We are seeking a dedicated and detail-oriented Deferred Payments Specialist Officer to join our team. This role is crucial in supporting individuals with assessed care needs in Buckinghamshire by expediting financial assessments and providing guidance to prevent financial vulnerability. As a Deferred Payments Specialist Officer, you will be the primary contact for all matters related to complex financial assessments, deputyships, and appointees. You will liaise with various stakeholders, monitor and report on Adult Social Care debt, and develop close working relationships with partner agencies. Additionally, you will conduct home visits, provide proactive debt support, and contribute to strategic meetings.

About us

Working in the Finance Assessments Team as part of the wider Revenues and Benefits Team at Buckinghamshire Council, we are responsible for assessing clients across Buckinghamshire to calculate their contribution towards the cost of their care and support. Made up of two teams working across Care in the Community and Residential Care, we are focussed on providing accurate financial information to our clients.

Having recently reviewed our service; we are expanding our team to further support our clients and colleagues in the increasing demand for care across Buckinghamshire. Working closely alongside colleagues in Finance, Social Care and Legal Services we have a varied workload that ranges from in person visits with clients to analysing financial information that covers the start to end of charging for care.

About the role

As a Deferred Payments Specialist Officer, you will be the primary contact for all matters related to complex financial assessments, deputyships, and appointees. Your main responsibilities will include:

- Liaising with various stakeholders to establish deferred payment recovery, including Care Management, Credit Control, Financial Assessments, Direct Payment – Finance Housing, and Legal Teams.

- Monitoring and reporting performance in respect of Adult Social Care debt on deferred payment on a monthly basis.

- Developing close working relationships with partner agencies such as the Department for Works and Pensions for data sharing and participating in partnership working as agreed by the Council.

- Promoting the importance of income collection to the overall budget position and raising awareness of roles and responsibilities across care teams.

- Communicating effectively with recipients of care or their representatives, whether face-to-face, by telephone, or letter.

- Conducting home visits to support recipients of care or their representatives in paying their assessed contribution, such as setting up deferred payment plans.

- Providing proactive support by identifying debt early and escalating any safeguarding concerns to the Safeguarding Officer.

- Assisting recipients of care or their representatives with prompt and appropriate advice, liaising with other agencies and departments where necessary.

- Contributing to Strategic Debt and Income Group meetings.

- Delivering training and awareness at training events and providing support to colleagues when required.

About you

We are looking for an individual with experience in the development and implementation of finance, fraud, or safeguarding best practices is essential. The ideal candidate will have excellent customer service skills and a proven track record of supporting people with their finances are required. A strong background in developing and delivering effective finance training, along with the ability to engage and network with stakeholders to influence service delivery, is crucial.

Creativity and imagination help in seeing new approaches, overcoming obstacles, and achieving ambitious goals. Being well-organized, able to plan and prioritize workloads to meet business needs, and possessing tenacity and resilience to challenge existing ways of doing things are important. Good operating knowledge of Microsoft Word, Excel, the Intranet/Internet, and Email, and embracing new technology are necessary. Additionally, relevant experience in project management or leading project-based initiatives, understanding Financial Advice and Fraud legislation, and having a working knowledge of assessment and billing in Adult Social Care are required.

Qualifications:

- Education to A Level / HNC standard or equivalent

- ICT skills – standard Microsoft packages & specialist systems.

About the role
Cover Supervisors are responsible for the management of classes when the regular teacher is absent and during PPA sessions. They are accountable for ensuring that learning is taking place and all students are making progress. You will be required to oversee classes across the full range of subjects although individual strengths will be utilised where possible. When cover is not required, Cover Supervisors support in a range of other activities such as development of teaching resources in individual curriculum areas or assisting in the SEN department.

About you
Numeracy and literacy skills equivalent to GCSE grade C in Maths and English are essential. Overview
As a Social Care Assistant working within the Home Independence Team, you will be working out in the community to support residents that have been recently discharged from hospital or those who are living with a disability and need help to live independently and establish a routine to help them manage their lives day to day. You will be supporting individuals to regain confidence and reach their goals of living independently again.

We are looking for a dedicated individuals who can provide high quality direct care and support to residents within, focusing on personal wellbeing outcomes and individual wishes, to achieve strength-based support. We have a number of part time and full time posts available. Please specify your preference within your application form.

We are recruiting three 37 hour positions. Your work schedule will include working alternate weekends as well as shifts within the hours of 7am – 10pm.

The Home Independence service supports individuals to regain their independence following illness, disability, or recent stay in hospital. We work with clients in their homes, identifying whether they now have difficulties with self-care or performing daily activities. We provide a goal-based assessment for each client and alongside them to support the achievement of their goals, using technology-enabled care devices and occupational therapy aids to enable them to achieve independence.

The team works closely with healthcare professionals, carers, clients and their families to develop suitable packages of support, designed to enhance client independence and meet their needs. We supply advice on specialist equipment options, monitor client progress and make necessary adjustments if required. If you enjoy working in a fast-paced environment alongside individuals who care about the wellbeing of our residents, the Home Independence team may be for you.

About the role
No two days will be the same as you meet a variety of people and support their individual needs. Some of the work you will carry out includes.

- Providing people with information and advice in relation to care and support and assistance in accessing care and support through various means.
- Working as part a CQC Registered service in the community, maintaining a high degree of autonomy and utilising own initiative in delivering compliant care and support independently.
- Ensuring an agreed plan meets individual’s care and support outcomes needs and to empower the individual to access early intervention and preventative services.
- Informing senior colleagues and adhere to safeguarding procedure of any concerns which arise in relation to the safety of vulnerable adults.
- Working in partnership with individuals, carers, service providers, voluntary sector and other professionals.
- Providing personal care for individuals, this may include but is not limited to dressing, toileting, washing and general housekeeping.

About you
Naturally, you will be a great people person, caring and empathetic as well as being able to deliver practical care and support to an agreed plan. You will use your own initiative to problem solve and utilise remote management oversight, where required.

Key Accountabilities

The work of the team is varied and includes all aspects of advice and representation in relation to child protection from emergency protection orders and care proceedings to adoption, as well as judicial reviews, disclosure work, leaving care advice and immigration issues relating to children and families. The role is predominately managing pre-proceedings work and court proceedings and as such, advocacy experience is helpful however training can be provided.

About you
We welcome applications from Solicitors, Barristers and Legal Executives with experience of advising in relation to children’s social care matters.

Naturally, you’ll be highly motivated and proactive. Whether you are newly qualified or have significant experience of children’s social care work built from a career in the public or private sector, we are interested to hear from you.

Other information
We have adopted a hybrid way of working offering flexibility in terms of working hours and location. Attendance at the office is expected for team collaboration days, departmental and service meetings. The role also requires attendance for face to face meetings and hearings in Buckinghamshire (or further afield). However we recognise much of this role can also be performed from home or an alternate location. We encourage colleagues to make the most of the options this provides and take control of their own work life balance
