• Serves as a point of contact for all energy and water related matters for the installation with the Energy Manager.
• Aids in the development and maintenance of all Energy and Water Plans.
• Develops alternative project solutions to improve efficiency to the operation, modification, maintenance, repair, expansion of potable water, wastewater facilities, systems; residential or commercial HVAC systems; energy distribution systems.
• Uses judgment and ingenuity in evaluating the usefulness of new technologies and applications for projects.
• Serves as a Contracting Officer Representative on energy and utility service contracts with the Energy Manager.
• Participates in all energy and utility related meetings.

• Responsible for developing and maintaining the Installation Master Plan using engineering, architectural, landscape architectural, and planning principles.
• Coordinate all Geographical Information system (GIS) activities and ensure compliance with the Installation regulations and policies complying with the Installation design guide.
• Serve as the installation Commanders representative to all major commands in determination of unit stationing allowances, priorities and real property management.
• Prepare and conduct briefs to the installation command group on current and long-range planning.
• Perform all functions pertaining to the acquisition, inventory, disposal, and reporting of all real property for the installation.
• Prepare and submit recommendations on the unit stationing based on available facilities, mission requirements, environmental and economic impact and projected MILCON construction.
• Directly supervise the division staff and perform the full range of first line supervisory functions.

• Provide technical support and project management of services contracts.
• Sustains, operates, coordinates, and oversees projects related to services contracts.
• Develop, manage, and administer service and supply service contracts as Contracting Officer's Representative (COR) and Alternate Contracting Officer's Representative.
• Coordinates and integrates all relevant services contracts and sustainment project functions in support of Infrastructure projects.

As a Civil Engineer (Transportation), you will:

1. Provide advice and guidance on Federal laws, regulations, and FHWA policies applicable to Federal-aid projects within the State DOT project development process, in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies for assigned program areas and in assisting in the implementation of leadership initiatives.

2. Conduct project reviews in accordance with the Division’s Risk-Based Stewardship and Oversight plan.  Review required project actions for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of cost estimates, fulfillment of requirements from the transportation planning and contract provisions.

3. Review and evaluate project studies, and comment on alternatives and/or modifications. Authorize project agreements which may include reviewing the adequacy of proposed rights-of-way clearances, NEPA, construction plans, agreements for utility and railroad work, consultant agreements.

4. Participate in and contributes to Division program management activities including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.  Provide Program Approvals that fall under the Discipline such as such as consultant written procedures, standard drawings, standard specifications, prequalification procedures, Uniform record keeping, procedures to determine contract time, and Liquidated Damages Rates.

5. Participate in oversight activities, such as process reviews, and in-depth documentation reviews of Federal-aid programs; advise on problems and deficiencies, prepares reports and analysis, coordinate corrective actions, review and evaluate practices, and share innovative practices, procedures and technologies. Participate in assessing State programs for effectiveness and compliance.

The Ideal Candidate:

The ideal candidate is an engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.

• This position serves as a Project Engineer for the Defense Logistics Agency (DLA) Energy in the Facility Sustainment Directorate's Environmental, Engineering and Property Division.
• Serves as the project engineer and construction manager directly responsible for the accomplishment of Military Construction (MilCon) and major fuels Sustainment Restoration Modernization (SRM) projects and for the assigned AOR.
• Key duties include project engineering and oversight of all aspects of DLA Energy MilCon and SRM projects from cradle to grave. SRM projects include performing the Accountable Receipt Official duties for the assigned AOR.
• Prepares point papers, conducts briefings, attends conferences and meetings, and takes all other actions necessary to complete the project on time and within the programmed budget.
• Provides expert engineering guidance and technical advice to annual MilCon and SRM programs, work classification determinations, project prioritization, site approvals, Cont'd....

• Assist in the design, development, integration, test and fielding of devices, equipment or systems using established criteria or specifications.
• Assist in the inspection and evaluation of technical products, projects and resources.
• Identify technical problems and recommend corrective action.
• Review technical documents, product capabilities, vendor solutions, and contractor deliveries.

• Operates one or more types of heavy gasoline or diesel powered engineering and construction equipment
• Operates motor grader on flat or rolling terrain where exact specifications are required in grading unpaved roads for surfacing with clay and gravel
• Drives various vehicles (e.g., utility truck or similar vehicle (primarily under 10,000 gross vehicle weight) to and from the work site
• Operates close to buildings, trees, drop-offs, rocks, or other obstructions on all types of terrain and therefore, requiring increased operating control relevant to the complexity of the equipment
• Operates crawler type and mobile truck cranes to move earth, dig ditches and for other operations where maneuverability if not a major problem and accuracy is not critical

• Review overall operations to determine operational problems and to determine and implement changes necessary to meet long-range energy goals.
• Review, prepare headquarter and regional DA reports.
• Work with HQDA, regions, contractors, and installations to reengineer energy business processes to correct imbalances and develop efficiencies.
• Collect and analyze facility components and systems including maintenance and replacement of installed building equipment including assessment and re-assessment.

• Create required plans, drawings and specifications using computer-aided design and drafting (CADD) software or other similar software programs.
• Provide mechanical plans, specifications, cost estimates and design analysis.
• Plan and monitor large scale facilities engineering projects to assure compliance with applicable objectives, standards and requirements.
• Review construction contracts to assure compliance with laws and regulations.
• Conduct economic analysis to determine feasibility of renovations versus new construction projects to meet requirements.

• Responsible for facility planning to include the development, maintenance, interpreting, modifying and adapting standards guides.
• Develop scopes of work and specifications for projects.
• Coordinate architectural, structural, civil, electrical and mechanical materials/installation for large and small contracts.
• Serve as a Contractor Officer Representative for assigned projects.

• The duties described below are at the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
• Read and interpret contract documents to determine contract requirements and performance standards.
• Read contractor work schedules and quality control reports to determine if contractor is on schedule and reporting satisfactorily.
• Serve as the Contracting Officer Representative (COR) for multiple service contracts.
• Perform on-site inspections of facilities and equipment and determine the condition of the plants and equipment.
• Perform customer services to include verification and resolution of customer complaints.
• Perform contract actions such as formulation of resolicitation packages and modification packages.

• Messages consist of instructions on movement of the train as to present and future assignments and must be accurately received and transmitted.
• Shifts, spots, and switches rail cars carrying ordinance material and other supplies throughout the installation.
• Serves as a crew member in charge with responsibility for the safe operation of the engine, train, and crew within the installation.
• Serves as a conductor in the absence of the primary conductor.
• Performs operator maintenance on the locomotive by assuring proper level of oil in crankcase, checking level of water or antifreeze in cooling system and batteries.
• Prior to use, inspects locomotives and completes DD Form 862, Daily Inspection Worksheet for Diesel Electric Locomotives and Locomotive Cranes
