You will:

• Serve as a Senior Project or Program Manager by developing strategies to successfully implement program goals for site assessment, site cleanup, and redevelopment.
• Manage a variety of complex grants, cooperative agreements, and inter-agency agreements to states, tribes, local/federal governments, and nonprofits as well as EPA contracts for the assessment and cleanup of Brownfield sites.
• Support/Coordinate and conduct outreach and community involvement activities within EPA and with other entities to promote the assessment, cleanup, and economic and/or sustainable revitalization of Brownfields sites.

You will:

• Coordinate and manage Working Capital Fund (WCF) service management, including providing customer support for the Agency IT services and the WCF Data Processing activity; oversee and conduct comprehensive customer and market analysis/studies to identify, propose, and support business solutions to complex management challenges with far-reaching scope and impact.
• Assists in planning and managing delivery and acceptance of complex IT projects and applies agile methodologies for project management, including the development and use of new tools for work planning methods and tracking.

This position is located in the Office of Research and Development (ORD), in the Center for Computational Toxicology and Exposure (CCTE), in the Biomolecular and Computational Toxicology Division. The Center for Computational Toxicology and Exposure, headquartered in Durham, NC, is a scientific organization responsible for carrying out EPA’s mission to support public health and environmental decisions by providing solutions-driven research to rapidly evaluate the potential human health and environmental risks associated with exposure to environmental stressors and to ensure the integrity of the freshwater environment and its capacity to support human well-being. To accomplish its mission, CCTE conducts fundamental and applied research across a range of disciplines important for evaluating chemical safety and freshwater coastal ecology.

For human health, CCTE provides scientific leadership for New Approach Methodologies (NAMs) and innovative in vivo models to evaluate human health hazards as well as computational and advanced analytical chemistry approaches for characterizing exposure. The Center’s research integrates advances in biology, biotechnology, chemistry, statistics, and computer modeling to advance chemical safety. CCTE scientists support ORD’s mission by informing solutions to complex environmental problems by generating data and developing methods, models, and tools used for problem formulation and scoping, to analyze human health risks, and to ensure continuous progress toward intended outcomes.

The Director for the Biomolecular and Computational Toxicology Division position will require an individual with experience in NAMs to evaluate human health hazards as well as a broad range of methods and technologies for characterizing chemical impacts on biological systems. The Division Director will require an understanding in the areas of toxicology, risk assessment, molecular and cellular biology, computational modeling, and bioinformatics, which are critical fields for expanding the tools to understand the impact of chemical exposure to human health.

Specific duties of the position include, but are not limited to:

• Developing strategic plans for the Center’s research in the context of toxicology, computational modeling, and bioinformatics research.
• Exercising supervisory personnel management responsibilities as a second line supervisor across the Division.
• Overseeing the implementation of an integrated research program that applies systematic investigation of theory, experimentation, or simulation of experiments to environmental research related to the Division’s research areas.
• Developing and maintaining working relationships within ORD and with prominent scientists around the world to ensure the development and implementation of an integrated research program and to promote mutually beneficial cooperative activities and programs.
• Reviewing and approving all reports, publications and other outputs from the Division’s research programs to ensure the scientific quality of the information has had proper review for any policy-sensitive information.

The Center for Computational Toxicology and Exposure (CCTE) is a scientific organization responsible for carrying out EPA's mission to protect human health and the environment by developing and applying cutting edge innovations in methods to rapidly evaluate chemical toxicity, toxicokinetics, fate, transport, and exposure in human and ecological species and systems. To accomplish its mission, CCTE conducts fundamental and applied research across a range of disciplines important for evaluating chemical safety. Part of the mission of CCTE is to enable regulatory and non-regulatory Agency programs to integrate data from new technologies and the underlying computational, mathematical, and statistical models used to analyze the data into chemical safety decisions. The Biomolecular and Computational Toxicology Division (BCTD) of CCTE performs research to develop and advance laboratory experimental and computational approaches to rapidly evaluate and characterize the potential human toxicity of chemicals.

This position is located in BCTD and will require an individual who is a recognized expert in integrating data from new technologies and the underlying computational, mathematical, and statistical models used to analyze the data into chemical safety decisions.

Specific duties of the position include, but are not limited to:

• Providing expert leadership for the development and application of computational biology/toxicology/physical science approaches to analyze data from high-throughput in vitro assays, genomics, in vivo toxicity studies, chemical properties, and other sources to discover relevant information regarding potential human health and ecological effects of chemicals.
• Designing and conducting independent research in response to EPA’s priorities.
• Developing new insights in the field and identifying critical research and technical issues involved with computational toxicology to assist the Agency in assessing the broader research needs in computational biology/toxicology/physical science.

This position is located in the Office of Mission Support, Control Center (CC) of the U.S. Environmental Protection Agency, Office of Inspector General. The incumbent functions as an expert advisor to all EPA OIG staff on the development, coordination, and implementation of a very broad range of cross-cutting OIG resources management programs and services, such as (but not limited to) organizational resource management requirements, OIG emergency preparedness (continuity of operations program oversight/administration), and facilities/space.

Major Duties

The ideal candidate will perform the following duties:

The Center for Public Health and Environmental Assessment (CPHEA) develops human health and environmental assessments that support EPA program and regional policies and decisions.

CPHEA conducts toxicological, clinical, ecological, epidemiological, and citizen science studies to assess the impact of environmental exposures to chemicals and other stressors on healthy individuals, populations, and ecosystems, emphasizing people and ecosystems most susceptible to the adverse effects of such exposures. Within CPHEA sits the Chemical and Pollutant Assessment Division (CPAD), whose scientists develops range of fit-for-purpose human health risk assessment products based on evaluating, synthesizing, and analyzing the most up-to-date scientific information. Products include the Integrated Risk Information System (IRIS) and Provisionally Peer Reviewed Toxicity Values (PPRTV) assessments. These products are developed through interactions with EPA’s program and regional offices, other agencies, the scientific community, industry, policymakers, and the public. Once finalized, they serve as major scientific accomplishments supporting EPA’s regulations, advisories, policies, enforcement, and remedial action decisions. CPAD also provides extensive technical support to other parts of EPA and conducts research to develop innovative human health risk assessment methods (e.g., dose-response and physiologically based pharmacokinetic modeling, systematic review methods) as well as tools and models (e.g., benchmark dose modeling software). Together, the combination of assessment and the Strategic Research Action Plan (StRAP) research projects contribute to the Office of Research and Development (ORD) fulfilling its strategic goals.

This position will require an internationally recognized expert and leader with a unique combination of scientific expertise and specialized experience that merges mathematical statistical research techniques with risk assessment relevant applications in biology, epidemiology, and physical science. This is a Category B position under the agency’s Title 42 program in ORD. Appointments made under this special hiring authority are term appointments of up to five years, which are renewable. This Senior Scientist position is located in CPAD of CPHEA and will report to the CPAD Director.

Specific responsibilities of this position include, but are not limited to:

- Providing leadership to statistical multidisciplinary teams to address research and development statistical needs for conducting human health assessments. 

- Determining statistical methods and performing analysis of biological or human data to meet major human health risk assessment needs.

- Identifying cross-cutting issues and developing new and improved quantitative approaches.
