The Director, Business Management Office performs the following duties:

• This supervisory position provides leadership and managerial direction for effective, uniform, and economical accomplishments of management and administrative functions and responsibilities.
• Directs the formulation and dissemination of business transformation management policies and provides direction, coordination, review and analysis of transformation initiatives.
• Provides day-to-day leadership and guidance, both technical and administrative to assigned staff.
• Provides authoritative advice and recommendations to Office of Acquisition (OA) staff in establishing financial priorities in the areas of travel and training and human resources, as well as setting priorities tasking management and establishing internal and external communication channels for the OA executives.
• Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex programmatic and management issues and problems.
• Analyzes and evaluates the management practices and methods, as well as administrative operations of OA Divisions.

The Chief Deputy Clerk serves as the Second-in-Command to the Clerk of Court, with full supervisory and management responsibility for the office. The Chief Deputy Clerk is a senior-level management position that reports directly to the Clerk of the Court. In the absence of the Clerk, the incumbent assumes the functions and responsibilities of the Clerk. The Chief Deputy Clerk assists the Clerk in providing support to the judges of the Court of Appeals by overseeing and leading the court's extensive administrative and operational functions, including such areas as intake, records management, budgeting and finance, procurement, and human resources. The Chief Deputy Clerk also serves as the court's Security Officer and liaison with the media.

Responsibilities

• Provides leadership, management, and supervision for all operations in the Clerk's Office.
• Advises the Clerk in developing court-wide policies, goals, and objectives.
• Assists with the development and oversight of the Clerk's Office's budget.
• Provides direct supervision of all administrative areas of the court, including attorney admissions, finance, procurement, human resources, and records management.
• Ensures the accuracy of information disseminated by the office and serves as the court's representative to the media, other courts, federal agencies, attorneys, litigants, and the public at large.
• Serves as the court's Security Officer, providing guidance, support, and oversight of the processing of cases that require special handling of classified information.
• Coordinates and provides logistical support for oral arguments and court ceremonies.

• Manages Criminal Justice Act payments to attorneys and experts.
• Provides after-hours supervisory duty for emergency matters on a rotating basis.

The Deputy Associate Director:

• Serves as a recognized Office and Departmental authority for National Security Council coordination and policy matters to ensure appropriate Departmental representation for National Security Council meetings, respond to National Security Council inquiries, and assist senior executive leadership with meeting preparation, attendance, and follow-up.
• Receives classified meeting materials from the National Security Council and across the Federal Government; reviews as appropriate for Division, Office, and Departmental equities; and ensures proper handling, distribution, and storage.
• Serves as the lead analyst for policy and has supervisory responsibilities in three primary areas: staff coordination and representation with National Security Council and equivalent policy-making organizations, Departmental policy review, and inter-departmental planning and coordination.
• Steers staff development of DOT policy goals and objectives with impacts for national security and emergency preparedness topics; develops and implements long-range plans and strategies; helps determine Division staffing requirements, priorities, and performance evaluations

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.

As the Chief Administrative Officer (CAO), you will oversee the major functions, services, and operational programs supported by and aligned under the Office of Enterprise Readiness (ERO). The Office is comprised of the Administrative Operations Division which drives, supports, and promotes various administrative functions and programs of the Secret Service to include administrative operations, vehicle lease management, personal property management, real property management, as well as procurement policy and management. You will be responsible for the overall leadership, strategic management, and annual performance in these areas and for promoting development and continuous improvement in management policies, practices, workflow and productivity, workforce skills and experience, and resource management to ensure the most efficient and effective means of support are provided in overall agency operations.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer of challenges or issues that have significant implications for the agency and work to resolve any deficiencies which directly impact the investigative and protective operations of the Secret Service. Your stewardship of ERO and its programs will require oversight of facilities and property management through several subordinate managers, who directly supervise facility and property management specialists, fleet management specialists, logistics and warehousing specialists, and support personnel in the worldwide management of Secret Service facilities and property.

The primary duties include, but are not limited to, the following:

• Oversees program planning activities for real and personal property, vehicle fleet management, integrated supply logistics and warehousing, space utilization and sustainability, and centralized procurement activities for all equipment, supplies, and services for Secret Service operations worldwide.
• Promotes the development of alternative solutions to problems arising from changes in work situations that have an impact on administrative program operations. Monitors and evaluates overall program effectiveness with a view toward efficient accomplishment of objectives.
• Represents leadership in administrative communications with internal partners, the Department of Homeland Security (DHS) and its components, the Office of Management and Budget (OMB), and other Federal agencies; defines objectives and priorities, and coordinates activities associated with administrative support functions. Develops and maintains liaison with officials from other Federal agencies as well as state and local agencies, the private sector, administrators of other related programs and professional associations, and OMB.
• Participates in policy development or revision activities; assures thorough and accurate policy and regulatory interpretations on the part of subordinate officials; and is accountable for the smooth functioning and coordination of programs under his/her authority.
• Directs short and long-range program plans and projections, oversees budget development, reviews budget forecast and justifications; conducts a comprehensive evaluation of organizational goals, objectives, achievements, staffing and equipment requirements, and organizational structure, and identifies and implements solutions to operational problems and issues to ensure the efficient and effective completion of work assignments and projects.
• Keeps abreast of newly proposed or enacted legislation impacting procurement programs, program innovations at the Federal, state, and local levels, and in the private sector. Provides authoritative interpretations, instructions, and guidance relative to all phases of readiness and administrative operation management. Provides information and guidance at meetings with senior officials of the Secret Service.

