Medical Technologist (Ancillary Testing Coordinator), GS-12

Duties include but are not limited to the following description:

The incumbent is a qualified, experienced Medical Technologist who serves as the Ancillary Testing Coordinator for the Pathology and Laboratory Medicine Service. Ancillary testing is defined as laboratory testing or services within a VA Medical Center or its outreach functions at CBOCs that is performed outside the physical facilities of the main clinical laboratory. The incumbent develops and recommends policies and procedures for the procurement and service requirements for ancillary testing, including ensuring CLIA licenses are maintained in all sites. The incumbent serves as the technical advisor to all ancillary testing sites. The incumbent maintains adequate skills to work in Chemistry, Hematology, Coagulation, Urinalysis, Phlebotomy, Microbiology and logging in surgical/cytology specimens. Incumbent also supports the laboratory manager and serves as acting supervisor.

Functions include but are not limited to the following description:

• The ATC consults with the laboratory Director of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods, serving as a recognized technical expert to provide authoritative advice, training, troubleshooting, quality assessment and ancillary testing program consultation.
• The ATC develops technical bulletins, procedures, training materials and other program materials, ensuring accreditation and compliance with all regulatory agencies for patient testing, result reporting and proficiency testing including reports, monitors and continuous performance improvement initiatives.
• Acts as the technical supervisor for quality control, records control, proficiency testing, inspection and accreditation for ancillary testing on a hospital-wide basis and oversees the safe and accurate testing of outreach function patients in the clinic.
• Assesses data needed, designs data collection procedures, identifies quality assurance monitors and indicators, and reviews all data analyzed with the laboratory Director.
• Knowledge of the types of surveillance, ability to collect data necessary to monitor variables that affect quality of services, and skill in evaluation, interpreting and teaching others to use quality control procedures and implementing corrective actions.

• Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating and unpacking.
• Counsels members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations.

This position is located in a Federal Bureau of Prisons federal correctional facility, in the Special Investigative Services Office.

Serves as an assistant to the Special Investigative Agent (SIA)/Special Investigative Supervisor (SIS) and is responsible for providing assistance during investigations, developing reports, preparing correspondence, maintaining evidence, and computer support.

Assists the SIA/SIS in conducting investigations of inmate violations of BOP prohibited acts of various severity levels, such as assaults, introduction of contraband or narcotics, possession of money or currency, communicating gang affiliation and/or participating in gang activities, and other prohibited activities. Investigations can range in length from several hours to weeks or months depending on severity.

Along with all other correctional institution employees, the Special Investigative Services Technician is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

1. Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Provides input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Analyzes traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements. 2. Ensures that traffic management and transportation services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispatching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Insures the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Makes recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Monitors and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets. (25%)

3. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Manages the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program. (15%)

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment. (15%)
