Electrical Upkeep, Connection, Analysis, Adjustment, and Restoration

Connects, adjusts, upkeeps, and preserves routine and customary electrical lines, circuits, systems, related equipment, and controls. Tasks include troubleshooting electrical devices covering electronic mechanisms in order to separate the cause of the breakdown of electrical control structures, analog/digital panels, and solid state motor control circuits in apparatuses.  Cases of these are the uninterrupted power systems (UPS), fire distress systems, adjustable speed drives and electric motor starters for air conditioning systems, cafeteria and kitchenette equipment such as ovens, ranges, deep fryers etc.; light system banks, and programmed door opening systems.  

Evaluates, adjusts, and/or repairs electronic stabilizers, electronic dimmer panels, programmed transfer switches, motor control centers, modifiers, small control tool repair, minor power supply lines, and circuits used to deliver a variety of power, amperage, stage, and incidence requirements to delivery panels, adjustment gear, power and regulator circuits; engineering multiphase systems; thermocouple radars; electrical interference panic and fire alarm systems; crisis cautioning systems; light protection systems; high power light systems with related controls; target apparatuses; AC and DC modification systems; galvanic and impressed current cathodic protection systems which avoid erosion on underground or underwater equipment and pipelines; loudspeaker circuits; and associated electrical apparatuses.

Tests equipment using voltmeters ammeters, meg-ohmmeters, and other testing apparatuses.

Autonomously works from construction plans, outlines, wiring illustrations, engineering sketches, and electrical preservation and restoration instructions.

Troubleshoots, examines, and loads new and current electrical lines, tracks, systems, and related features, controls, and equipment.  Decides site of current electrical procedures and service entrances and situates new ones.
Detects difficult-to-find flaws or glitches.  Understands and applies the National Electrical Code, local codes, construction plans, designs, wiring illustrations, and engineering diagrams, and uses trade methods to analyze shared properties, e.g., power, energy drop and current capability in series and matching circuits, inductance, resistance, capacitance, control dynamic, current stream, and temperature and span in lone and several raceways, channels, trenches, and cable trays.

Leads Workers and Helpers during cable pulling, tagging, securing, cutting, bending, and mounting electrical conduit.

Electrical Apparatus Work

Accomplishes restoration and upkeep work on the electrical and electronic machineries of ranges, ovens, garbage disposals, dishwashers, and deep fryers.  Conserves and upkeeps high-tech light systems and the electronic mechanisms of fan motors and programmed door systems.

Works with an extensive selection of typical inhabited and/or trade electrical devices, apparatuses, and systems, including electrical wiring systems and related features, controls, and equipment in engineering, institutional, workplace, and/or suburban buildings in the Library Buildings and Grounds.

Restoration of apparatuses once in a while is accomplished without the original diagrams.  The Electrician must research the schematic via the internet or manufacturer, or improvise and overhaul the apparatuses without them.

Electrical Design Work

The position performs the electrical aspects of construction and restoration projects.  Connects electrical devices in areas for which there may not be complete outlines or graphics accessible due to the age of the facility.  The Electrician must adlib to connect the updated circuits and apparatuses in outdated facilities without harmfully affecting the existing design or construction.

Strategizes and lays out craft work including the steering, location, sort, magnitude, measure, stability, weight, and safe functioning of electrical lines, routes, systems, apparatuses and controls.

Makes estimations of material and apparatuses needed and submits requests to manager for supplies, equipment, and materials essential to accomplish the electrical and electronic responsibilities.

Decides and situates distribution panels, containers, furnishings, and networks and connects wiring, links, channel, relays, gears, modifiers and other electrical devices including electrical service entrances.

• Assists in Emergency Action Response Planning in the event of emergencies and or closures at the AOC.

Floor Covering Installers will perform a wide range of carpentry projects in support of the Senate Office Buildings during the 119th Congressional moves.

Floor Covering Installation Work

Measures room areas for the installation of carpets and other floor coverings. Cuts carpet pads and carpets to fit designated floor areas with simple shapes and surfaces.

Installs carpets and rugs. Uses a "rug kicker" or "power stretcher" to straighten and/or stretch the carpet to insure proper fit.

