Applications are invited from suitably qualified psychologists with the experience, skills and competencies to undertake the duties and responsibilities of the above post in adult mental health. The post is primarily to provide assessment, psychological therapy and consultation for the care of service users within the Blackburn with Darwen areas.

The teams provide services to people with complex mental health needs. Psychological therapies and psychologically informed care are valued within the teams and network, and are fully integrated within mainstream adult mental health services. The post holder will be operationally managed within the teams as a core team member, while strong professional leadership works alongside operational management to support the role.

An interest in working with individuals experiencing significant levels of complexity and personality difficulties will be essential. Good team working skills are also essential, as are abilities in providing consultation / supervision to team colleagues and other psychological therapists. Skills in group approaches, or an interest in developing these, would be an asset.

The post holder will develop links with psychological therapists within other CMHTs and specialist networks. Clinical and professional supervision is provided, and a growing network of complex case fora and psychological therapy models afford excellent opportunities for the post holder to develop their skills in multidisciplinary team working and psychologically informed care.

The Cellular Pathology Department in East Lancashire provides a fast and efficient diagnostic and consultative service to hospital doctors on both RBTH and BGTH sites and General Practitioners from the designated catchment area. The histology laboratory is modern and well
equipped and centralised at Royal Blackburn Teaching Hospital. The department receives up to 35,509 surgicals and 3,297 non-gynae cytology specimens. ELHT is a major referral centre for HPB, Head & Neck and Urology cancer services and we receive major surgical resections from
these specialities. We also have active screening and symptomatic breast cancer services. Our lab receives colorectal resection specimens including specimens from polyp screening, inflammatory and neoplastic skin biopsies and gynaecological specimens. We have developed a degree of subspecialisation interests and at least up to 4 consultants cross cover each of the cancer teams.

This is a fixed term full-time post (10 PA) that the selected candidate will join into the current team of 13 WTE Consultant Histopathologists.

The post is based at Royal Blackburn Teaching Hospital.

Main duties of the role will be dissection of surgical histology specimens according to established protocols, supervised by Consultant Pathologist colleagues.

**This is a development post progressing from Band 4, Divisional Finance Advisor to Band 5, Senior Divisional Finance Advisor** Please see both Job Descriptions to ensure that you understand the 2 stages of the development post.

Applicants with relevant experience and qualifications will be considered for the Band 5 Senior Divisional Finance Advisor Development Role (Stage 2).

The post holder will assist the Head of Financial Management (HoFM) and Deputy Divisional Finance Managers (DDFMs) in the provision of sound financial information to the Senior Finance Team, Divisional budget managers and other stakeholders.

The post holder will ensure that all work is completed, either directly or by staff under their supervision, in line with both local & national timetables and the Trust’s Standing Financial Orders and Instructions.

The post holders will be assisting in the provision of a management accounting service to the Trust’s Divisions. This will involve ensuring that all financial information relating to these Divisions is correctly processed. The post holders will also provide effective financial support and advice to the Divisions
• Producing and assisting in the development of accurate monthly budgetary and associated information
• Reporting to the Divisional/Deputy Finance Manager upon the monthly performance of a range of designated budgets highlighting any significant movements.
• Advising, supporting and being a point of contact to budget managers within the Trust.
• Providing accurate advice and detail in relation to ESR and act as a point of contact to the Department.
• Assisting the DDFM and other Senior Divisional Finance Advisors with internal training.
• Support Innovation and the Finance ‘Continuous Improvement’ Agenda in day to day working.

Key Responsibilities

Produces, agrees, and oversees delivery of highly complex risk-based digital
plans with allocated clients/assignments that are designed to produce sufficient assurances to fulfil the requirements of the Head of Internal Audit Opinion on the effectiveness of internal control.
• Actively identifies, defines, and delivers/oversees the highly complex advisory assignments and services specific to the needs of clients with a view to increasing and securing income from such activities.
• Manages the planning, conduct, output and opinions for highly complex digital assurance, consultancy, and services for allocated clients/assignments within agreed deadlines, budgets, and quality standards.
• Operates as budget holder for allocated advisory assignments and services i.e., a discrete set of services, requiring the planning and organizing of complex activities and programmes, often extending over multiple years,to ensure income is recovered, costs contained and outputs delivered. Often these budgeted plans need to be adjusted on an ongoing basis for reporting to Audit Committees as priorities shift.
• Manages and develops the key relationships with allocated clients, particularly the Chief Information/Digital Officer, Chief Clinical Information Officer, Chief Nursing Information Officer, Senior Information Risk Owner, Data Protection Officer, Caldicott Guardian as well as other senior digital staff.
• Provides highly complex advice to allocated clients, either directly or through colleagues, on technology/digital risk, either current or emerging, in the context of care, service and business activities.
• Responsibility for ensuring allocated plans are incorporated into the overall planning of resources and commitments for the function. Plans and organises the work schedule for allocated staff to ensure weekly, monthly, quarterly, and annual timetables are delivered particularly with regard to Audit Committee deadlines.
• Personally, conducts a range of highly complex and highly technical assignments for reporting to senior management and relevant committees. This will often involve significant research and development activity. Conducts research on behalf of the function, MIAA and the wider community to develop and pilot approaches to emerging areas.
• Makes recommendations as appropriate often involving significant proposed changes to working practices and procedures, often involving the adoption of new technologies, following policy implementation across multiple areas and NHS organisations. These routinely will involve contributing to service redesign and providing benchmarking information.
• Undertakes highly complex systems reviews that conclude upon the effective management of digital risk.
• Responds to, and often anticipates, queries from clients, which may be of a
sensitive and confidential nature, and investigates and reports as necessary to the satisfaction of the client. These queries may relate to highly complex issues requiring a detailed understanding of complex client risks, digital systems regulation, and legislation as well as complex digital infrastructures and threats.
• Routinely directs the work of junior team members, contractors, and other staff within the function.
• Builds effective client relationships across the function’s clients and internally.
• Adheres and contributes to the continuous improvement philosophy to ensure we continue to provide a valuable service focused upon client’s needs.
