• Provide oversight and monitoring of overall costs, control, adherence to schedules and technical quality of work within Desktop Management and User Support/Computer Refresh Program.
• Oversee coordination of internal and external resources, ensuring IT projects remain within scope, on schedule, and within the defined budgets, in collaboration with project staff from various functional departments on a daily/weekly basis.

• The incumbent coordinates SNPLMA-funded projects for the Federal, state, and local government agencies, and non-governmental organizations.
• Provides independent leadership, direction, advice, assistance, and guidance as necessary to complete projects in accordance with the SNPLMA Implementation Agreement and Appropriation Law principles.
• Coordinates and provides project nomination preparation assistance and guidance.

Incumbent typical work assignments may include the following:
- Serves under the supervision of a Deputy Director, responding to direction from the Director, and performing as a one-stop resource for state and local officials in delivering technical and financial assistance to Defense-effected areas as they seek to respond to changes arising from Defense activity.
- Coordinates closely with the appropriate Program Activity Lead to manage project and grant activities to adjust civilian economic activity while supporting the DoD local mission.
- The incumbent is responsible for learning and understanding relevant state and local economic development and adjustment needs; advising and assisting local efforts to organize, plan, and implement complex activities to respond to economic disruptions to the local economy; managing and administering policies, and procedures related to economic adjustment support for communities; and correlating the availability of other Federal Agency or private sector resources with the needs of specific communities; coordinating and supporting the preparation of grant applications.

You will:

• Serve as a technical/programmatic authority in providing expert advice and assistance to state, local and/or tribal governments and non-profits to help facilitate assigned environmental protection program development within states/municipalities/tribes.
• Serves as a primary senior staff authority and coordinator to develop and implement stakeholder/EPA partnerships for environmental protection programs; negotiate, facilitate, create, and evaluate state specific agreements.
• Manage grant, cooperative agreements and/or interagency agreement (IAGs) activities related to the initiation, administration, and/or close-out of very complex, difficult, or novel grants, cooperative agreements, and/or interagency agreements, including responsibility for monitoring performance.

• You will provide consistency and high quality documentation for planning projects for all customers in the geographic area of responsibility.

What you’ll be doing as a Senior Project Manager

- Take accountability for governance compliance and internal/external stakeholder engagement, throughout the lifecycle of the project leading to a smooth transition into operational business.
- Support the definition of solutions to meet the project objectives and be responsible for preparing a clear business case.
- Develop the best procurement strategy for the project and oversee the specifications and contract documentation production.
- Develop a strategy for obtaining any required third-party consents, highlighting program and project risks relating to the consents required.
- Effective liaison with the relevant town planning authorities and key internal and external stakeholders to ensure smooth running and timely project delivery.

What you should bring to the role

- An engineering or other relevant degree and chartered status with either a post-graduate business or project management qualification.
- Be of a technical-based mindset.
- Broad utility industry and business knowledge with prior involvement in delivering major complex projects (up to £100m in value) within a regulated infrastructure environment.
- Knowledgeable in managing contract specification preparation, tendering, and tender evaluation processes with experience in negotiation.
- Demonstrate your capability with risk-based and analytical decision-making.