Performs carpet work in the installation and repair of a variety of broadloom carpets, pads, and carpet tiles, measures rooms, halls, etc.; ensures proper color and dye lot numbers; measures and cuts to fit spaces and make patters and designs; lays out and lines up; ties in among and between rooms/halls; ensures proper alignment of directional materials; fastens with glue or tacking strips; stretches carpets with kicker; seams with seaming iron; binds with binding machines.

When not actively engaged in rug laying, removes, cleans and reinstalls draperies, window blinds and other window treatments from offices as required:

The ideal candidate is self-motivated, has demonstrated knowledge and expertise involving organization and/or government security, and possesses sound security operation management fundamentals.

Duties quoted at the GS-13 level;  

• Serves as a manager and COR for all AOC personnel and contractors assigned to the law enforcement security operations center and oversees all plans, operations and activities within the center by providing leadership and direction for a staff of skilled professionals.
• Manages staff within the security operations center involved in security and shall demonstrate excellent oral and written skills, well-developed managerial abilities and the capacity to lead in a fast-paced, operational environment.
• Works in coordination within the development and oversight of the budget and ensures that the annual budget is consistent with the requirements and priorities established by the Chief, Suitability and Security.
• Leads proactive, collaborative and effective communications with OCSO leadership including the Asst. Director, Security Division, AOC offices and jurisdictions, the United States Capitol Police, Senate and House Officer organizations and other stakeholders to ensure awareness and coordinated actions regarding issue, initiatives and events.
• Ensures implementation of approved policies, procedures, systems, and accountability for equipment and supplies. Develop and deliver senior level briefings to key stakeholders on status of threats and incidents affecting the AOC and/or Capitol complex.
• Reviews, condenses and evaluates open-source intelligence to determine impacts to AOC and the Legislative Branch operations and recommend steps to take to mitigate the impacts.

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner. Receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. This is a developmental position in which the incumbent performs progressively more complex duties and responsibilities on a gradual basis leading to the full performance level of GS-11. Computer-Aided Design

Under the direction of appropriate professional personnel, the employee will provide technical support to architectural, engineering and facility management personnel by creation and maintenance of the AOC "As-Is" computer-aided design master files covering architectural, mechanical, plumbing and fire protection engineering disciplines along with civil and landscape plans.

Enters as-built documentation projects into the master files and updates project-tracking system with work completed. Provides information to AOC and consulting architects and engineers on available data, processes and documentation for Senate and House Moves.

Responsible for the input of specific as-built documentation which requires the coordination of architectural and engineering aspects with other management experts and which requires the use of a broad base of multi-discipline expertise. Is consulted as an agency expert and resource for information on available data, processes and documentation.

Responsible for creating and updating specialized drawings for integration with geographic information system (GIS) based building data.

Acknowledged as the AOC expert in use of specialized 3D CAD application for the production of CAD building information models (BIM). These models use database-linked, parametric based objects and used to derive plans and sections for use by all other users of the general CAD system. Will be consulted by architects and engineers regarding the placement and operation of building equipment, features, systems and requirements for the information contained within the building information model.

Produces specialized 3D CAD drawings to document architectural, mechanical, electrical, plumbing and fire protection CAD Building Information Models (BIM) for use by other users of the AOC CAD system. BIMs serve to document the placement and operation of building equipment, features, systems and maintenance requirements.

Interacts with application programmers and software developers to resolve "bugs" and to influence future product development efforts to rectify software shortcomings. Helps develop "work-arounds" to fix temporary software deficiencies.

Reviews CAD construction documents submittals to ensure compliance with agency standards and requirements. In addition, uses expertise and experience in architecture, engineering and construction to comment on the constructability of particular design elements.

Develops standard details for complex structures, systems or equipment. Prepares engineering drawings using a CAD system. Maintains hardware and software and keeps abreast of the latest technology, making upgrades as needed. Troubleshoots problems with the CAD system operation. Instructs other staff on the use of CAD and BIM software.

Conducts on-site surveys of work in progress to verify compliance with AOC "as-is" master CAD files. As required, notes variations from master drawings and translates field survey findings, i.e., sketches, drawings, electrical, HVAC and other components and notes into appropriate modifications of the master graphic files and associated databases.

