The incumbent will also serve as a liaison to the homeport Sexual Assault Response Coordinator (SARC), providing immediate sexual assault response and coordination to allegations of sexual assault. The success of this position is based on the incumbent's ability to successfully embed within the command and operate within a shipboard environment. The DRC actively engages crew members in various resiliency programs in order to ensure highest level of crew readiness for complex missions at sea. The DRC serves as a liaison to the homeport Family Advocacy Program (FAP) and provides safety assessment, safety planning, triage, and treatment for allegations of alleged child or domestic abuse. The DRC assesses and triages clients presenting with a risk of harm to self or others, with appropriate referral to the nearest behavioral health provider. Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, suicidal and homicidal ideations and/or attempts, and a variety of other mental health problems. The DRC provides Sailor Assistance and Intercept for Life (SAIL) case management including: assessment, safety planning, and care coordination for active duty personnel with suicide related behavior. The primary duties of the Family Advocacy Program (FAP) Clinical Counselor are to:

• Deliver comprehensive FAP services to active duty Marines, their family members, and others as authorized by Department of Defense (DoD) policy.
• Provide non-medical counseling, screening, assessment, evidence-based and informed interventions, service planning, and clinical case management services. Comprehensive non-medical counseling services consists of individual, couple, family and group sessions.
• Provide services to clients that address emotional problems, behavioral problems, life stressors, domestic abuse, child abuse, and problematic sexual behaviors in children and youth (PSB-CY).
• Conduct psychosocial assessments with individuals, couples and families and make recommendations for services. Include client in service plan development. Exercise clinical judgment to apply expertise in conducting initial assessments to match the client¿s needs to the most appropriate resources. Conduct ongoing risk assessment and conduct immediate safety planning. Report any suspected child abuse and/or domestic abuse as required by policy and mandated by law.
• Facilitate psycho-educational groups, classes, and workshops that focus on both prevention and intervention with child abuse, domestic abuse, and PSB-CY. Topics may include anger management, relationship skill-building, effective and healthy communication, and understanding and eliminating power and control.
• Plan, develop, and implement services and initiatives designed to foster positive healthy relationships within the family structure. Develop and maintain professional standards of service, community referral resources, and maintain a close network with the clinical staff and other service providers.
• Complete and maintain appropriate documentation related to: intake paperwork, screening tools, risk assessments, safety plans, clinical counseling notes, individualized service plans, clinical case management, collateral notes, contact details, and other documentation as required by FAP policy.
• Participate in the confidential Clinical Case Staff Meeting (CCSM), which provides clinical recommendations for supportive services, non-medical counseling for victims of child abuse, domestic abuse, or PSB-CY, coordinated case management including risk assessment, ongoing monitoring of child abuse and domestic abuse victims¿ safety, clinical intervention, and appropriate service delivery for alleged abusers who are eligible for services at the military treatment facility.
• Prepare and participate in the administrative process of the Incident Determination Committee (IDC). Communicate the IDC incident status determination to commanders and others who have a need-to-know status.
• Provide direct services to include screening, assessment, non-medical counseling, safety planning, and referrals with children exhibiting and those impacted by PSB-CY as well as to the family members. Participate in and provide input to the PSB-CY multi- disciplinary team and attend monthly case review meetings. Maintain case records and track statistical data in accordance with Limits of Confidentiality, Privacy Act, and higher headquarters policy.

• Provides technical assistant to all clinical departments, programs, and services. Develops and maintains responsibility for a priority work order system to ensure effective viability as well as ensuring that emergent biomedical failures are addressed promptly.
• Responsible for management of allocated budget for equipment replacement. Provides technical assistance and repair determinations in accordance with set policies and procedures.

