• You will provide managerial overview of a wide range of engineering requirements and responsibilities for planning and execution of all matters related to general engineering and technical management, development and processes for JPOTS.

As a General Attorney, GS-0905-13/14, you will be responsible for:

• Providing legal advice to the Office of Special Education and Rehabilitative Services and the Office of Special Education Programs on the statutory and regulatory requirements of the Individuals with Disabilities Education Act, including assessing legal risk and developing legally supportable strategies.
• Independently preparing written legal advice and providing oral legal advice in response to questions raised internally, and from outside of the Department, on the interpretation of applicable law, including statutes, regulations, and federal and state court cases. For example, this may include responding to questions from Congress or representing the Department of Education in an engagement with the U.S. Government Accountability Office related to the Individuals with Disabilities Education Act.
• Representing the Department in all aspects of administrative proceedings and collaborating with the Department of Justice on federal court litigation, including amicus curiae matters and the drafting and/or reviewing of briefs, motions, memoranda, or other filings.
• Performing other duties as assigned.

The duties above are at the GS-13 level. The GS-14 level will have more complexity and less supervision.

Restocks toilet tissue, hand towels, soap, and other complimentary sundry items. Notes condition of facilities and reports to supervisor broken windows, water leaks, clogged drains, and other conditions requiring maintenance. Keeps a stock of cleaning materials and equipment needed to do the work. Notifies supervisor when more materials are needed or when equipment needs repair or replacement. Performs other related duties as assigned.

• Provide a central point of control for the distribution, management, inventory, maintenance, replacement, excess and disposal of a variety of medical and non-medical nonexpendable equipment

The selected candidate for this position must be able to obtain and maintain a Top Secret/SCI security clearance.

Assist the General Counsel and Deputy General Counsel in responding to questions from agency staff related to conflicts-or-interest and financial disclosure concerns. Provides authoritative legal advice and formal opinions on criminal and correctional law issues, torts, liability, labor and employment, procurement, appropriations ethics, and FOIA/Privacy Act.

Serves as legal advisor on difficult and substantive legal problems affecting the plans and operations of several related programs. Conducts research on legal issues that affect a significant segment of public interest. Serves as an organizational or agency representative for discussions regarding legal issues in a specialty area, for example copy rights. Addresses legal issues that are specific to the specialty area. Provides legal assistance in litigation involving CSOSA and PSA (Pretrial Services Agency), e.g., prepares answers to interrogatories, draft pleadings, performs legal research of complex legal issues for use at trial, provides advisory assistance to U.S. Attorneys in trial and appellate presentation.

Incumbent prepares investigative reports and position papers, based on CSOSA policy, statutory authority and case law. Prepares authoritative descriptive and background reports, compilations, surveys, comparisons of laws and bills, and other written products on significant legal issues of national or international significance.

This position in the Office of Legal Counsel ("OLC") of the Solicitor's Office. OLC is responsible for developing, managing and monitoring the Department's ethics program and financial disclosure reporting program in accordance with applicable statutes and regulations. OLC is responsible for providing advice and counsel on ethics to the Department of Labor and the Secretary and serves as the Department's liaison with the U.S. Office of Government Ethics. It also has principal responsibility for legal services in connection with the Department's legislative responsibilities. OLC provides advice on legal areas related to federal government operations, including administrative law, the Federal Vacancies Reform Act, and the authorities of the Inspector General and the Government Accountability Office.
Major duties/responsibilities of the position include:

• Assisting the Associate Solicitor for Legal Counsel in developing, managing and monitoring the Department's ethics program in accord with applicable statutes and regulations.
• Serving as an adviser on ethics issues and related conduct of DOL officials and employees arising under applicable ethics statutes and regulations;
• Developing and conducting ethics training for various audiences either independently or with others in the office;
