• Serves as a public health expert in developing, planning, coordinating, monitoring, implementing, and evaluating current or projected complex, interrelated public health and clinical / research programs within the Office of Human Research and Community Engagement (OHRCE) involving governmental and non-governmental organizations and individuals from multiple sectors e.g. local, state, national and/or international levels.

• Responsible for conducting compliance examinations and Community Reinvestment Act (CRA) evaluations of insured depositor institutions, including examinations of insured depository institutions that exhibit problem characteristics. Conducts all or portions of examinations in order to fulfill mission needs, as appropriate.
• Provides guidance to Examiners on policy, procedure law, regulations, examination techniques, and other matters relating to the technical and administrative aspects of their work. Responsible for the quality of reports of examination produced by Examiners assigned to the team.
• As circumstances dictate and/or as directed by the Field Supervisor, maintains contact with Risk Management counterparts for the purpose of coordinating examinations and supervisory activities.
• Meets with insured depository institution officials and/or boards of directors to discuss the findings of examinations.
• Serves as part of the Field Territory management team and, as a first-line supervisor, is responsible for planning, directing, and coordinating the work of a team of Examiners. Responsible for: planning work to be accomplished, setting and adjusting short-term priorities and preparing schedules for completion of work, assigning work to subordinates based on priorities, the requirements of assignments, and the capabilities and developmental needs of employees; giving advice, counsel, or instructions to employees on both examination and administrative matters; and, hearing and resolving employee concerns. Makes recommendations on disciplinary matters. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Assesses work performance and related behaviors; seeks to secure correction of deficiencies noted.
• Implements the FDIC’s Performance Management Program for assigned employees, including: determining employee training/development needs; assisting employees in preparing individual development plans; monitoring employee progress in meeting developmental goals; evaluating employee performance; and, providing employees with ongoing feedback on their performance. Promotes continuing employee improvement; holds team briefings and coordinates individual and team development activities. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,
• Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,

The position serves as a Project Engineer at an assigned Department of Veterans Affairs (VA) Healthcare System. This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases, including all areas and aspects (architectural, electrical, life safety, mechanical, civil, structural, etc.) at an assigned medical center and associated Community Based Outpatient Clinic (CBOC)'s. Primary duty station is Brooklyn campus. Secondary duty station is St. Albans.

A. Performs Healthcare Planning/Design Management
The position determines the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased. Project needs are determined for the organization down to the department level based on a broad array of guidelines, standards, regulatory requirements and mission priorities. The position evaluates how to accomplish the requirements of the project and determines the associated risks necessary to complete the construction within the healthcare facility and identify ways to mitigate project risk.

The position provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation.

The position is a member as assigned to certain key committees including A/E Selection Committee, Construction Technical Evaluation Committee, and various Design Teams including construction projects where the incumbent acts as a project lead and may chair the committees.

B. Manages Healthcare Design and Construction Administration
The position uses independent seasoned engineering judgment in evaluating and performing scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction.

The position provides technical troubleshooting techniques to evaluate and provide in-depth forensic data to why specialized medical systems, utility and/or components of the facility have failed.

C. Performs Healthcare Construction Management and Post Project Activities
The position provides direction and guidance to the contractor for construction within the facility. Provides approvals on means and methods performance of work and how it is conducted within a medical environment to ensure impacts of the construction does not impact patient care operation or provides a risk to patients or staff.

Explores background information (literature, reports, and discussions with others having specialized knowledge of the issue) including code reference checks (National Fire Protection Act, International Building Code, Americans with Disabilities Act), and multiple other related jurisdictional codes.

The incumbent will independently determine the needs of the Veteran/caregiver and provide administrative support across inter-professional clinics and support centers. The MSA is responsible for scheduling and rescheduling appointments, referring patients to other medical specialty clinics, providing information to patients necessary to resolve complaints, interactions with both internal and external customers, reviewing and documenting clinical and administrative electronic health records (EHR); obtaining medical information from patients, coordination information and actions related to patient care and services; and scheduling appointments in accordance with VHA national scheduling guidelines. MSA refers all questions regarding medical attention to the appropriate health care team member.

