Functions or Scope of Assigned Duties:

The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. Demonstrates performance that is broad enough to improve the care for a group of patients. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. Assumes a leadership role in facilitating regulatory compliance for internal and external oversight bodies (i.e., The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Veterans Health Administration (VHA) Directives and Handbooks, etc.), Occupational Safety and Health Administration (OSHA), Office of the Medical Inspector (OMI), Office of the Inspector General (OIG), and VHA performance measures, supporting performance improvement work, and supporting and guiding the work of committees.

The Deputy Chief of QM ensures that services have systems and processes in place to provide safe, quality care that is consistent with external benchmarks. Leads performance improvement initiatives by identifying quality metrics, trending data, maintaining the quality metric dashboard, and acts as a subject matter expert in data analysis and data display. Consults and acts as a resource to leadership and staff in standards interpretation implementation, patient safety, infection control, risk management, and re-design of processes and structures to improve care outcomes. Develops and implements policy and procedures, collaborates with service departments, and works toward meeting the strategic plan of the organization.

The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Provides oversight for programs such as the Joint Patient Safety Reporting (JPSR), Tort Claims, and Peer Review. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The Deputy Chief of QM supports all QM work to include but not limited to Accreditation, System Redesign, Infection Prevention, Patient Safety, Risk Management, High Reliability Organization (HRO), Just Culture, and evidence-based practices.

Preferred Experience: Supervisory experience in QM department and knowledge of VHA performance measures.

The Director, Program Management and Regional Office, is a core member of the Innovative Medicine APAC Health Care Compliance (HCC) Regional Leadership team and the Innovative Medicine Global HCC Program Management, reporting directly to the APAC Regional Sector Lead. Job Summary

This position is responsible for monitoring and overseeing the corporation’s, its subsidiaries, and its subcontractors compliance with federal, state and local regulatory and contractual obligations applicable to NM Medicaid and chip programs. • Provide planning, implementation and monitoring of activities associated with regulatory and contractual requirements for government programs. Develop process and procedure flows to ensure that reports, or specific obligations mandated from government agencies are implemented by the appropriate business areas. • Prepare reports based on the completion of compliance reviews and investigations related to government programs.
• Design, implement, and monitor program projects and initiatives in all aspects of Government Programs.
• Serve as a resource on problematic issues generated from changing laws, regulations and guidance to maintain consistent/accurate interpretations.
• Participate in enterprise-wide initiatives and task forces in order to provide advice and guidance on compliance with government programs requirements.
• Manage reporting system to ensure that all contacts regarding possible non-compliance or misconduct involving a government program are properly logged, investigated and resolved including making recommendations to the Compliance Officer regarding whether disclosure should be made to the government, corrective actions, and disciplinary actions. Maintain documentation for each report of potential fraud, waste and abuse received through any reporting method (i.e. hotline, mail, in-person, exit questionnaires) which describes the initial report of non-compliance, the investigation, the results of the investigation, and all corrective actions and/or disciplinary action(s) taken as a result of the investigation.
• Direct research on laws and regulations to support investigative reviews related to government programs.
• Direct applicable audit functions to support investigative reviews of any potential wrongdoing related to government programs.
• Develop Corrective Action Plans and make recommendations regarding new policies and procedures based on risk assessments, compliance reviews, investigations or weaknesses.
• Identify needs and opportunities for communication to management regarding compliance issues and policies.
• Identify areas for training and communication to employees directly or indirectly related to Government Programs regarding compliance.
• Monitor Fraud, Waste and Abuse program as required under CMS guidelines and Medicaid contract including coordination with Special Investigations Department and Internal Audit
• Provide briefings on government programs requirements to the Compliance Officer, to the Board and its Committees and Compliance committees.

What You Will Do:

Guidehouse has a very aggressive growth strategy for its Financial Crimes, Fraud and Investigations (FFI) practice, and now seeks to expand its leadership team by recruiting a strong business building executive who will be a fundamental to this growth strategy.

This new hire will be a senior business builder with a high-profile personal franchise with financial crime and sanctions compliance expertise.

• Leading projects involving money laundering and sanction, fraud and other financial crime, providing deep subject matter expertise.
• Developing and leading relationships with current and prospective clients – both externally and internally, establishing credibility with senior Guidehouse colleagues in order to be recognized as a market leader. 
• Spearheading the development of a key go-to-market strategies for GIC’s Financial Crimes, Anti-Money Laundering, Sanctions practice including new client development and existing client expansion with personal pursuit.
• Manage executive level relationships across the GIC client base and ensure that there are the optimal range of AML solutions to meet client needs as well as to maximize revenue generation and profitability of the firm.
• Assessing Financial Crimes compliance programs and implementing recommended changes/controls and solutions as well a working with other FFI leaders to contribute to the development of intellectual property and thought leadership.
• Developing collaborative relationships with the other related specialty practices and non-specialty practices across the firm to cross-sell relevant products and services.             
• Playing a vital role in managing and developing team members in the Financial Services practice, as well as recruiting new team members as part of this strategic initiative to aggressively growing the GIC practice.
• Evaluating internal control structures to help identify weaknesses and associated risks.
• Evaluating the general risk faced by the client and the impact of those risks on the organization. 
• Developing, performing and supervising detailed financial, economic and statistical analysis.

What You Will Need

• 12+ years of experience with senior executive experience at any/all of the following: financial institutions, regulatory/government, client service/consulting or other relevant arenas
• Deep understanding of AML regulations, investigations, and enforcement actions
• Familiarity with common fraud and money laundering schemes
• Strong understanding of corporate governance and regulatory issues that could affect an organization.
• Outstanding project management skills in monitoring billing of hours, training, development and supervision
• Outstanding communication and public speaking skills
• Proven track record of successful new business generation, and demonstrable ability (or commercial potential) to sell, deliver and manage highly visible engagements demonstrated by year over year credited sales generation of $2M+
• Proficient in MS Access, Visio, Word, Excel, PowerPoint
• Bachelor’s degree from an accredited college/university in accounting, finance, economics or related discipline
• Able to travel up to 50%

The annual salary range for this position is $190,900.00-$286,300.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