Data Analysis and Presentation

Independently conducts complex surveys, data collection and/or data analysis activities for assigned projects, to obtain baseline data and maintain database. Prepares reports to apprise supervisors of findings and recommendations. Uses sound engineering practices to make preliminary recommendations for further survey, rework, repair and replacement work needed to accomplish a project.

Identifies and resolves unforeseen problems or latent conditions that arise during performance of technical support activities, such as testing or assembly, by conferring with contractor personnel and other technical staff. Performs technical reviews and evaluations of contractor prepared designs, methods and material proposals. Provides required feedback for changes to contract drawings or specifications in order to comply with agency standards and requirements.

The Arborist will be engaged in contemporary scientific methodology and practices to grow, preserve and maintain a wide variety of tropical, sub-tropical, temperate and historical trees at the full performance level. Provides leadership for the implementation of a complete arbor care program for the entire USBG public campus and production facility.

The incumbent develops and grows species, hybrids for cultivars having horticultural and aesthetic impact.

Protects and cares for threatened rare and endangered species and sensitive plants acquired under the Convention on International Trade in Endangered Species (CITIES). Performs specialized gardening work involving the propagation, culture and display of a wide variety of plant species.

Prunes and assists in removal of diseased, dead, hazardous and otherwise unwanted trees. Also prunes trees and ornamental shrubs to obtain proper balance between roots and top growth and to modify or retain natural form.

Performs specialized pruning on tropical tree species such as palms and ficus located within the conservatory. Many conservatory plant species are over 50 feet tall and will often grow to reach the conservatory glass ceiling and mechanical systems at nearly 90 feet. These specimens require advanced skilled climbing, pruning and rigging techniques not often used in the trade. Therefore, the incumbent must be able to safely ascend living arbor specimens without damaging the tree and without the use of aerial lifts. The incumbent must be able to comfortably work at height while learning to overcome challenges aloft.

Creates precedent setting and artistically unique horticultural designs and exhibits and is responsible for the production of the required display crops.

Expands and/or develops large and complex living tree collections. Performs collections studies including the exchange of materials, ideas, and information with other conservatories, museums, and botanic gardens.

Adjusts the nutrient content of soil based on prescribed soil test recommendations. Propagates, grows and plants a wide variety of trees. Makes decisions with Plant Curator on which species to propagate, number of propagules and plans for long term care. Works with the Plant Recorder to ensure all plant information is accurately entered into the USBG living collection database.

Works with the Plant Health Care Specialist to diagnose and control pest infestations and diseases by selecting the proper Integrated Pest Management strategy. Many pest challenges are unique and not common to the trade.

Follows all relevant safety rules, regulations, and standard operating procedures. Complies with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Adheres to all ISA and ANSI Best Management Practices Ensures the use of any required Personal Protective Equipment (PPE).

As General Supervisor, you supervise the trades, crafts, and labor functions of construction, renovation, installation, maintenance and repair projects.

Supervisory and Managerial Responsibilities

• Perform administrative and technical supervisory functions for subordinates.
• Oversees the preparation of cost estimates from drawings, blueprints or site inspections for proposed or anticipated maintenance, repair, replacement, and construction projects and alterations.
• Through subordinate supervisors, oversees the preparation of cost estimates from drawings, blueprints or site inspections for proposed or anticipated maintenance, repair, replacement, and construction projects and alterations.
• Coordinates with managers of other units to schedule maintenance and repair of air conditioning, plumbing, mechanical, electrical, and structural systems.

