Facilitates legislative and non-legislative relations between the IRS and Congress in conjunction with the National Director for Legislative Affairs. This is accomplished by maintaining continuing liaison with one or more key Congressional committees and their staffs.

Oversees preparation for and follow-up to Congressional hearings. Oversees the preparation by business units throughout the IRS of testimony and briefing materials for Congressional hearings. Determines best strategy for witness preparation based on substance of hearing and ongoing dialogue with Committee staff.

Serves as the contact point on IRS questions, problems, and issues for Congressional committees and their staffs. Provides technical and administrative guidance on Legislative Affairs issues to internal and external customers.

Analyzes congressional inquiries, news reports and other sources to identify developing issues and trends.
Reports periodically to Legislative Affairs on substantive contacts with Congressional committee offices.

WHAT IS THE PLANNING & FINANCE DIVISION? The Planning & Finance Division (PFD) has a variety of responsibilities for the Office of Chief Counsel including, formulation and execution of Counsel's annual budget, performance metrics and reporting, corporate data analysis, coordination of Counsel's case management systems, internal survey design, administration, and analysis, strategic planning, business continuity planning, and program administration. PFD is staffed by Management and Budget Analysts as well as Systems Coordinators. PFD produces regular workload and resource reports (e.g., quarterly business performance reviews) and analysis that supports program costing (e.g., user fee cost-setting). PFD also responds to GAO, TIGTA, IRS CFO, and others on topics that require organizational and management data. In addition, PFD often collaborates with and cross assigns analysts to other Counsel Business Units when the projects require PFD skill sets or custom analytics (e.g., employee engagement, Enterprise Risk Management, and change management).

As Management Analyst Trainee based in the Office's Planning and Finance Division you will gain exposure to data analysis, survey design & administration, information systems projects, performance management, emergency preparedness, staffing analytics, human resources and training development, program management, and other challenging work. The following are the duties of the Student Trainee (Management Analyst) at the GS-07. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

• Developing and analyzing performance management metrics used in the analysis and review of management goals and accomplishments;
• Serving on project teams to assist with administering customer satisfaction surveys;
• Assisting with studying employee/organizational efficiency and productivity and recommending changes to work methods and procedures;

• The incumbent facilitates major initiatives by providing subject matter expertise on asset valuation and program tools for the management of the National Capital Region’s real estate portfolio. Takes the lead role to ensure the development and execution of targeted program strategies. Maximizes and strengthens business line relationships by understanding and managing customer expectations and perceptions to integrate subject matter expertise into the regional PBS operations and recommends changes to existing procedures and processes that will enhance the service delivery.
• Obtains new business and facilitates the service delivery of existing business; ensures the coordination of planning and program implementation with other PBS Divisions. Oversees the maintenance of national and regional program databases.

The selectee will serve as a Supervisory Public Affairs Specialist in the Office of Director, Office of Communication and Media Relations. Typical work assignments include:

• Managing the development, and execution of strategic public affairs programs and campaigns that convey complex information by leveraging all available communication channels and emerging technology.
• Designing communication strategies that define and convey messages to the intended audience anticipating impending potential ramifications and offering strategies and providing alternative actions and assessments to overcome impediments.
• Providing editorial oversight of speeches, scripts, news, and external audience.
• Establishing and maintaining effective working relationships with members of the press, radio, television, other Federal, state, and local agencies, industries, and civic groups.

• Schedules, plans, and conducts comprehensive, on-site and virtual reviews of small- to mid-sized FAS cooperators, participants, grant recipients, and private voluntary organizations' financial systems.

As the Director, Identity Assurance you are responsible for providing executive leadership and direction in the establishment and maintenance of a Service-wide strategy that ensures consistent oversight of all authentication and authorization needs across IRS functions and programs, ensuring the establishment of a secure environment for taxpayers to interact with the IRS.

