Job Details

• Investigating, managing and reporting on a varied range of surveyed claims

The Role
Shaw healthcare is a care provider operating circa 65 care homes and supported living services across the UK and is the largest employee owned healthcare company in the UK. Based in the head office in St Mellons, Cardiff an opportunity has arisen for a Regional Building Surveyor to join our Property Department. Reporting to the Director of Property Management.
Objectives

Provide an estate management service to approximately 20 care services and facilities across, Wales and West Country, Herefordshire, Shropshire and the West Midlands

Duties & Responsibilities

Carry out routine inspections and annual condition surveys in line with contractual requirements
Prepare schedules of work relative to inspections and condition surveys including specifications and drawings and assisting with tender and contract documentation where appropriate
Supervising onsite works, authorising payments and final accounts
Liaise with the Care Service Managers in respect of Service User occupation and empty bedroom management
Write technical reports for the monthly Executive and Board meetings.
Participate in annual H&S audits in line with contractual requirement
Prepare Planned Maintenance Programmes and assist with management of associated life cycle funds and finance streams
Assist in the preparation of annual property budgets; liaising with the Operations team and Finance Departments
Attend Contract Monitoring Meetings and represent the organisation in meetings as and when required
Review and action remedial works identified by inspections from Statutory bodies including Health and Safety Executive, Fire Officers, Environmental health Officers and the Care Quality Commission
Assist in the preparation, implementation and monitoring of health and safety standards
Participate in the management of specific tasks, i.e. Asbestos, CDM Regulations, Control of Legionella and Fire Risk Management
Participation in the Groups Environmental Management System accredited under ISO14001
Provide technical assistance to manage property related contract variations
Contribute in managing and overseeing applications in respect of the Energy Efficiency Initiatives such as the Green Deal and the Energy Savings Opportunities scheme
Provide training and mentoring to direct labour operatives and Care Service Managers
Assist in the management of the Approved Supplier and Contractor database
Assist in the management of the organisation’s statutory compliance service agreements
Manage property leases and ensure all requirements are fully complied with
To act as employer’s representative on new build projects, agreeing specifications and standards
To act as the primary point of contact for approximately 20 care facilities and associated service contractors
To undertake the role of Client or Principle designer in respect of CDM Regulations
To keep records, manage databases, update the Lifespan Asset Management System and CAFM system and monitor the Maintenance Operative compliance system
To participate in the organisation’s expansion programme, carry out due diligence surveys and analysis of potential care home acquisitions

Understanding of construction process

Intermediate knowledge in Microsoft Office (Outlook, Word and Excel)
Experience in drafting (Auto Cad)
Have the ability to problem solve and effectively communicate with clients 
A minimum of a Diploma/Degree in Surveying or Engineering

To assist in the provision of an effective secretarial, management and maintenance service to the Shaw Organisation, i.e. Shaw healthcare (Group) Ltd - Approximately 65 care homes and care related facilities including supported living properties and general needs housing portfolio of 288 houses

Placing orders for maintenance, repair and building contracts including processing of associated invoices and maintaining a contractor database.
Reactive Maintenance – To receive and process repair requests from are homes and housing tenants, instructing and placing orders to contractors or arranging surveyor's visits as appropriate. Obtaining quotes for works and equipment purchases.
Direct Labour – Monitoring of Direct Labour works orders and material purchases
Provision of secretarial support to Building Surveyors and the department generally, including compiling contract documentation, typing reports and analysing spend
Management approved contractors list
Processing of maintenance works and purchasing invoices.
Daily use of Microsoft Office package including, word, excel as well as bespoke Maintenance and Finance software.
Assist in the management of the “Life Cycle” process in respect of obtaining approvals, placing orders and maintaining records.
Purchasing – Receiving requisitions, sourcing and selection of products, agreeing prices, placing orders and processing associated invoices. Identification of new suppliers and the setting up of accounts.
Tenants – Receiving and resolving tenant queries. Liaison with Housing Officer on tenancy issues.
Record keeping – Reviewing, maintaining and up-dating compliance spread sheets including the Gas and Electrical service database.
Liaison and administration in respect of care home maintenance enquiries.
Occasional provision of cover to office reception
Liaising with Local authorities and utility providers in respect of new tenancies.
Assist in the delivery and retention the various ISO accreditations.
Participate in the management of the head office through miscellaneous tasks as required.
Co-ordinate the re-sales process in respect of Extra Care flats including liaising with Solicitors, Finance Department, Buyers and Sellers.
Assist in the management of the waste collection process in respect of the care homes.
Provide support and administrative support to other departments as required.

Any other duties as required by the Director of Property Management.

Your new company
You will be joining a Tier 1 Contractor working on a major project in Leicester valued at £50m+. This contractor operates across the East Midlands and has a strong pipeline of work. This particular project will last up to 3+ years. Due to continued work and the large project at hand, multiple Senior QS's and QS's are wanted.
Your new role
Lead the project's commercial team to ensure compliance with all Main Contract obligations. Oversee the fulfilment of process obligations, including Procurement, Sub-contract orders, Supply Chain management, Measurements, Valuations, Contractual Notices, and Change Valuation. Additionally, prepare and submit Monthly Cost Reports, Procurement Strategy Updates, and Internal/External Progress Reports. Develop and implement tender stage and delivery strategies. Finally, collaborate on external valuations to maintain a positive project cashflow and finalise main and subcontract accounts.
What you'll need to succeed
In order to succeed, you will have previous experience with commercial projects of £50m+ working for Tier 1 contractors.
What you'll get in return
In return you will receive a salary up to £80,000 + £6k car allowance and a pension contribution of 8%.
