Key Responsibilities Responsible for operationally leading and managing the department Adult LD/MH teams to deliver services in line with the responsible commissioner requirements. Responsible for the management of the adult LD/MH Complex Teams, providing clinical leadership, advice, and support. To ensure all relevant legislation is an integral component to the delivery of continuing care and continuing healthcare for both specialities. Responsible for ensuring that all clinical aspects of enquiries, disputes, challenges and complaints are managed and coordinated in a timely and appropriate manner in line with policy and guidance. Maintain accurate data about performance reporting for the areas of responsibility to ICBs within the designated locality. To lead and manage on behalf of ICB clients the planning and coordination of bespoke care packages for Learning Disability / MH (adult) clients with complex health needs in line with responsible commissioner guidance. To meet individual ongoing health care needs and hold the responsibility for coordinating the process of identifying and securing appropriate health funding, either through CHC or joint funding arrangements with the relevant Local Authority. Monitor and support the provision of clinical supervision to the Learning Disability/ MH / S117 adult team, ensuring adequate training resources are available to support revalidation and continuing professional development. Work in partnership with Mental Health Trust, ICB, and Adult Social Care Partners to develop safe and assured funding + support pathways for complex needs clients [ including the new SEAL [Safe, Effective, Affordable, Legal ] process for this client group. Quality Assurance visits to high-risk, high-complexity, high-profile patients where there are safety/quality concerns. Participate in the development of working practices, processes, and protocols to facilitate timely discharge from the hospital, prevention of admission to acute settings and reduce the use of out-of-area placements. To respond to complaints within the area of relevance to the post and other areas as required or in the absence of other senior clinicians. To resolve disputes [ as they relate to the CHC Framework and S117 duties constructively with relevant system partners [ Adult Social Care ] Responsibility for the collection and sharing within statutory guidelines of information in connection with complaints, legal challenges, NHSE appeals, Ombudsman investigations and local reviews. Maintain a high standard of record keeping and confidentiality. Maintain, develop, and facilitate an ongoing programme of inter-agency training in conjunction with the Local authority regarding CHC and complex case guidance and processes. Maintain effective links with commissioners, customers, partner organisations, patients, and carers. Support the Head of Service in ensuring that the CSU succeeds with its strategic business objectives, delivers its performance measures, and meets the requirements of clients. Deal with finance in line with the financial framework, ISFE and department scheme of delegation. Maintain compliance with IG guidelines and legislation.