Major duties include but are not limited to the following:

1. Serves as principal advisor to the NIGC on matters relating to the overall management and control of building a diverse workforce, ensuring equal opportunities for applicants and employees and creating an inclusive workplace throughout the NIGC
2. Provides assistance to management and employees to secure and promote a diverse workforce and inclusive working environment such as: advice and direction regarding equal employment practices, recruitment and hiring, consultations pertaining to employee relations, conflict resolution, managing a diverse workforce, cultural competency and communication skills.
9. Oversees work of collateral duty specialists; plans and executes the office budget; and otherwise takes appropriate management action to properly execute the office's mission

The AO is seeking a Chief of Staff in the Department of Administrative Services (DAS). The incumbent will report to the DAS Associate Director and assist them with the oversight of services that support the federal Judiciary, including budget, human resources, facilities, emergency management, continuous process improvement, support for Judicial Conference Committees and Advisory Councils, procurement and acquisitions, financial management, accounting, physical security, appropriations liaison and analysis, and administrative information technology systems.

DAS has 500 government employees that manage programs serving 26,000 judiciary staff and 3,740 active, senior, and retired judges. DAS oversees judiciary facilities and security programs, encompassing 375 courthouses and 800 facilities and serves as the liaison to General Services Administration, the Federal Protective Service, and US Marshals Service. DAS has budgetary and fiduciary responsibility for $10 billion in annual appropriations.

The duties of the Chief of Staff include, but are not limited to:

1. Managing internal communications, planning, and preparing timely messages (e.g., memos, alerts, video content, email) from the Associate Director to the department's managers and staff; coordinating meetings with the department's senior staff and Management Network; and preparing the agenda and talking points for the Associate Director.
2. Overseeing the processing and coordination of correspondence and documents requiring the Associate Director's review; reviewing communications products for content, style, and format; and providing the Associate Director a recommendation.
3. Coordinating department-level strategic planning activities; organizing strategic planning sessions and discussions on behalf of the Associate Director; and coordinating department-wide tasks to provide input into the AO and Judiciary strategic plans.
4. Managing the department's leadership calendar; identifying key meetings, suspense dates, training opportunities, and agency activities; coordinating department-wide tasks, including collecting inputs from the appropriate offices, and developing integrated department responses for review and approval by the Associate Director.
5. Overseeing the execution of the department's decentralized salary allocations; coordinating with each DAS subunit to develop personnel plans for approval by the Associate Director; monitoring the execution of personnel funding to ensure the department remains within budget; advising the department's senior leaders regarding strategies for maximizing the impact of available salary allocations; and coordinating the development of department-wide requests for new positions.
6. Coordinating the annual performance management and performance award processes; providing guidance, deadlines, and timely reminders to the department's managers to ensure all staff have a performance plan and receive mid-term feedback and annual appraisals; and developing the final submission package for the department.
7. Assisting and advising the Associate Director on personnel matters pertaining to the department's senior staff, including preparing vacancy announcements, conducting candidate screening panels, participating in interviews, and preparing recommendations.
8. Serving as the executive champion for continuous process improvement; overseeing the Continuous Process Improvement Staff (CPIS); maturing the department's business processes; providing process improvement training to AO staff; and fostering a culture of process improvement.
9. Participating in meetings of the AO Executive Management Group (EMG); providing advisory support to the EMG, including preparing analysis, developing policy recommendations, gathering decision support materials, and providing similar support.
10. Assisting the Associate Director in overseeing the department's role in supporting seven Judicial Conference Committees and six AO advisory bodies.
11. Serving on formal and informal teams and working groups to address emergent issues, such as lapses in appropriations, natural disasters, and unanticipated emergencies; serving on the Judiciary Emergency Response Team; and ensuring DAS offices are alerted and respond in a timely manner.
12. Serving as an advisor and resource for the department's senior staff on a wide range of issues, including questions regarding AO and Judiciary policies and processes, personnel issues, communications strategies, and resources.

• Directs GAO's administrative operations, including facilities, financial management, human capital management, and information technology, to ensure they meet the agency's strategic goals.
• Collaborates daily with other members of the Executive Committee to guide and oversee GAO's strategic direction, policy development, and decision-making processes.
• Advises the Executive Committee on GAO's budget, financial management, human capital, information technology, facilities, and internal controls matters to promote effective stewardship of the agency's funds and resources.
• Oversees the development of GAO's financial management policies to promote decisions that support the agency's current and future financial stability.
• Oversees GAO's budget formulation and justification to ensure the agency's future needs are in the Congressional appropriations requests.
• Monitors the execution of GAO's budget in relation to actual expenditures to provide the Executive Committee with performance reports.
• Directs, in collaboration with the Chief Operating Officer, enterprise-wide information technology programs and services to ensure GAO's information technology investments and infrastructure meet future needs.

• Collaborates with the COO and GC to develop and implement labor management relations policies and negotiation strategies that promote a productive relationship with GAO's union(s).
• Represents GAO in contacts with members and committees of the Congress and their staffs, as well as representatives of other federal departments and agencies, state, local, and foreign governments, industry, and other segments of the private sector.
• Chairs and/or serves on internal GAO boards and committees like the Executive Resources Board, Human Capital Strategic Leadership Board, Continuous Process Improvement Leadership Board, Information Technology Investment Committee, Risk Management Committee, and the senior official for the Collaboration Assessment Resolution and Education (CARE) Program.
• Leverages the work produced by engagement teams on improving federal government operations to guide the effective and efficient operations of GAO.
