The Technical Lead for the National Concrete Roads Programme is a National Programme role and will play a key role in managing the wider interfaces between regional delivery teams, SES and Central Ops.

The role of the programme is to deliver a long-term pipeline of interventions aimed at keeping our concrete road assets safe and operational while we take a phased approach to the full reconstruction of these assets. This will involve collecting and managing asset intelligence which is used to inform the prioritisation of interventions within available budgets. As such an understanding of pavement design and construction as related to concrete roads is essential as well as the ability to undertake planning and development activities such as costing and optioneering which will be needed to inform programme planning as well as scheme level delivery acting as a national governance and assurance function to oversee and optimise delivery across all regions.

The role will report directly into the Head of the National Concrete Roads Programme.

The National Concrete Roads Programme has been established to manage the £393m of funding allocated in Road Period 2 to the delivery of Concrete Pavement life extension and reconstruction schemes as well as plan for and deliver the continuation of the national programme into Roads Period 3.

The core of the National Concrete Roads Team are based in the Bedford office but there is flexibility in terms of the office base for this role however regular travel to the Bedford office and to scheme locations and other areas of the concrete road network will be a requirement of the role.

What you'll be working on:

• Contribute to the leadership and management of the Programme supporting the Programme lead on setting the overall strategy and direction.
• Development of a pipeline of interventions aimed at ensuring the successful delivery of the concrete roads programme utilising specific asset intelligence and liaising with SES to determine the current and future state of the assets while balancing funding availability against cost estimates for each intervention
• Working with central cost estimating to improve cost intelligence and develop relevant cost models to support better planning and budget setting for the programme

• Day to day contract and commercial management including managing communication and notifications to timescales, managing and valuing compensation events and early warnings and review and agree final account using CEMAR contract management portal.
• Assess payment applications using National Highways CEMAR.
• Provide contractual advice to the business and the service delivery team.
• Act as a line manager and mentor to Assistant Quantity Surveyors, Graduates and Apprentices and provide on-going support in their professional development.

To be successful you'll need

• Relevant degree and/or have secured chartered professional status with the Royal Institution of Chartered Surveyors (MRICS or above), the Chartered Institution of Civil Engineering Surveyors (MCInstCES or above) or an equivalent membership of a relevant professional body (Candidates not holding chartered professional status must be able to demonstrate substantive and direct personal experience working as a quantity surveyor having regard to the experience requirements listed under business knowledge and experience above)
• Demonstrable experience in option C/E defined cost auditing for people and equipment against NEC schedule of Cost Components
• Demonstrable experience of delivering quantity surveying/commercial functions, preferably in a civil engineering/infrastructure environment, desirably using NE4C forms of contract
• Proficient user of excel and familiarity with contract management and administration software systems (e.g. CEMAR)
• Experience of successfully delivering multiple projects in a comparable environment working for either the client or contractor.
• Excellent commercial awareness and negotiation skills is desirable.

Your new role: Assistant Quantity Surveyor

We are expanding our commercial management team to support National Highways' annual £1bn investment programme to maintain the Strategic Road Network. As part of this, we have exciting opportunities for Assistant Quantity Surveyors to join our team.

You will support (and in some cases lead) commercial and contract management of schemes of value from £1m to more than £30m. The complex nature and diversity of the portfolio ensures the opportunity for you to develop new skills and capabilities, whether you are working towards gaining Chartered Surveyor status, or simply seeking to enhance your experience to date.

The role will be primarily based in our Maidstone office with a requirement to attend other NH Offices / Site when required. In all cases we have a flexible hybrid working approach, meaning the role will be a combination of office/agile home working with a general expectation of office working at least 2 days per week.

What you'll be leading on

• Supply Chain management including sending enquiry documentation, quotation assessment, work order award and instructions to supply chain where required. Supply Chain Payment assessment including all relevant documentation on a monthly basis.
• Assisting in the management of site level change control including early warning and compensation event management and assessment, both to the Client and to the supply chain as necessary.
• Monitor actual cost against targets.
• Manage own portfolio of works under supervision from QS/ SQS.
• Liaising with other departments to ensure that Schemes Tracker is up-to-date, data is accurate and reconciled against other sources.
• Maintain collaborative working relationship with supply chain contractors.

To be successful you'll need

• To have either achieved or be working towards a degree/HND in Quantity Surveying or other relevant technical qualification and/or completion of a formally recognised graduate programme, apprenticeship or similar. Alternatively, you will be working towards a Chartered qualification within a relevant professional organisation, such as RICS, ICES, or equivalent.
• Basic experience of contract administration, desirably using NEC forms of contract.
• Intermediate level MS Excel (basic formula, pivot tables, formatting).
• You will have good written and verbal communication skills enabling you to engage effectively with a variety of stakeholders.
• Good commercial awareness and understanding of commercial management.

Your new role

National Highways have an excellent opportunity for a Planner to join our team in the East region. As a Planner within the Performance Assurance and Business Services team, you will develop, manage and maintain the master schedule delivery programme for the region for in-year and future year programmes.

Please note that this position can be based from either of our Bedford or Cambridge offices.

What you'll be leading on

• Compile and maintain the master view of yearly scheme schedules and delivery plans for the region, supporting the 'one programme' vision.
• Proactively challenge project plans and identify opportunities to optimise the combining of works as part of regional collaboration initiatives or efficiency opportunities.
• Maintain and update the scheme progress on a regular basis with consistent use of project controls.
• Provide programme status and variance reports including those to fully support internal month end and year end reporting
• Lead on provision of key programme information including forecast/actual dates and outputs.
• Develop strong working relationships and ensure continual liaison and collaboration with Scheme Delivery and Service Delivery colleagues, other National Highways stakeholders and third-party suppliers in producing, reviewing and updating the in-year programme.

To be successful you'll need

• Advanced use of planning project software e.g. MS Project, Primavera P6 and appropriate Time/Location GIS Visualisation tools
• Understanding of planning theory; critical path analysis, linking, float, re-scheduling, maintaining and tracking base-lines, etc is desirable
• Understanding of project management disciplines
• Experience in developing, maintaining and scheduling complex programmes
• Understanding of Collaborative Planning techniques is desirable
• Recognised qualification in a programming discipline or similar
