Overview of the job

This is a management role within the National Probation Service (NPS).

The job holder will be responsible for managing an Approved Premises (AP). They will manage the practice of AP staff within the designated site and ensure the effective

management of risk posed by resident offenders.

Summary

The jobholder will manage the efficient and effective operation of the AP. They will supervise AP staff to ensure compliance with NPS strategy for use of AP. They will create and maintain a safe environment ensuring the safety of staff, residents, the public and the premises. They will offer support and cover to other teams/functions during periods of absence.

Overview of the job

This is a prisoner facing job in an establishment.

Summary

The job holder will be responsible for co-ordinating literacy classes for prisoners by building effective, appropriate and supportive relationships through managing them in a proactive manner and promoting the decency agenda. Contributes to sentence planning and reducing reoffending. Applies safer custody practices and complies with national and local security standards. Responsible for high level of security, productivity, good order and hygiene within workshops areas.

This is a non-operational job with no line management or supervisory responsibilities. This role is non-rotational.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

Promote the literacy scheme to prisoners, staff and management.
Plan and co-ordinate prisoner mentors to support and teach reading to prisoners.
Participate in the selection process of suitable prisoner mentors for the learning literacy classes ensuring they have suitable qualities.
Provide training to mentors and arrange follow up sessions if required.
Liaise with mentors on a weekly basis to check progress on learners.
Provide support for mentors and learners where required, encouraging them in their learning.
Arrange one-to-one meetings with mentors if required to challenge inappropriate behaviour and discuss any problems or concerns.
Arranging and chair mentor meetings.
Assess learner’s needs and match them up with suitable mentors.
Provides support and advice on career opportunities for area of work.
Supervise and maintain discipline of prisoners receiving training, education or work experience. Responsible for performance, motivation, discipline, appraisal and development of prisoners.
Open and complete Assessment Care in Custody and Teamwork (ACCT) forms, Violence Reduction Incident Reports (VRIR) and Security Information Reports (SIRs) when required and contribute to Incentive Earned Privileges (IEP) reports.
Log attendance and approve prisoner hours worked and wages.
Carry out fabric checks of classroom and maintain security of lock, bolts and bars used in the classroom.
Contribute to prisoner reports including parole, sentence planning and Individual Learning Plan (ILP).
Complete regime monitoring information and update prisoner training records.
Order materials and estimate usage in order to meet work learning targets.

Overview of the job

The job holder will work as part of a team providing 24 hour cover at an Approved Premises (AP) including security and monitoring services. The job holder will undertake a full range of work with the people on probation whilst resident at the Approved Premises. This will include; providing support in contributing to the risk management and sentence plan objectives and reporting any significant changes relating to risk and/or re-offending to any non-compliance within agreed enforcement procedures to ensure that people on probation resident at an AP and
the fabric of it are kept safe and secure throughout their shift.

Summary

The job holder will assist in the well-being and supervision of residents, maintaining discipline, adherence to Approved Premises rules, licence conditions, sentence plan objectives specific to residency in the Approved Premises and court orders. In addition, will contribute to the management of residents’ risk. This post will involve substantial out of hours work, both waking night duty and weekend work. The post holder may be required to cover duties at other Approved Premises at times of staff absence.

Information about the Team – This role is within the Strategic Support, Policy and Change Team in HMPPS Wales. This team is part of the Strategic Support Assurance and Administration Directorate. The team has a broad remit that includes change management, business planning, Welsh policy, risk management and leading on the estates strategy.

Additional Information - This is an exciting project management role working at the frontline of change delivery across HMPPS in Wales (both Probation and Prison) . The postholder will support the Senior Project Manager to manage and deliver change across Wales.

Overview of the job

The Band 7 Project Manager has the authority to run a small project or initiative on a day-to-day basis on behalf of the project board / SRO. They are responsible for ensuring that the project produces the required products within the specified tolerances of time, cost, quality, scope, risk and benefits. For larger projects, they will manage particular aspects of the work / workstreams and report to the Band 8 or 9 Project / Programme Manager.

This could be considered a developmental role for staff who aspire to manage larger projects in their own right at Band 8 or 9 and support will be offered to ensure progression to higher levels.

Summary

The Project Manager will require professional expertise in the effective use of project methodologies and techniques in managing a variety of projects and the day to day delivery of the project team.

This job works with offenders and staff to reduce the risk of re-offending and enhance the provision of safer custody. This is achieved through conducting research, providing consultancy, delivering training for staff and assessments and interventions for offenders.

Through the application of their developing forensic psychology knowledge and skills the job holder will contribute towards reducing the risk of re-offending, protecting the public and maintaining the decency agenda.

Overview of the job

Accountable to the Learning and Skills Contract and Assurance Manager (and the Deputy Director Strategic Support, Administration and Assurance as required) within HMPPS in Wales, the Learning and Skills Contract and Assurance Officer will support efficient and effective contract management of the learning and skills contracts contract across HMP & YOI Parc and potentially wider South Wales public sector prisons

The Learning and Skills Contract and Assurance Officer must undertake assurance of public sector commissioned delivery within HMP & YOI Parc and ensure that any feedback from assurance activity HMP & YOI Parc is fed back to the Learning and Skills Contract and Assurance Manager in a professional and timely manner.

The estimated contract value per annum is £4m.

Summary

The Learning and Skills Contract and Assurance Officer is a support role with administrative, secretariat and data handling and analysis responsibilities. Overall the post contributes to support the contract and assurance team with their remit to monitor and validate provider performance, assure delivery of services within HMP & YOI Parc and manage the learning and skills contract.

Working alongside the Learning and Skills Contract and Assurance Manager, the Learning and Skills Contract and Assurance Officer will support the delivery of the contract management governance processes in relation to the learning and skills contract at HMP & YOI Parc. They will provide a secretariat service by co-ordinating the Service Integration Group, Operational Management Group and Quarterly Contract Review Group meetings for the contract and other groups as directed by the Learning and Skills Contract and Assurance Manager.

Working under the direction of the Learning and Skills Contract and Assurance Manager, the Learning and Skills Contract and Assurance Officer will make arrangements for service planning with stakeholders and partners. They will directly manage aspects of both on a day to day basis and will have dialogue with providers and business partners.

The post holder will undertake research and analysis as required which will demand initiative and self-motivation. Examples include reviewing stakeholder surveys, development of good practice case studies, reporting on risk and monitoring performance.

The post holder will also engage in assurance activity within HMP & YOI Parc which will relate to contracted delivery of the learning and skills contract.

The geographical base for the Learning and Skills Contract and Assurance Manager can be flexible with the main base being within HMP & YOI Parc whilst travel will be expected across HMPPS in Wales, and will require some work in London and other
locations.
