Incumbent typical work assignments may include the following:
- Serves under the supervision of a Deputy Director, responding to direction from the Director, and performing as a one-stop resource for state and local officials in delivering technical and financial assistance to Defense-effected areas as they seek to respond to changes arising from Defense activity.
- Coordinates closely with the appropriate Program Activity Lead to manage project and grant activities to adjust civilian economic activity while supporting the DoD local mission.
- The incumbent is responsible for learning and understanding relevant state and local economic development and adjustment needs; advising and assisting local efforts to organize, plan, and implement complex activities to respond to economic disruptions to the local economy; managing and administering policies, and procedures related to economic adjustment support for communities; and correlating the availability of other Federal Agency or private sector resources with the needs of specific communities; coordinating and supporting the preparation of grant applications.
- The incumbent may also be responsible for the construction of improvements and application of Federal interest policies and procedures.

You will:

• Serve as a technical/programmatic authority in providing expert advice and assistance to state, local and/or tribal governments and non-profits to help facilitate assigned environmental protection program development within states/municipalities/tribes.
• Serves as a primary senior staff authority and coordinator to develop and implement stakeholder/EPA partnerships for environmental protection programs; negotiate, facilitate, create, and evaluate state specific agreements.
• Manage grant, cooperative agreements and/or interagency agreement (IAGs) activities related to the initiation, administration, and/or close-out of very complex, difficult, or novel grants, cooperative agreements, and/or interagency agreements, including responsibility for monitoring performance.
• Manage special projects and lead ad hoc teams.

  Direct the work of other staff in agreement negotiation; monitor compliance of agreements; negotiate funding levels for recipient needs. Determine specific program goals and objectives; identify resources; propose specific methods and approaches, schedules and milestones.

You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

• You will provide consistency and high quality documentation for planning projects for all customers in the geographic area of responsibility.
• You will provide technical direction for all services provided by the various directorates at NAVFAC SW, Assistant Regional Engineer (ARE) staff or Public Works Team with the main focus on planning-related issues.
• You will establish the project scope and criteria based on general policies and directives.
• You will approve changes to criteria or procedures when appropriate and may deviate from traditional methods in order to accomplish assigned duties.
• You will evaluate architecture and engineering construction projects to recommend and implement initiatives for improvements.
• You will compose technical reports for management providing updates on the status of master plans.
• You will develop and maintain project criteria, schedules, and budgets in conformance with project and customer requirements.

• You will coordinate and assign workload responsibilities to staff to prepare plans, reports, presentations or other documents that define, evaluate and/or recommend alternatives for customer, leadership or management review and action.
• You will plan work to be accomplished by subordinates, advise, counsel, or instruct employees on both work and administrative matters, hear and resolve complaints from employees.
• You will provide day to day oversight, planning and prioritization in managing the construction, repair and maintenance requirements of the installation through management of the Maintenance Execution Plan (MEP).
