• This position serves as a Project Engineer for the Defense Logistics Agency (DLA) Energy in the Facility Sustainment Directorate's Environmental, Engineering and Property Division.
• Serves as the project engineer and construction manager directly responsible for the accomplishment of Military Construction (MilCon) and major fuels Sustainment Restoration Modernization (SRM) projects and for the assigned AOR.
• Key duties include project engineering and oversight of all aspects of DLA Energy MilCon and SRM projects from cradle to grave. SRM projects include performing the Accountable Receipt Official duties for the assigned AOR.
• Prepares point papers, conducts briefings, attends conferences and meetings, and takes all other actions necessary to complete the project on time and within the programmed budget.

• Responsible for assessing and approving project technical closure and is required to provide required documentation and support required for project financial closure in accordance with DLA policies.

You will:

• Serve as a technical and regulatory expert on CWA submissions to EPA (e.g., new or changed water quality standards, 303d impaired water lists), implementation of sections 303(c), 303(d), and 305(b) and Total Maximum Daily Loads (TMDL) of the Clean Water Act.
• Provide expert advice, coordinate with, and assist states in development of water quality standards.
• Serve as Regional contact for all water quality standards inquiries.
• Provide expert technical reviews of special water quality standards studies.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

• Operates crawler type and mobile truck cranes to move earth, dig ditches and for other operations where maneuverability if not a major problem and accuracy is not critical

• Plan and monitor construction phases to ensure compliance with applicable standards such as Unified Facilities Criteria (UFC), National Electrical Code (NEC), National Fire Protection Association (NFPA).
• Consult with construction personnel on changes or resolve issues.
• Review Contractor submittals, shop drawings, samples and material certifications for accuracy, any adjustments and/or comments.