• Observes work in progress, investigates work-related problems (e.g., excessive costs, low productivity, workload imbalance, and acquisition or development of specialized tools, out of tolerance environmental conditions, excessive noise, building code violations, hazardous material investigations, and coordinates emergency response to hazardous material safety concerns and events) according to AOC and LBG guidance.
• Tracks and maintains logs of required annual inspections, testing, and maintenance contracts. Leverage technology (WebTMA, handhelds, work-issued smart phones, specific technical equipment, BAS systems, etc.) to maintain these records.
• Develops, forecasts, and manages budgets for service units. Develops spend plans for material and overtime, training plans, and personnel scheduling.
• Evaluates maintenance with Computer Aided Facility management coordinator and adjusts to improve maintenance management.
• Plans and establishes Operations and Maintenance Branch leave schedules to ensure 24 hours a day, 7 days a week, 365 days a year coverage for the buildings located in Washington, DC.
• Trains and updates workforce on emergency situations and coordination with US Capitol Police (USCP), Security, Emergency Preparedness Directorate (SEPD), Library of Congress (LOC), and AOC’s Office of Safety and Code Compliance (SCC) on response efforts.
• Responsible for coordinating and communicating with Library of Congress staff on steam, domestic water, chilled water, and related electrical outage associated with maintenance and projects and provide formal notifications.
• Makes recommendations to LBG Senior Leadership Team related to operations and maintenance activities and personnel. Serves as liaison between service units and engineering staff for maintenance, facility condition assessment review, and programs affecting maintenance. 
• Coordinates and communicates with the other foreman, engineering staff, and service unit leaders to properly manage jurisdiction operations and minimize impacts to client operations from projects both internal external to the jurisdiction.

Leader Duties:

Serves as working leader of three (3) or more employees in receiving, storing and delivering a diverse range of construction products and other materials.

Materials Handler Duties:

Independently determines loading and unloading sequences to maximize space utilization. Moves construction materials from dock to bin and from storage to shipping.

Drives to deliver materials to various locations on capitol hill complex.

Verifies receipt of documents and indicates the quality and quantity of items received. Places inventory stickers on material, updates inventory records and maintains an accurate inventory of on-hand and issued stock.

Operates hand truck, pallet jacks, dollies and other material handling equipment to deliver stock to storage areas, warehouse facilities or job sites. Operates a fork-lift truck with a load capacity of less than 10,000 pounds and a height capacity of 168 inches. Controls stock movement, being careful to avoid overloading or improper stacking or movement of supplies and materials.

Delivers & sets up tables, chairs, podiums, easels, trash trucks, trash cans, partitions, risers & ice.

Provides support when needed to Day Labor & Custodians on moves and/or assignments.

Setting up & breaking down of committee rooms based on the needs of the clients.

Ensure rooms are set to client specifications in a timely manner, set-ups and/or add-ons are address in a timely manner, often in the spur of the moment within given timeframe.

Responsible for cleanings & vacuuming rooms after add-ons are conducted, as well as breaking down to set area for the next event.

As a Helper, performs routine and less complex cement finishing duties associated in the Cement Finishing occupational trade and as described in the duties of the vacancy announcement. The selectee will not be required to perform all duties listed at the time of hire but will have the opportunity to learn and perform progressively more difficult tasks gradually assigned by the supervisor or senior employee. Work will be reviewed for compliance with instructions.

Duties:

Assists journey-level cement finishers by performing maintenance, repair and construction work on surfaces such as sidewalks, steps, walls, curbs and ramps.

Assists with mixing, pouring, spreading and leveling cement and concrete. In repairing damaged areas, removes broken concrete and prepares sub-surfaces.

Prepares job sites by setting up safety tripods and scaffolding; may secure confined space job sites.

Removes old concrete; sets forms; mixes, places and finishes new concrete.

Places steel dividers and other expansion joints in sidewalks; lays drainpipes in cement; smooths and levels cement surfaces using trowels and other tools; and applies a finishing coat of cement to surfaces of streets, sidewalks, bridge work and other concrete work.

Measures dimensions to calculate quantities of materials needed.

Designs and constructs various forms prior to pouring cement using precise measurements and modern equipment and techniques.

Performs mixing and applying toppings, colors, grout, epoxy overlays, or waterproofing compounds in accordance with job specifications.

Performs framing work, including placing and finishing curbs, sidewalks, gutters, disability access ramps and various other concrete structures.

Participates in demolition of concrete structures with the proper use of pneumatic tools, such as chipping gun, jackhammer, concrete saw, and other power equipment

Utilizes a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that the required Personal Protective Equipment (PPE) is utilized.

The Chief Engineer supports the Deputy Architect and the Architect of the Capitol by managing the operational effectiveness and historic preservation of the buildings comprising the Capitol Complex and other significant off-site facilities, including more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. 

