The Intelligence and Cybersecurity Diversity Fellowship (ICDF) Program is a Congressionally-mandated program designed to help DHS recruit, retain, and reward the best and brightest. The program provides qualified students opportunities to work alongside highly skilled intelligence and cybersecurity professionals at DHS, gain hands-on technical experience, interact with experts and peers at professional development events, and expand their professional network. This program is funded by the DHS Office of the Chief Human Capital Officer.

Typical work assignments include, but are not limited to:

• Assisting with public-facing cyber outreach and engagement.
• Supporting the overall work of the office ensuring smooth operation, proper delivery of services, and effective customer support.
• Assisting with the generation of program source codes using various computer languages.
• Assisting with network monitoring and incident response.
• Applying hardware and software updates to systems.
• Researching cybersecurity tools and techniques.
• Assisting with the analysis of cybersecurity programs and researching new solutions for emerging cyber security threats.
• Assisting with the analyzing and evaluating security log data.

• Obtain a bachelor's degree in a STEM, IT, cybersecurity, or intelligence field;
• GPA of at least a 3.2 on a 4.0 scale;
• Completed 480 hours of work at the Department;
• Participated in designated technical and core training;
• Collaborated with subject matter expert mentors in intelligence and cybersecurity; and
• Completed a challenge project (as designated by the agency).

Typical work assignments include, but are not limited to:

• Provide recommendations and guidance to management on areas such as risk management and internal control.
• Develop and implement of accounting and standard operating procedures and business processes.
• Recommend changes to systems requirements resulting from findings of internal and financial audits of programs and operations.
• Direct, implement, and coordinate a variety of fiscal policy and audit related activities impacting activities and operations.
• Provides analytical support for problem definitions, troubleshooting and/or resolution, planning methodologies, policies, and procedures.
• Plans and conducts special studies, either as a member of a task force or with team members.
• Recommend actions to achieve organizational financial objectives, and recommends future program objectives and improvements.
• Review fiscal operating policies and procedures, and applicable laws, regulations, and program guidelines.
• Monitor and assess training activities and programs within OCFO.
• Assists in developing and evaluating functional systems specifications for financial control.
• Provide analysis of workload transactions, work processes, financial management, and on the interpretation of audit and accounting standards and regulations.
• Responsible for evaluating the content of new or modified regulations, policies, or laws.

In this position you will serve as a Supervisory Management and Program Analyst leading the Policy and Rulemaking Section with the Chemical Security Policy, Rulemaking and Engagement Branch.

Typical work assignments include, but are not limited to:

• Writes and edits regulations, public notices, policy interpretations, and other rule making or regulatory documents;
• Represents the organization as a subject matter expert to provide guidance to a variety of stakeholders;
• Manage long-term projects involving multidisciplinary teams;
• Supervise a team, to include performance management; planning and assigning work and providing advice, counsel, or instruction to employees on both work and administrative matters;
• Advise senior branch management on high-priority subject areas related to chemical security policy.

Typical work assignments include:

• Support the Chief Artificial Intelligence (AI) Officer and other senior agency leadership with their agency's senior decision-making forums.
• Assist in instituting the requisite governance and oversight processes to enable responsible use of AI in the agency, in coordination with relevant agency officials.
• Support agency involvement with appropriate interagency coordination bodies related to their agency's relevant AI activities.
• Identify and remove barriers to the responsible use of AI in the agency, including through the advancement of AI-enabling enterprise infrastructure, data access and governance, workforce development measures, policy, and other resources for AI innovation.
• Work with relevant agency officials to develop supplementary AI risk management guidance particular to the agency's mission, including working in coordination with officials responsible for privacy and civil rights and civil liberties on identifying safety-impacting and rights-impacting AI within the agency.