I. FAP Clinical Case Management
Serve as the FAP clinical subject matter expert on domestic abuse and child abuse/neglect. Consult with installation leadership, medical professionals, and service/family members regarding clinical needs assessments, determining clinical intervention, and utilizing treatment strategies. Follow all processes, per Regional and local Standard Operating Procedures, Counseling Desk Guidance, and FFSP Certification Standards, and FAP Case Record documentation. Conduct initial and on-going FAP clinical assessments with and provide intervention services for active-duty members and their families, including clients who are at risk for domestic violence and child abuse. Triage, coordinate safety and treatment planning, and establish individualized treatment goals tailored to the needs of service/family members. Conduct comprehensive clinical assessments, incident assessments to identify high-risk situations, e.g., suicide or homicide risk, the danger-increased risk of additional family violence. Conduct clinical interviews to assess individuals determine the facts concerning the client's problems and to assess the needs of the client. Provide initial and ongoing case management services to include identifying the situation; comply with and educate on mandated reporting protocols of child and domestic ; conducting risk and lethality assessments, coordinate safety planning, planning clients' treatment; provide referrals, and follow-up on child abuse/neglect and domestic abuse allegations. Provide clinical treatment for individuals, couples, children, families, and groups on family maltreatment. Facilitate evidence-based group treatment programs, such as domestic abuse offender's group, parenting group, and victim support group. Coordinate with the assigned FAP Victim Advocate to ensure victims' needs and concerns are addressed. Present complete and concise initial and follow-up case information at Clinical Case Staff Meetings (CCSM); provide information on cases, current safety risks, safety planning, and progress of intervention of the abuser and victim; document results and implement recommendations. Provide referrals and coordinate with other providers, as recommended by the CCSM. Notify the Family Advocacy Representative (FAR) for high-risk situations. Coordinate with the FAR to organize all information received from the alleged abuser, alleged victim, law enforcement, command, other collaterals, and incorporate into a concise and understandable presentation for the Incident Determination Committee (IDC). Participate inequality assurance and risk management activities. Per guidance, maintain FAP clinical case records, treatment plans, and required statistical data. Deliver FAP training, and facilitate education services and ongoing communication to inform active-duty military, their families, and community members regarding the problems of family violence, FAP requirements, and the services available to them. Provide after-hour on-call services, as directed, for emergent family advocacy situations, including consulting with command/security, evaluating needs, crisis intervention and stabilization, safety planning, information and referral, and victim advocacy.

II. Community Liaison
Liaison with cities, counties, states, federal and non-government agencies, military agencies, and commands to enhance FAP prevention and response affecting the military community. Represent the Navy at community liaison meetings, educating on domestic violence collaborating on coordinating services for military members and their families, and engaging in community domestic violence prevention and awareness activities. Educate and provide consultation to military and civilian agencies about Navy FAP, risk assessment, FAP treatment, and IDC/CCSM processes. Use forms and automated systems to maintain complete and timely records and workload statistics per guidelines.

III. Problematic Sexual Behavior in Children and Youth
Receive reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action. Provide or coordinate clinical services providers for children, youth, and their families, including psychoeducational support, assessment, and clinical intervention. Coordinate with healthcare providers on safety and supervision planning for children and families affected by problematic sexual behaviors. Serve as the designated case manager and primary point of contact for PSB-CY cases ensuring all actions comply policy, instructions, and civilian reporting requirements. Support children and families affected by PSB-CY by providing at-risk and safety planning information to the coordinated community response (CCR). Present initial and follow-up case reviews at the PSB-CY MDT and Clinical Case Staff Meeting (CCSM).

Duties:

• Responsible for providing competent, evidence-based infection control practices.
• The IP establishes surveillance indicators and conducts monitoring to identify and reduce the risk of acquiring and transmitting infections among patients, employees, visitors, and students.
• Contributes to the annual Infection Control Risk Assessment, determining appropriate resources needed to accomplish the proposed plan, communicating any variance to administration and revises plan as needed.
• The IP provides education on infection control issues, as well as annual and ongoing trainings to staff.
• Fosters a safe and supportive environment conducive to the professional development of healthcare professionals.
• The IP serves as an education resource for all employees on infection control, epidemiology, and provides knowledge and guidance.
• Supports colleagues through knowledge sharing, while questioning clinical practices for the purpose of providing evidence based practices, to provide safe, quality nursing care.

Assigns work and supervises other Carpenters, workers and helpers. Responsible for distributing and assigning work primarily on a day-to-day or project-to-project basis.  Responsible for the quality and quantity of work performed by the subordinate work force.  Motivates employees and encourages training, advancement and continued education. Prepares work performance appraisals, approves time and approves or disapproves leave, counsels employees and recommends disciplinary action when necessary.