The position is located in the Office of the Chief Engineer, Architect of the Capitol. The office has primary responsibility for the master planning, building performance audits, retro-commissioning and facility condition assessments. The office also manages the energy and sustainability program, provides project-funded, in-house construction services, supports critical Capitol campus systems and oversees the enterprise asset management and building automation systems.

We are looking for a dynamic and innovative leader with executive leadership experience to oversee the preservation of architectural and artistic elements as well as provide recommendations on design, construction and maintenance of facilities and grounds. In such capacity, the Chief Engineer performs duties such as following:

• Executes delegated agency-wide responsibilities and authorities over the management, execution of project planning, project management and project controls; design services and energy management; enterprise asset management; architectural services functions including historic preservation; Master Planning; Office of Inspector General and Government Accountability Office coordination concerning projects and construction operations; and real estate management.
• Formulates and manages strategic planning requirements for OCE to guide the stewardship of the Capitol complex.

The Chief Engineer is designated as Exempt Personnel and serves at the pleasure of the Architect. The incumbent in this position must be able to obtain and maintain a Top Secret/SCI security clearance. This position is designated as emergency essential.

Candidates must have proven executive leadership experience in delivering relevant comprehensive operational functions. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Must also possess the ability to motivate and manage a diverse, multidisciplinary staff.

Candidates should possess a bachelor’s degree or higher in architecture or engineering from an accredited college or university.

The Occupational Health Nurse will provide emergency assessment, diagnosis and initial treatment of injuries or illnesses. The nurse also administers life-saving procedures including cardiopulmonary resuscitation and other first aid procedures and provides information on health related issues.

Notifies the Attending Physician in cases where initial treatment is beyond the competence or scope of the incumbent for advice and assistance, and based on the circumstances, to expedite the conveyance of the patient to a physician or suitable medical facility at the request of or on behalf of the patient.
• Administering lifesaving procedures including cardiopulmonary resuscitation and other emergency first aid procedures to stabilize a patient. Must be fully knowledgeable in the areas of cardiopulmonary resuscitation and other lifesaving procedures.
• Performing routine diagnostic and therapeutic procedures, monitoring stress levels and evaluating the treatment. Provides emotional support to the patient and family by providing information on the treatment. Performs electrocardiograms for patients to diagnose abnormalities of a heart condition. Refers patients to their personal physicians as necessary.
• Dispensing or performing first aid or palliative treatment for conditions to enable the employee to complete the current work shift before consulting with their personal physician. Administers certain treatments such as allergens, vaccines, vitamins and similar treatments requested by the employee's private physician and in accordance with instruction of the OAP. Administers required immunizations as requested.
• Providing standard healthcare maintenance, diagnostic/therapeutic services, education and counseling to patients.

Evaluates and Instructs Patients on Routine and Emergent Care

• Encouraging and informing patients of ways to maintain or improve their health status through education and counseling and performs other routine general nurse duties. 

Serves as an Information Resource

• Serving as a health informational resource to Members of Congress, Staff and visitors for specialized information related to a particular patient population, health issue or clinical protocol. Maintains accurate, complete and confidential medical records on all patients diagnosed or treated and ensures proper security of these records.
• Maintains a supply of emergency drugs in an Emergency Drug Box and ensures all drugs and supplies are current and maintains proper security of the Emergency Drug Box and Supplies.
• Maintains an automated data base of patients treated and operates a personal computer for required and data input and retrieval. Conducts effective observations, prepares personal histories or uses other assessment measurement devices to gather information that portrays the client's physical health.

Must be reliable, adaptable, able to prioritize patient privacy, and capable to work independently and/or with a group.

