• Assists the assistant state conservationist (ASTC) and the SCE in determining the training needs of the field personnel engaged in engineering work.

This announcement is for a position as a FEMA Local Hire. Local Hire employees help FEMA respond to, recover from and mitigate hazards by performing a variety of emergency management functions which are not limited to disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial and logistical support.

Local Hires are Temporary Positions. The Local Hire Program is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature. A local hire's term of employment is 120 days. As a Civil Engineer (Highway), you will: 

1. Provide expertise on Federal laws, regulations, and FHWA policies applicable to Federal-aid highway major projects within the State DOT project development process. Manage risk and cost assessments for major projects, coordinating with Division leadership to develop mitigation strategies. Represents the Division Office and FHWA in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies for assigned program areas and in the implementation of leadership initiatives.

2. Conduct highly complex project reviews of projects in accordance with the Division’s Risk-Based Stewardship and Oversight plan. Serve as a lead for Cost and Schedule Risk Assessment (CSRA), collaborating with TDOT, consultants, and Division teams to guide project cost estimations. Review required project actions for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of cost estimates, fulfillment of requirements from the transportation planning and contract provisions.

3. Review and evaluate project studies and provide expertise on various and complex alternatives and/or modifications. Provide guidance on Project Management Plans (PMPs), Cost and Schedule Risk Assessments (CSRAs), and finance planning to ensure resource alignment. Authorize project agreements which may include: reviewing the adequacy of proposed rights-of-way clearances, NEPA, construction plans, agreements for utility and railroad work, consultant agreements.

4. Participate in and contribute to Division program management activities including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes. Evaluate project management and finance plans, ensuring all major projects have the necessary resources for successful delivery.

5. Coordinate with State officials, FHWA headquarters, and other partners to address complex project issues, often involving high-level analysis and problem-solving; advises on problems and deficiencies, prepares reports and in-depth analysis, coordinates corrective actions, reviews and evaluates practices, and shares innovative practices, procedures and technologies. Participate in assessing State programs for effectiveness and compliance.

The ideal candidate:

The ideal candidate is an experienced engineer with a background in managing large-scale, Federally funded highway or transportation projects, including oversight from planning through to completion. Strong skills in risk assessment, cost estimation, and stakeholder coordination. Expertise in complex project management tasks, including the development of Project Management Plans (PMPs), Cost and Schedule Risk Assessments (CSRAs), and financial planning. Proficient in working collaboratively with State and Federal agencies and have the political acumen to navigate complex project issues. Communication skills are essential, as the role requires the ability to convey technical concepts clearly and persuasively to diverse audiences.

• Provide technical direction, guidance and assistance to other employees assigned to assist in project or assignment completion.

As the Supervisory Chief Healthcare Engineer, the incumbent's duties include, but are not limited to:

• The incumbent has full administrative and managerial responsibilities for planning, staffing, budgeting, developing, and effectively managing the total Engineering Program.
• The incumbent functions include, but are not limited to; all planning, design, and supervision of project renovation, modernization, and construction work; safety, industrial hygiene, and green environmental management services; fleet, energy conservations services; and all maintenance and repair of building, grounds, building service equipment, and utility systems.
• The incumbent is responsible for strengthening and enhancing Medical Center engineering and operations.
• The incumbent has final decision-making authority, responsibility, and accountability on issues affecting all of Engineering Service.

• The Chief Engineer facilitates stakeholder understanding of clinic program desires and engineering, technical, facility, and infrastructure requirements and capabilities. • The incumbent position develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center.

The Chief Engineer provides an interface between the facility, the VISN, and VACO.
• The incumbent provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource (CAPRES) Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics. This position is also called upon to mentor newer engineers and help them learn the things they need to know to manage an engineering department.
