Job Description
As Service Lead Human Resources, you will play a lead role in implementing the strategic framework of employment policies, procedures and conditions of service including payroll, pension administration, management of our occupational health contract, employee benefit schemes and organisational development. You will also lead on the design and implementation of corporate and change projects such as organisational culture change; employee engagement; workforce and succession planning and reward and recognition.
The service also works in partnership with recognised Trade Unions to develop and implement new initiatives and is committed to continuous improvement and transformational change in the delivery of our services. Through service redesign and enhanced digital functionality, we are exploring new ways of working to modernise employment practices and service provision.
The specific areas of responsibility for the post will be determined by the Council’s priorities, with the principal accountabilities outlined below:
- Human Resources;
- Organisational Development;
- Reward and Remuneration;
- Occupational Health; and
- The provision of expert advice and guidance on HR matters.
Candidates must have CIPD membership with proven people management experience working in the public sector being desirable but not essential. You must be credible and influential with senior officers and be experienced at change management with the ability to drive key HR transformation projects, ensuring managers and employees are equipped with best practice to foster a high-performing, digital, collaborative and networked culture. In addition, knowledge of the organisation and running of Council Elections is desirable but not essential.
Salary and Benefits
The Grade of this post is Grade 5 / Level 16, the hourly rate is from £36.74 to £37.88 and the annual salary is from £67,050 to £69,131. This is a politically restricted post in terms of the Local Government Housing Act.