The individual selected for this position will perform the following duties:

• Independently performs human resources management liaison and advisory services. 
• Reviews current policies or develops new initiatives related to various Human Resources program areas and human resources information systems (HRIS) projects with issues that contain complicated elements, such as new regulatory requirements or management improvement initiatives.
• Prepares standardized and specialized personnel and payroll data, information and reports from National Finance Center (NFC) and other databases to facilitate personnel operations and services.
• Creates standard operating procedures and instructional guidance for payroll processes and timekeeping systems.
• Serves as the agency technical expert on implementing and administering compensation programs.
• Plans, coordinates and conducts special studies of compensation policies, issues and practices, such as locality pay rates, premium pay use, special salary rates and annual pay adjustments.
• Serves as payroll expert on implementing agency reorganizations by establishing new organization structures, updating positions and processing realignments via mass submission to NFC via FESI file.
• Handles special projects and assignments relative to inquiries of the payroll/human resources processing system.
• Oversees and serves as the AOC's Voluntary Leave Bank and Voluntary Leave Transfer Program Coordinator.
• Manages the Payroll portion of Military Service Deposit and Workers Compensation Leave buybacks.
• Serves as the expert in proposed pay and leave legislation and AOC compensation policies and programs.
• Processes personnel actions that update the Personnel Position Control Run Report and the Electronic Official Personnel File (EOPF).

MAJOR DUTIES

Materials Management

• Performing analytical work involving: managing, regulating or controlling the level and flow of materials, supplies and equipment through acquisition, storage, issue, utilization and disposal.
• Compiles, analyzes and summarizes information relating to the designated supply requirements for the Capitol Building (CB).
• Develops plans to define stock levels and frequency of reordering through normal acquisition channels, lead time, availability, storage or staging space, frequency of use and documentation requirements in order to provide installation support in buying, storing and transferring supplies.
• Maintains inventory control records in an automated system for parts and supplies needed in CB shop support, custodial and maintenance program
• Monitors usage transactions, verifies cost changes for parts and sub-assemblies and generally observes activity in each account to ensure that parts and supplies are available when required.
• Analyzes information and traces the sequence of transactions to resolve questions; prepare entries for supply record systems; provide supply information, reports and services; and recommend actions to eliminate problems involved in delivering services to supply customers or in implementing policies.

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all Office of Congressional Workplace Rights and OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE).

Inventory Management

• Maintains Accountable Property records for all shops using established policies, procedures and guidelines. Creates and processes all disposition reports for damaged, retired, non-usable Accountable Property.
• Performs and coordinates physical inventory functions and inventory reconciliation, monitors custodial balances and recommends adjustments to inventory to correct imbalances.
• Reviews adjustments to records for accuracy and completeness. Analyzes computer rejects and takes actions to correct.
• Participates in physical inventory of supplies, equipment and tools.
• Compiles information; verifies information against computerized reports; investigates and notes or coordinates correction of discrepancies.
• Documents all validation actions and determines through interpretation of regulations what appropriate response actions to pursue.
• Assists with the scheduling and monitoring of the inventory process.
• Coordinates actions between maintenance, inventory control, quality control and quality assurance activities to assure that the balances cited on file are kept current and reflect the actual physical posture of the stock.
• As required, develops written guidance in the form of procedures or job aides to assist system users.
• Plans the implementation of projects relating to inventory functions.
• Conducts informal meetings to advise operating officials on matters related to planning and controlling the inventory.

Purchasing Support 

• Assists with purchasing supplies, materials, tools and equipment.
• Responsible for procuring supplies, services, equipment through a variety of small purchasing methods and procedures.
• Coordinates activities with Building Services Supervisor.

Serves in the capacity of Cardholder of the Government-wide Purchase Card and responsible for safeguarding the purchase card and account number and assures that the card is properly secured. Follows procedures outlined in Standing Operating Procedures for Using the Government-wide Commercial Purchase Card Service. The purchase card is used to pay for micro-purchases (supplies or services) following established policies and procedures. Reconciles the monthly statement and forwards the reconciled statement to the Approving/Certifying Official as directed. Complies with ethical and regulatory program requirements applicable to cardholders making purchase card purchases.

Performs other related duties as assigned

The position is in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (CAO), Human Capital Management Division (HCMD), Classification and Compensation. The incumbent's work involves analyzing, interpreting, developing, and/or implementing pertinent laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration (developing compensation policies) and advising management on the use of compensation flexibilities to help recruit, manage and retain employees.

The duties include:

Compensation Management (60%)

Oversees compensation function for all General Schedule and Wage Grade positions. 