Independently performs a full range of duties related to the delivery of healthcare services at JJP VA Medical Center. The MSA advises clinical staff on current administrative processes, working collaboratively across administrative and clinical services at the medical center to address patient's needs. The MSA provides customer service with the ability to identify customer concerns, and refer to the appropriate staff, as necessary, to ensure a satisfactory resolution.

The MSA's responsibilities can include any point the Veteran interacts with the medical center while navigating their health services. This includes but is not limited to assistance with screening patients, visitors, and caregivers, assisting with Veteran's interaction with kiosks and self-service machines, clinic registration and scheduling. MSA will be required to communicate with Veterans through all patient outreach modalities including: JJP Call Center, VA Video Connect Appointments (VCC), VetText, and Vetlink.

The MSA will use advance knowledge of the health care process to ensure clinic utilization is optimized and effectively supports the needs of the organization and the Veterans. This requires practical knowledge of computerized data entry and information processing systems to enter, modify, and retrieve sensitive patient health information (PHI). These systems include electronic health records, consult referral tracking, and patient scheduling systems. MSAs will ensure clinic optimization through generating reports, administrative follow-up actions and evaluation of patient information and clinic schedules.

Responsibilities at this level may include, but are not limited to making independent decisions regarding: scheduling, canceling, re-scheduling patient appointments and/or consults; entering no-show information in accordance with VHA national scheduling guidelines; monitoring appointment requests from multiple electronic sources; gathering and obtaining medical information from patients; processing medication refill requests; reviewing electronic health record; obtaining medical records, faxing, participating in huddles with other MSAs and/or JJP Medical Center staff to determine the daily needs of the facility; monitoring outpatient appointments in areas of responsibility; and verifying and updating demographics when contacted by patients.

The MSA provides accurate details of organizational information to Veterans regarding the different services the VA offers. Provides high-quality customer service to Veterans and their families/caregivers. Communicates effectively and professionally in person, electronically, and/or by telephone, with internal and external customers. The incumbent is an effective member of a team working collaboratively across all administrative and clinical services throughout the health system. Other related duties may be assigned. Project management: Assist senior staff members in planning, engineering management, operation, and overall coordination; and for providing advice, assistance and information on all matters related to assigned conventional projects of moderate complexity. Work typically requires coordination of project work requirements with other technical and administrative elements within the agency. Applies standardized knowledge of engineering principles, methods, techniques, and criteria to projects that are conventional in nature. Provides engineering services associated with job order contracting and construction to include evaluating tenant requirements; to establish scope of work; design criteria; and estimates of design time and costs; providing technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations.

Customer support: Serves as a central point-of-contact for status of all engineering work requests of a short-term nature. Reviews work requests for feasibility, compliance with restrictions imposed by regulatory and statutory directives and the impact of the planned operation and maintenance of the installation. Within the parameters of prior experience, determines which requests the incumbent can approve and have processed, and which require other approving authorities. Based on determinations, makes recommendations to the methods or means for accomplishment or provides all required information, such as scope of work and costs, to other authorities for their decision. Ensures that work requests are processed in accordance with established operating procedures, that they are checked for duplication, and they are processed in accordance with approved priorities. Provides technical assistance to other parties as may be required to improve work management and productivity.

Technical reviews: Reviews and checks technical aspects such as drawings, specifications, quantities, costs, accuracy, completeness and conformity with requirements for planned projects where precedence has already been established. Participates in the preparation of input to procurement packages to ensure correct content and format of technical data. Monitors drawings and the methods used in their preparation. Attends meetings with pertinent personnel to evaluate progress and reviews completed work. Verifies data presented by contractors or other personnel and discusses any special requirements for specification control and source control drawings.

Long-term planning: As a team member, participates in projects of a broad and complex nature requiring approval of advanced engineering concepts by senior staff members. Assignments are routine in nature and guidance is generally available. To address long-term needs, participates in group meetings with stakeholders to discuss complex engineering and technical problem areas and proposed approaches. Maintains contact with design engineers, technical personnel of other government activities and private contractors to resolve common problems, such as exchanging information. Participates in studies to address problems in healthcare quality, safety, effectiveness, and efficiency. Utilizes a range of analytical techniques, statistical methods, and industrial and quality engineering tools, to collect baseline information that identifies limitations or potential improvements.
