About the Role


For the Senior Planning Enforcement post, this is a 12 months fixed contract to provide maternity cover. You will be responsible for continuing the case work of the Senior Planning Enforcement Officer and responding to new enquiries into the Council. You will be expected to be able to arrive with the experience to deal with casework from complaint to conclusion, that includes complex and contentious casework.



You will have gained experience in informal and formal enforcement matters, including preparing and issuing Notices, prosecutions and appeals. You will be ambitious for new opportunities and want to work as part of dynamic and friendly team to meet the Borough’s ambitions. You will be capable of managing a caseload of planning enforcement cases with good people, organisational and writing skills and a keenness to learn and expand your experience and be able to make an immediate contribution to the team.

Candidate Profile


It is desirable for the candidate to have a First degree or equivalent that would allow entry onto RTPI accredited postgraduate degree, a good understanding of current issues and developments affecting planning, regeneration and local government in London; An understanding of main central government and development plan policy issues including development management legislation. From a planning enforcement perspective, you will need a good understanding of the operation of local government, experience of providing a support function to a Planning Service and to provide an effective and responsive planning enforcement services on a mixed caseload of breaches, including large, complex and specialised types and issues and drafting serving enforcement notices and giving evidence in court. Appeal experience for written representation and hearings procedure is desirable.


You will have gained a good level of experience in investigations, working effectively in a team and independently as well as being able to manage your time and to be able to proritise casework. You will need to demonstrate competence in customer care and have the ability to work effectively under pressure and handle stress. You will be a logical thinker with attention to detail and ability to analyse and weigh complex issues and achieve a quality / quantity balance. You will also have gained a good proficiency in general IT skills, including database management and Electronic Data Management (EDM).


The successful candidate will be able to display a good level of ability in letter writing; in writing clear reports on a wide range of planning issues, exhibit a clear and comprehensible writing style in line with Plain English principles.

Your verbal communication skills will be effective in difficult situations and to be able to demonstrate a good level of proficiency in negotiation with clear listening, questioning and reasoning ability. The role will develop your abilities in assertiveness in seeking to resolve cases and you will need to demonstrate effective presentation skills. This will include the ability to speak with confidence and accuracy, using accurate sentence structures and vocabulary; Ability to choose the right kind of vocabulary for the situation in hand without a great deal of hesitation; Ability to listen to customers and understand their needs and the ability to tailor your approach to each conversation appropriate to the customer, responding clearly even in complex situations.


The role also will requires assisting the Planning Enforcement Manager and to positively support the enforcement team as a whole in the delivery of this service.

Senior Project Administrator - one year fixed-term contract

We are seeking an enthusiastic individual to join our client's well-established, ever-growing team to assist with the effective delivery of working groups projects. This is a one year fixed-term contract, with every possibility to go permanent for the right person. You will be responsible for the planning and organising of project meetings, ensuring timelines are met and publications sent out on schedule, as well as taking minutes and distributing them, sending out of surveys for feedback, planning subsequent meetings and invites - this is a busy and varied role with often tight deadlines to meet.

FM Conway is currently searching for a Project Manager Apprentice to join our Structures division based at our head office in Sevenoaks. This is a full time, permanent role, offering full training and a clear career pathway. As part of your role, you will complete a Level 4 in Project Management.

As our Project Manager Apprentice, you will work in a supported learning environment to develop the skills and knowledge required to complete a Project Management Apprenticeship. You will work as part of the Structures team on various construction projects gaining knowledge and experience in a variety of areas of the industry. The role supports you with practical experience, educational learning and support attaining further professional certificates or memberships.

The duties of the Project Manager Apprentice Role will include:

-Pursuing your studies to gain the knowledge, skills and behaviours of a Project Manager

-Attending internal training diligently and playing a lead role in your upskilling and development in the workplace

-Assisting in planning, coordinating, and overseeing construction projects from inception to completion, under guidance of a project manager

-Working with the Project Managers to develop your skills on software to a proficient standard (e.g. InnDex, iCON)

-Working with Project Managers to develop the essential skills required to manage construction projects, including budgeting, scheduling, resource allocation, and ensuring compliance with safety and quality standards

What skills and experience do you need?

We are looking for candidates who possess excellent relationship-building skills, are self-motivated, show initiative, and are resourceful. It is essential that you have a minimum of 48 UCAS points.

Our prestigious client, based in Dover, is seeking a Utilities Infrastructure Project Manager. You will project manage a range of engineering infrastructure projects, both large and complex in nature, spanning multiple utility disciplines (water & waste water, and HV/LV) and of a smaller scope and complexity, aligned in the delivery of the Capital Investment Plan. The projects will be delivered in a live operational environment and will require a collaborative approach to be adopted between the Project Manager, Framework Consultants/Contractors, Construction Contractors, operational teams and multiple stakeholders

The purpose of this job is to ensure that the projects are successfully managed through their complete life cycle, have a solid strategic objective, scope, commercial/procurement plans and suitable resource plans, which are developed in a collaborative manner across stakeholder groups. Effective collaboration with supply chain and other stakeholders and technical competence in the design and build process are essential.

You will be service minded and have a strong customer focus, being at the forefront of customer service delivery, both internally and externally. This role forms part of a wider team focusing on the delivery of the Capital Investment Plan and operates within the Engineering Department.

To apply, you should possess the following:

• Ideally hold a BSc/BEng or above in appropriate related technical discipline (Infrastructure/Civils/Civils bias MEICA) or equivalent
• Project Management Qualification from APM (APM PMQ) or alternative relevant professional organisation or demonstrable project management experience and a willingness to progress towards MAPM and the APM PMQ
• Proven recent experience (minimum of three years) of managing and delivering utility based infrastructure projects from inception through to feasibility, design and implementation to project completion/handover, utilising the NEC3 and/or NEC4 suite of contracts
• Ideally you will have a proven track record in: working collaboratively with Contractors, Consultants and other Stakeholders; producing NEC contract documents and ITT packs including the project Scope, Works and Site Information for subsequent Tender; fulfilling the role of the Project Manager as defined under the NEC suite of contracts - Self managing multiple construction projects simultaneously; producing work/product/cost breakdown structures and maintaining project programmes; the ability to review and understand CAD drawings and technical specifications
• Demonstrable understanding of CDM2015 regulations and relevant Health & Safety legislation
• Demonstrable knowledge in relation to at least one primary utility discipline and relevant current knowledge of the appropriate technical/industry standards
• Good user skills in MS Office 365 and MS Project
• Full UK driving licence and use of own vehicle
