for competitive tender activities including preparing PTE’s and BQ’s.
- Support procurement colleagues with management of tender RFI’s, supplier clarifications and tender adjudication activities.
- Support J&I FM Bid team with new bids and re-bid opportunities.
- Undertake risk, value management and cost control during post contract, practical delivery and final account stages of projects.
- Champion working towards gaining ISO 19650 for Building Information Modelling (BIM) including the creation and development of digital modelling of the existing J & I Estate.



What you’ll need to do the role

First and foremost, you will hold the relevant quantity surveying and/or equivalent industry qualifications and hold recognised professional body accreditation, preferably RICS chartered (Associate RICS will be considered).

As with any skilled role at this level, you will have sound technical knowledge, competence and understanding of building construction, fabric and building engineering services. You will have experience of using both the JCT and NEC suites of contract and will have previously delivered works using measured term contracts. You will be proficient in the use of MS office, particularly excel and in the application of estimating tools such as SPONS, NSR.

You will enjoy working as part of a team, using influencing skills to negotiate and have resilience and determination to succeed in a fast-paced high-pressure environment.

Finally, flexibility is a must
- this is a hybrid role covering locations nationally across England, therefore must have a flexible approach to travel to/from sites and be prepared to stay away from home, potentially this could be up to 2-3 nights a week.
