Responsibilities of Resident Engineer (M&E)
The Resident Engineer (M&E) assisted by a team of site personnel shall, for those parts of the works for which the company is responsible for design, be responsible for the following:-
a. Study and familiarise with the whole development’s organisation, Site conditions, Conditions of Contract, Conditions of Sub-contract, M&E Specification/Drawings, Architectural, Interior, Structural and Specialist drawings, Coordination of M&E, Architectural, Interior, Structural and Specialist elements.
b. Supervise/monitor the contractors’ work to ensure that the work is carried out in compliance with the design intent, specification and quality of works required under the terms of the contract.
c. Maintain a Site Diary of events and daily surveillance.
d. Attend site progress meetings/technical meetings/consultants’ meetings.
e. Keep a close check of the contractors’ installation details of item which require specific compliance to code of practice/manufacturer’s installation instructions, e.g. fire dampers, fire-rating of ducts, etc.
f. Ensure timely submissions of shop drawings, technical submittals, samples, etc. by the sub-contractors.
g. Check and review all work/shop drawings, technical submittals and samples, etc. submitted by the contractors.
h. Monitor the progress of work on site, verify the contractors’ progress report and present the report to the PM in such format that the progress payment claim by the contractor can be easily evaluated.
i. Verify the contractors’ progress payment claim in terms of work done and materials/equipment delivered and stored at site.
j. Check that the current project drawings and documents are available at the work site and ensure that superseded copies are removed and/or suitably marked up where not destroyed.
k. Seek clarification from the PM on any apparent discrepancies between site and contract drawings, specification requirement, shop drawing, etc. before giving any directions to the contractor.
l. Record all such verbal clarification with the PM and/or contractor in the Site Diary/Record of telephone conversations and follow-up with appropriate Site Memo if no prompt action by the relevant parties become evident.
m. Refer to the PM on any urgent works which become necessary for a satisfactory and operational system but will have time and cost implication to the contract.
n. Refer to the PM for decision on any requests for additional work outside his authority.
o. Maintain site files of correspondence, documents and drawings in accordance with standard filing system for easy retrieval and reference.
p. Report to the PM where contractors’ site supervision is considered deficient for quality assurance.
q. Ensure that the contractors take appropriate precautions for the handling and preservation of equipment, materials, including all Testing and Measuring Equipment.
r. Prepare and up-date the list of outstanding/non-compliance works and submit to the PM for discussion at site meeting/technical meeting.
s. Monitor and report on the progress of installation against the integrated construction program, and prepare reports on the site progress if requested by clients.
t. Resolve site coordination problems.
u. Assist the client’s site representative in ensuring that the site and completed installation are left clean and tidy.
v. Compile relevant equipment, material, inspection and test certificates submitted by the contractors and pass them to the PM as required for the project records and the clients’ hand-over package.
w. Ensure installations are adequately completed to meet authority inspection dates.
x. Compile Punch List or Defect List with the contractors and ensure that the contractors carry out rectification work diligently to clear all defects during the Maintenance Period.
y. Witness all the inspection, testing and commissioning sessions performed by the subcontractors to ensure compliance with designs and specifications.
z. Verify results against design requirements and report and/or make recommendations to the PM.
aa. Aware of the potential and actual OH&S hazards of his activities at the workplace and to highlight / communicate to the PM when he knows of any irregularities. He shall be aware of his individual OH&S obligations by ensuring that he is adequately equipped with appropriate safety gears, by observing closely to all safety rules / regulations / procedures at site and by attending all relevant site safety trainings.
bb. Aware of the potential and actual environmental aspects & impacts of the activities within his job scope (including potential savings in resources through reduced electrical/water/paper usage at site). He shall be aware and comply with the applicable legal and other requirements; adhere to all applicable environmental management procedures; highlight and communicate to PM of any irregularities/concerns and contribute suggestions to improve the environmental performance.
cc. Understands and adheres to the procedures as depicted in the ‘Site Administration Manual’, participate and support the company’s QEHS management system, including the QEHS Policy and Objectives.
Requirements
- Degree in Electrical/ Mechanical or Building Services Engineering
- Minimum eight (8) years of M&E work experience as a Resident Engineer (RE)
- Conversant in local construction practices, air-conditioning, electrical, fire protection, plumbing and sanitary services.
- Good co-ordination skills
- Good analytical ability with strong verbal and written communication skills.
- Self-motivated, proactive and team player
- Past work experience in healthcare/residential/institutional projects is preferred.