Assesses jobs and their respective duties to determine classification as exempt or nonexempt and appropriate salary range. Makes appropriate recommendations regarding the Agency’s wage grade pay structure.

Research compensation trends and conducts salary surveys to advise managers and leadership of the impact on AOC positions. Provide subject matter expertise on setting pay and advise management on the use of pay flexibilities to help recruit, manage and retain employees.  Benchmarks jobs against market-based compensation survey data to determine competitive compensation ranges for each position.

Performs compensation work that involves analyzing, interpreting, developing, and/or implementing laws, regulations, policies and/or guidance.  Designs and prepare reports summarizing job and compensation analysis; uses spreadsheet and data analysis techniques to assess results and market trends.  

Provides technical expertise and support services to all jurisdictions through the development, negotiation, communication, and administration of compensation consistent with the Agency’s goals.

Responds to inquiries involving pay administration and other compensation issues of employees for problem resolution of pay disparities and other inquiries and concerns in a timely manner.

Assumes responsibility for self-development by keeping abreast of current research, trends and best practices, and laws and regulations and remain current with the technology being utilized within the Agency and the field of employee compensation.

Compensation Advisory Services (30%)
Conducts market studies to collect compensation data to ensure salaries are competitive and equitable based on industry standards. Provide salary and compensation recommendations to managers and AOC Leadership.

Advises management on applicable state and federal employment regulations and compensation policies.

Provides expert advisory service and/or authoritative policy interpretations on complex, controversial or unprecedented compensation issues.

Provides compensation and position management advisory services to management involving position classification audits.

Prepares salary histories as requested.

Position Classification Administration (10%)
Provides backup support to establish and fill positions by updating the position descriptions to reflect current requirements. Perform fact-finding audits and supervisory consultations to accurately describe positions, complete the evaluations and classify the positions.

Assists with advisory services related to the impact of proposed reorganizations, and where appropriate, recommends alternative position management structures.

Assists with providing information on organizational alignment and supervisory ratios.

As a Visitor Guide, you will:

• Provide educational and informative tours of the United States Capitol to groups of various sizes, interests, and needs. Tour groups usually include the general public and may include Congressional Members and their staff, and/or prominent visitors. You will need to have a thorough knowledge of the history of the United States Capitol and the United States Congress to share on your tours as well as when delivering presentations on the history and artifacts in the US Capitol Building and the US Capitol Visitor Center. You will also expected to provide tours of the United States Capitol Dome.
• Serve as one of the primary points of contact for the visitors that arrive at the Capitol Visitor Center on a daily basis—as many as 12,000-15,000 visitors per day during the peak visitation period. As a Visitor Guide, you are expected to provide exemplary customer service by welcoming and proactively engaging with visitors, responding to requests from visitors, and providing information about a variety of topics, including but not limited to, security guidelines, the amenities available in the Visitor Center, and the process for going on a tour of the Capitol.
• Provide assistance to visitors with a variety of functions, including but not limited to, general directions and way-finding, reservation check-in and tour pass distribution, coat check services, large group coordination, distribution of listening devices, and theater loading and operations.
• Provide assistance, if needed, to visitors who require special attention, advising them appropriately, according to their needs.
• Walk, talk and stand for hours, up to an entire shift. You will also, need to walk up and down many flights of stairs throughout the shift, including the steep and narrow stairways utilized for tours of the U.S. Capitol Dome. As a Visitor Guide, you may be assigned duties outdoors, in a variety of weather conditions, to facilitate visitors entering the buildings or to provide support for special events.
• Operate various types of equipment, such as computers, coat check carousels, two-way radios, assisted listening devices, and audio visual touch screens. In addition, you will need to lift items which may weigh up to 20 pounds, such as stanchions and boxes.
• Receive guidance from the U.S. Capitol Police with regard to safety and security issues such as addressing prohibited items, directing crowds and assisting visitors in the event of an emergency in the CVC or Capitol, and maintaining personal safety. If any safety and security concerns should arise, you will report them to supervisors and US Capitol Police.
• Due to operational requirements, you will be expected to work Saturdays and holidays, and may be expected to work Sundays and/or evenings in support of special events.