Using accepted trade methods, and techniques, supervises journeyman work involving a variety of trades such as building cabinets, counter fixtures, check-out stands, check cashing booths, Christmas decorations, finishing paneling, doors, jambs and facings and trim. Constructs, alters, repairs, or modifies items and structures as assigned.  Plans and completes work assignments from initial layout to final assembly. Read and interprets and applies building plans, blueprints, specifications, sketches, and building codes.  Computes measurements and makes adjustments to incomplete blueprints, sketches, and work orders to ensure accuracy of fit and finish. Responsible for maintaining a safe work environment. Responsible for instructing and inspecting the work of lesser skilled workers.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  Conducts safety meetings at least quarterly.  Advises employees of available safety regulations, instructions, materials and equipment.  Promptly reports workplace accidents to the Human Resources Office.  Ensures safety training is provided to employees.  Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.  Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action.  Ensures minimal loss of duty by complying with ¿Return To Work¿ program initiatives, and following up on employee wellbeing.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

The SARC oversees implementation and execution of all elements of the FFSC Sexual Assault Prevention and Response (SAPR) Program, to include prevention, awareness, and response to survivors of sexual assault, supported command personnel, and other SAPR stakeholders. The SARC ensures comprehensive victim services are provided through a coordinated community response. Manages all aspects of the training of victim advocates and others involved in supporting the SAPR program. Coordinates prevention and awareness campaigns and special events to raise awareness of SAPR. Serves as the co-chair of Sexual Assault Case Management Group (SACMG). Tracks data, responds to reports, and updates the case management database. Responsible for all certification inspection standards related to the FFSC SAPR Program. The SARC is supervised by the FFSC Director; with program support and oversight from the Navy Region Southwest Regional Sexual Assault Response Coordinator. The SARC also coordinates with the installation Commanding Officer on matters pertaining to victim support, meeting annual SAPR training requirements, and implementation of base SAPR policies.

• Takes customer orders and prepares order form; collects money and operates cash register; gives customer order form stub; transmits order to cook; receives order from cook.
• Sets up steam tables, dining room tables, and side service stands with hot or cold food items including meats, vegetables, salads, bread, butter and beverages.
• Breaks down and cleans area when meals are complete.
• Sets up dining area for service by cleaning tables and chairs, cleaning counters, stocking drinks, and stocking utensils for breakfast and lunch.
• Sets and operates dishwasher and electric slicer, performs preventive maintenance and cleaning.
• Scrapes, soaks, scours, and scrubs bowls, pots, and pans.
• Also performs heavy duty cleaning tasks such as ceilings, grill, exhaust hood, under and behind kitchen equipment, washes floors and walls, walk-in refrigerators and freezers, and sanitizes garbage cans.
• May unload food from delivery trucks.
• Collects and transfers trash from work area to disposal area.
• Prepares vegetables and fruits for cooking and serving by washing, peeling, slicking, and dicing.
• Cuts and shreds lettuce, slices/dices tomatoes, onions, and other vegetables.
• Prepares cold sandwiches and salads using prepared ingredients.
• Fills and stocks dressings and sauces.
• Stocks and restocks beverages, coffee, lids, napkins, cups, straws, and utensils, maintaining a clean and sanitized area.
• Performs other duties as assigned.
• Incumbent is responsible for independently completing work as scheduled after initial oral or written instructions when changes or new assignments are made.
• Supervisor periodically checks to see that work is done on time and according to instructions.
• Must be skilled in doing tasks with several steps and must use judgement in sequencing tasks.
• Knowledge of sanitation standards for handling and serving food, and cleaning equipment and work area.
• Frequently lifts or move objects weighing up to 40 pounds.
• Continuous standing, walking, frequent stooping, reaching, pushing, pulling, and bending.
• May be required to work on ladders and use powered cleaning equipment.
• Uncomfortably high temperature and humidity are created by steam and heat from cooking and dishwashing.
• Area is usually noisy and there is a danger of slipping on wet floors where food or beverage has been dropped.
• Exposed to hot liquids, sharp cutting blades, hot working surfaces, and extreme temperature changes when entering walk-in refrigeration or freezer units.
