Major Duties:
- Supervise subordinate Civilian Pay Technicians who serve as local technical payroll experts.
- Set and adjust short-term priorities and prepare schedules for completion of work as necessary.
- Promote career development by ensuring training programs are available and completed.
- Evaluate performance; interview and recommend selections and appointments.
- Investigate and respond to grievances.
- Develop resolutions/solutions to unique or regular and recurring payroll errors based on recommendations from subordinate Civilian Pay Technicians and/or review of reports or other pay related documents and/or issues that commonly arise.
- Handle and assist subordinate Civilian Pay Technicians with the most complex payroll actions.
- Work independently to investigate and resolve the most complex and sensitive payroll issues.
- Gather all information, interpret and take meaningful action on transactions that lack specificity at times due to system interfaces and/or updates or tax changes that require additional in-depth research.
- Trace errors involving correction of pay covering long periods of time, requiring extensive research to identify and resolve pay issues.
- Identify if long term errors show trends and provide data, recommendation/solution and potential training to all positions involved in regular and recurring errors.
- Resolve problems, when necessary, referred or received by other external offices or employees (including garnishment questions, child support inquires, questions from Office of Workers Compensation Program (OWCP) bank discrepancy questions and paperwork from unemployment offices).
- Carry out special projects, and assign part of the project to subordinate CPTs, which require research and thorough knowledge and application of civilian pay statutes, provisions, operations, and guidelines.
- Complete and/or review subordinate CPT detailed spreadsheets and processing of DCPS master records that include calculations for every employee impacted by error and work toward reduction and elimination of similar future problems by conducting reviews, training and/or developing local guidance.
- Establish and develop, or review development of, instructions or Standard Operating Procedures (SOP)s for subordinate CPTs and VAMC staff resulting in proper timekeeping and accurate pay.
- Ensure subordinate CPTs take the lead on all follow-up actions such as redirecting how timecards should be posted, procedures to avoid late approvals and timely processing of separated employees to avoid bill of collection.
- Assist subordinate CPTs in routine and non-routine payroll duties.
- Ensure subordinate CPTs run daily reports to ensure all facility employees' pay is correct and that they're regularly monitoring all reports to ensure consistency and any errors are resolved based on well-established procedures.
- Regularly pull payroll reports to review/monitor, interpret/isolate errors and identify systemic issues/trends or areas where subordinate CPTs, HR staff or overall systems and/or guidelines need to improve.
- Spot check subordinate CPTs customer service timeliness and appropriate/accurate responses via various means such as complaints, feedback, email and meetings.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
