As the Director, Identity Assurance you are responsible for providing executive leadership and direction in the establishment and maintenance of a Service-wide strategy that ensures consistent oversight of all authentication and authorization needs across IRS functions and programs, ensuring the establishment of a secure environment for taxpayers to interact with the IRS.

As the Director Identity Assurance your duties and responsibilities include the following:

• Serves as consultant and principal advisor to senior management on all matters relating to identity assurance needs across IRS functions and programs. Provides executive leadership and direction through coordination with top-level heads of office. Formulates short and long-range program policies, strategies, and objectives for identity assurance efforts throughout the IRS. Manages a broad set of activities to enhance identity assurance and digital identity services related to federal tax matters. • Directs activities to build leveraged partnerships and collaborate with internal and external partners and stakeholders to provide organizational support and strategically deliver value-added, cost-efficient business and technology solutions. Provides executive oversight of the Digital Identity Risk Assessment process that defines the identity level of assurance and risk mitigations for IRS public facing applications. Provides executive leadership to design, develop, and implement the strategic vision for enhanced identity assurance. Collaborates with senior IRS executives to align people, processes, and technology initiatives to achieve this strategic vision and continuously monitor performance, identify risks and weaknesses, while also preserving the IRS's reputation as a premier governmental steward of private taxpayer data. Briefs all levels of IRS management as well as external stakeholders on IRS identity assurance developments. Prepares input to testimony and may participate in Congressional hearings related to IRS identity assurance matters.
• Leads development of business requirements for identity assurance, including the development and prioritization of business justifications and the establishment and monitoring of performance measures for initiatives. Assesses taxpayer needs, capabilities, and expectations to determine appropriate channels for optimal service delivery. Collaborates with the Chief Privacy Officer and other senior IRS executives to generate, develop, prioritize, and execute the portfolio of identity assurance activities/services/mitigations. Manages and chairs Advisory/Executive Steering Committee(s) that are composed of stakeholders from across IRS and responsible for oversight of the development of identity assurance program.
• Partners with other federal agencies, private industry, and international organizations to stay current with new technologies and assess trends and related practices in the identity assurance industry and evolving patterns in taxation. Consults with the Chief Privacy Officer in the design and implementation of security measures (standards and systems) to ensure the measures comply with policy and legal requirements and provides effective protection of taxpayer privacy. Partners with internal organizations, such as Records Management and Disclosure, to coordinate privacy aspects of regulatory adherence to email, instant message and other electronic files management policies and the control of sensitive information. Partners with Information Technology and Cybersecurity to develop and deploy innovative technologies to ensure a secure environment for taxpayers to interact with IRS.
• Ensures Service-wide adherence with identity assurance principles and National Institute of Standards and Technology's (NIST) digital identity guidelines technical requirements through a robust risk assessment process that looks at business processes for risks to identity assurance. Regularly assesses all applicable controls to the current environment identifying gaps and mitigations. Collaborates across IRS business units, functional units, and senior executive leadership to develop and implement identity assurance to increase operational efficiency and reduce taxpayer burden.

The Chief of Staff provides management and administrative support across a range of functions, including technical, medical, and public health operations, finance/budget, human capital, security, facilities, logistics, property accountability, acquisition, privacy/civil rights complaints, continuity, and executive secretariat activities. Additionally, the Chief of Staff handles protocol matters that are central to accomplishing the Office of Health Security mission.

Specific responsibilities include:

• Works with executive leadership and senior management to identify, analyze, develop, and implement highly scientific and technically complex policies and strategies on a diverse array of issues related to health security, as well as to ensure subordinate staff effectively execute mission support operations (both management and administrative) including personnel, acquisition, purchasing, facilities management, information technology, safety and physical, personnel, and information systems security; assist the senior executive leadership in overseeing the strategic development and execution of these policies and strategies.

As a Supervisory Criminal Investigator/Assistant Director, you will perform the following duties:

Major duties include, but are not limited to:

• Plans, manages, directs, and evaluates the work of the OMS. Provides direction to professional engineers, marine accident investigators, and other technical and support staff to assure high quality marine accident investigations. Implements and exercises NTSB policies and guidelines.
• Manages the accident investigation process and oversees accident report preparation to ensure timely and appropriate response to the Board. Under delegated authority, initiates accident investigations to implement the NTSB Congressional mandate and NTSB priorities. Ensures all factors of accidents/incidents have been identified, objectively examined, and documented. Determines probable cause(s) of each accident.
• Develops a strategic and annual operating plan for the implementation of short-term and long-term objectives for the OMS.

This is not a remote position. Division Overview:
The Alternative Dispute Resolution (ADR) Unit is responsible for providing alternative dispute resolution services for selected complaints filed with OSC, which includes coordinating OSC's ADR program with the Agency's responsibilities under the Administrative Dispute Resolution Acts of 1990 and 1996, and the interaction with these obligations with the Privacy Act, FOIA, and other relevant statutes. The ADR Unit also provides agency-wide expertise and training on negotiation and mediation law, practice and theory.

ADR Unit Chief
This position serves as the Chief of the ADR Unit, a key program at OSC that offers mediation for complaints filed with OSC. You will directly oversee management, continual development and integration of ADR services within OSC's overall agency operations. You will serve as the agency's negotiation and dispute resolution expert and be responsible for providing educational, administrative, and specialized ADR expertise to the agency. You will provide legal advice on matters under the Administrative Dispute Resolution Act of 1996 and related statutes, regulations and ethical guidelines.

Duties:

• Maintain case management and data tracking procedures to quantify and monitor ADR at OSC for internal and public-facing reports. Conduct post-mediation evaluations and data analysis to provide useful comparisons over time, generate lessons learned, and assess the value of ADR to those who use it. Manage ADR program system of records and ensure compliance with the ADR Act of 1996, the Privacy Act, FOIA and other relevant Federal law.
• Serve as the OSC subject matter expert and educator within the area of ADR including dispute resolution and negotiation skills and techniques. Provide expert guidance to OSC attorneys on negotiation and other collaborative processes to help resolve highly complex legal issues. Ensure that OSC staff receive appropriate training in ADR and negotiation skills, as resources permit.
• Maintain current knowledge on ADR related academic research, best practices and the resolution of employment law disputes, and the interpretation and application of the Administrative Dispute Resolution Act of 1996.
• Conduct outreach and coordinate with significant stakeholders, including officials of Federal agencies and public interest groups, to obtain information to create increasingly effective ADR processes, practices and policies, and to encourage participation in OSC's ADR program.
