In addition, leading a team of caretakers, responsible for all aspects of their line management, including: overseeing and supporting their training and development, conducting of regular one to one supervision meetings and assessment of health and wellbeing, health and safety compliance, performance, conduct and sickness absence management, in accordance with Council policy and procedures.
You will be responsible for monitoring and taking corrective actions of services associated with estate management functions, such as waste and recycling, grounds/greenspace maintenance, communal repairs and estate lighting.
You will be required to work collaboratively and develop strong working relationships with other teams and partner agencies, such as refuse, repairs, new build and project teams, tenancy management, community safety, police etc.
You will also work closely with residents and resident groups to ensure their enquiries and requests for service improvements are met (in so far as is reasonably practicable).
You will also be required to work weekend - approximately 1 weekend in 10, for which an additional enhancement will be paid.

Management and Supervision
To manage a dispersed team of caretakers, (including the supervision of mobile relief and agency caretakers as required), to ensure they deliver a high quality and responsive service on our estates. This will include (but is not limited to): dealing with induction and probation of new starters; allocation of work and setting clear targets; conducting and supporting training and development; conduct of regular one to one supervision meetings and quality conversations; assessment of their health and wellbeing; compliance with Health & Safety at work; performance, conduct and sickness absence management, ensuring that corrective action is taken where appropriate in accordance with Council policy and procedures; keeping accurate staff management records.
To be a motivational leader - coaching, inspiring, supporting and guiding your team to achieve their personal and service objectives, encouraging a strong team working and resident focused culture.
To develop a thorough knowledge of caretaker tasks and frequencies, Council HR procedures and relevant legislation and be able to implement these.
Effectively manage performance, analysing inspection reports as well as resident and Member feedback/complaints, to address areas of concern.
To ensure that appropriate staffing levels are maintained at all times.
To ensure caretaker lodges and welfare facilities are compliant with relevant health and safety regulations. This includes reviewing records of inspections, working collaboratively with H&S colleagues and dealing with any concerns to satisfactory completion.
To ensure caretakers order the appropriate levels of cleaning materials and equipment, ensuring Health and Safety legislation is observed, and they have adequate supplies and PPE to carry out their duties.
To provide caretaker supervision on a rota basis at weekends.
To assist as required in the measurement of caretaker workloads.
To have oversight of accurate records relating to caretakers storage and maintenance of machinery, materials and equipment.
Have an oversight of audit records for caretaker stores.
Service Delivery
To regularly inspect and monitor the estate services within the management area including estate lighting, horticulture, communal repairs, waste collections, play areas, sports pitches and garages, ensuring the services provided are meeting the highest possible standards of safety, security, cleanliness and overall appearance. The frequencies of these inspections will be determined by Estate Services Area Manager and by procedural requirements. Inspections should be conducted with due regard to tenant representatives and Members involvement as required, with follow up remedial actions to be raised and tracked to completion.
To ensure health and safety related tasks, including fire safety inspections and fire risk assessments actions are conducted and completed within target times and associated records are updated on management systems. Working closely with Corporate and Neighbourhood H&S colleagues.
Ensure the effective identification, ordering and tracking to completion, of all communal repairs, including urgent H&S and emergency repairs; post inspecting to ensure quality standards are met.
To respond to emergencies and to provide assistance to affected residents, the emergency services, utility companies etc. taking the necessary measures to minimise inconvenience and protect the council’s property from damage.
To work collaboratively with the Tenancy and Community Safety teams, Police and Special Project Teams to help address anti social behaviour on estates. To keep residents updated regarding the actions taken by estate services to assist in the resolution of ASB issues.
To liaise with Tenancy Management on matters relating to the general tenancy conditions including any breaches such as subletting, fire risks, hoarding, complaints.
To be proactive and work in partnership with the Community Development Team and other agencies to help develop and promote resident participation, consultation and community development, with the aim of meeting the needs of tenants and the local community.
Collaboratively working with other Council teams and partner agencies when dealing with multi-faceted or complex issues, in order to obtain the most effective outcomes for our residents.
To act as the link with Tenant Management Organisations, to ensure that all parties to the Management Agreement are aware of their responsibilities and are carrying them out effectively.
To liaise with Tenants and Residents Associations (TRAs), leaseholder groups, Tenant Management Organisations and other recognised bodies, on matters relevant to the estate. This will also involve attendance and active participation at residents meetings, some of which will require your attendance in the evenings.
To carry out periodical joint inspections of all estates within your management area with TRAs, ward Councillors and managers.
To present your ideas for service improvements, assisting with the development and implementation of new policies, procedures and written guidelines.
Develop a thorough local knowledge of the communities and neighbourhoods we serve and use this knowledge to help in the shaping of services and improvements that best meet the needs of our residents/communities.
To make recommendations for the improvement of communal areas and estates grounds, liaising with appropriate staff as necessary and seeking opportunities through various funding streams.
To provide well-composed, factually and grammatically correct responses, within target timescales, to correspondence from residents and their representatives, councillors, MP’s etc. on matters associated with estate services.
To provide concise, factually correct and polite responses to verbal enquiries from Council staff, residents and other agencies.
To produce estate development plans, including your proposals for improvement. This will be in consultation with TRA’s, residents and internal/ external agencies.
To maintain your own estate performance reports, keep accurate records for all areas of your work and produce these when required by management.
To use the agreed IT systems provided for recording information in relation to caretaking and fire safety inspections and other work streams as required, including any new IT systems as introduced.
To undertake other duties commensurate to the grade of the post as directed by management.
