This position is within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) with two vacancies located in Seattle, WV.

As a Research Fish Biologist/Research Mathematical Statistician, you will perform the following duties:

- Develop and support efforts to provide scientific information that supports the sustainable management of west coast groundfish stocks and fisheries.
- Execute Research projects and analyses for living marine resources with emphasis on groundfish.
- Collect, classify and analyze data for broad and difficult biological and statistical issues.
- Modeling and simulation of fish population dynamics.

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

As a Supervisory Intelligence Research Specialist, you will:

• Direct the group's production of strategic and or long-term intelligence products that identify and analyze information on foreign terrorist groups, WMD proliferators, criminal and rogue regime networks, and other entities and topics of US national security interest to assess implications for U.S. interests and opportunities for U.S. policy.
• Balance competing priorities and maintain adequate production pace regarding the production of assigned projects.
• Drive intelligence collection on the group's areas of responsibility.
• Work closely with other OIA and Intelligence Community components to ensure the needs of Treasury policymakers are met and provide regular feedback on intelligence reporting.
• Be responsible for all personnel matters relating to the Group. These include but are not limited to directly supervising branch chiefs, the annual evaluation process for analysts in each branch, mentoring, training, and developing performance standards and evaluations for employees.
• Represent the Department of the Treasury and the Office of Intelligence and Analysis in senior-level internal and interagency meetings, including IC working groups on issues related to the specific areas of responsibility of the office.
• Develop partnerships with other relevant Treasury and intelligence community elements and collaborates with such partners as appropriate.

• You will provide cost estimating and analysis products and services to SSP senior leadership and branches.
• You will produce thorough, accurate estimates and analyses of cost to support milestone reviews.
• You will represent Strategic Systems Programs (SSP) on Navy-level cost process councils and stakeholder groups, as appropriate.
• You will maintain liaison with technical Branch managers and engineers, Integrated Product Team leads, and senior contractor representatives to ensure that proposals and contracts reflect accurate cost requirements.
• You will develop, review, and coordinate assigned cost estimating and analysis products and services supporting SSP Acquisition Program(s) and initiatives and other reporting requirements.

Designs and manages the most effective means of tracking and summarization of diverse and complex statistical data structures or major components of a large scale data series.

Independently plans and conducts descriptive and complex multi- variate data analysis on specific subjects relating to crime and the administration of justice.

Authors original and creative reports which require minimal edits and little or no substantive changes, and which represent a finished product reflecting a high order of professional competence.

Provides specific technical recommendations to higher-level Bureau staff on efficiencies and economics associated with the available storage and computing environments for particular data collection programs.

Identifies and recommends new opportunities for statistical research and development particularly as they relate to improving the substantive knowledge about the criminal justice systems and the administration of justice.

• Responsible for operation of juvenile fish transportation facilities and/or barges.
• Collect and maintain data associated with the juvenile fish transportation program.
• Provide detailed reports to Supervisor on facility or barge operations on a regular basis.
• Responsible for collecting fish, loading raceways and barge holds, and for determining fish numbers, loading densities, and overall fish behavior and condition.
• Make recommendations concerning facility and/or barge operations and equipment to improve overall operation.
• Responsible for ensuring fish facilities and/or barges are operated within fish passage criteria.
• Coordinate with and/or assist researchers working on fish facilities or barges.

• You will serve as the technical lead in identifying and developing new research directions in remote sensing of importance to the Navy, DoD and other government and international partners.
• You will develop cross-organizational teams to address the research problems, and identify and secure funding from sponsors for this research.
• You will conduct and lead innovative research advancing remote sensing strategies and techniques to leverage existing government and commercial systems critical to future naval power.
• You will extend current capabilities through development of advanced signal processing techniques for emerging and future remote sensing system strategies and capabilities.

• Direct and coordinate the planning, design, development, and implementation of major health care research projects related to Medicaid and CHIP.
• Plan, propose, and conducts studies and statistical analysis of data related to the Medicaid program and the Children’s Health Insurance Program (CHIP).
• Prepare analytic products, documents and assists with the development of Business Intelligence (BI) tools.
• Lead education and outreach efforts on data collection and application of data to program oversight and operations to CMS, states, and other federal government entities.

As a Research Ecologist, you will perform the following duties:-

- Perform the full spectrum of research activities, including development of short and long-term plans, analysis of proposed research, preparation of cost and resources, oversight and control of efforts to support research projects, procurement, development and testing of research studies, implementation planning, and publication in peer-reviewed scientific literature and/or briefing of research results.

- Utilize comprehensive knowledge of conservation biology, marine ecology, natural resources, and environmental sciences to synthesize complex scientific information into a variety of scientific publications and public outreach materials (e.g., Condition Reports, educational materials, input for websites).

- Build partnerships with external organizations to further a sanctuary site's science needs and priorities, including obtaining research funding and grants and organizing technical meetings. Coordinate with other sanctuaries to expand research efforts, and efficiently utilize and share resources within Office of National Marine Sanctuaries (ONMS).

- Provide expert advice and recommendations to novel, complex, and controversial issues. Represent ONMS at national and international meetings, conferences, resource management boards, research advisory panels, etc.

As an INTELLIGENCE RESEARCH SPECIALIST(JUNIOR INTELLIGENCE ANALYST), you will:

• Identify new and pertinent data and conduct research and data analysis

As a(n) HUMAN RESOURCES SPECIALIST (R&P), GS-0201-9/11, you will perform but are not limited to the following duties:

Serves as the state's principal advisor and consultant to key management on the full range of staffing options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems. Has frequent contact with state officials to explain merit principles and the various staffing methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act (USERRA), employment of the physically handicapped, Stay-in-School, Cooperative Work-Study, Upward Mobility, Worker-Trainee Opportunity, etc. Is relied on by operating officials to provide comprehensive guidance and advice in such areas as recruitment sources for top qualified employees, availability of needed skills, qualification requirements, retention standings, and other staffing functions. Seeks candidates from a variety of sources, conducts interviews and evaluates qualifications and eligibility for positions being filled. Ensures selecting official has a reasonable number of well-qualified candidates from which to choose. Major Duties:

• Conduct program operations in backcountry settings, carrying a backpack weighing up to 50lbs, in steep, slippery and uneven terrain and in adverse weather conditions; Traveling up to 15 miles per day and staying out 1 to 5 nights per week.
• Participate in non-native fish removal projects using gill nets and piscicides.
• Inventory and monitor aquatic ecosystems following written protocols.
• Conducts field & lab work independently and leads others, while maintaining a safe work environment.