As the Director Identity Assurance your duties and responsibilities include the following:

• Serves as consultant and principal advisor to senior management on all matters relating to identity assurance needs across IRS functions and programs. Provides executive leadership and direction through coordination with top-level heads of office. Formulates short and long-range program policies, strategies, and objectives for identity assurance efforts throughout the IRS. Manages a broad set of activities to enhance identity assurance and digital identity services related to federal tax matters. Coordinates program activities with other top-level IRS executives to prepare Service-wide policies, address cross-functional issues, new identity assurance strategies, and ensure consistency of approach. Provides strategic direction for the development and publication of policies and procedures regarding identity assurance including procedures for initiating new and/or enhanced services and for defining stakeholder roles and responsibilities and governance processes.
• Directs activities to build leveraged partnerships and collaborate with internal and external partners and stakeholders to provide organizational support and strategically deliver value-added, cost-efficient business and technology solutions. Provides executive oversight of the Digital Identity Risk Assessment process that defines the identity level of assurance and risk mitigations for IRS public facing applications. Provides executive leadership to design, develop, and implement the strategic vision for enhanced identity assurance. Collaborates with senior IRS executives to align people, processes, and technology initiatives to achieve this strategic vision and continuously monitor performance, identify risks and weaknesses, while also preserving the IRS's reputation as a premier governmental steward of private taxpayer data. Briefs all levels of IRS management as well as external stakeholders on IRS identity assurance developments. Prepares input to testimony and may participate in Congressional hearings related to IRS identity assurance matters.
• Leads development of business requirements for identity assurance, including the development and prioritization of business justifications and the establishment and monitoring of performance measures for initiatives. Assesses taxpayer needs, capabilities, and expectations to determine appropriate channels for optimal service delivery. Collaborates with the Chief Privacy Officer and other senior IRS executives to generate, develop, prioritize, and execute the portfolio of identity assurance activities/services/mitigations. Manages and chairs Advisory/Executive Steering Committee(s) that are composed of stakeholders from across IRS and responsible for oversight of the development of identity assurance program.
• Partners with other federal agencies, private industry, and international organizations to stay current with new technologies and assess trends and related practices in the identity assurance industry and evolving patterns in taxation. Consults with the Chief Privacy Officer in the design and implementation of security measures (standards and systems) to ensure the measures comply with policy and legal requirements and provides effective protection of taxpayer privacy. Partners with internal organizations, such as Records Management and Disclosure, to coordinate privacy aspects of regulatory adherence to email, instant message and other electronic files management policies and the control of sensitive information. Partners with Information Technology and Cybersecurity to develop and deploy innovative technologies to ensure a secure environment for taxpayers to interact with IRS.
• Ensures Service-wide adherence with identity assurance principles and National Institute of Standards and Technology's (NIST) digital identity guidelines technical requirements through a robust risk assessment process that looks at business processes for risks to identity assurance. Regularly assesses all applicable controls to the current environment identifying gaps and mitigations. Collaborates across IRS business units, functional units, and senior executive leadership to develop and implement identity assurance to increase operational efficiency and reduce taxpayer burden.

The selectee will serve as a Protection Officer in the Office of Protective Operations. Typical work assignments include:

• Monitoring and operating various audio/visual communications equipment, alarm systems, and access gates to the facility or residences.
• Utilizing security screening procedures (e.g., magnetometer and x-ray screening technology) prior to allowing individuals entrance to a secured area and controls access of visitors and contractors.
• Preparing written reports for all activities, observations, incidents.

Typical work assignments include:

• Installing, monitoring, maintaining, analyzing, and evaluating the latest known technologies (e.g. state of the art intrusion detection systems and devices) that may potentially be used by hostile entities, both domestic and abroad, either independent or as groups to penetrate the Agency sites or otherwise harm protectees; conducting routine security searches of protective and investigative locations to identify, detect, deter, and stop potential or actual threats involving hazardous materials, items, devices, persons, or unsafe environmental conditions; and advising senior Technical Security Investigators on potential violations and security deficiencies, matters that are not routine.
