The selectee will serve as a Personnel Security Specialist in the Office of Security, Personnel Security and Vetting Division. Typical work assignments include:

• Performing security duties as it relates to the Personnel Security Program. Providing technical assistance to applicable stakeholders regarding personnel security (i.e., security questionnaires, accounts, and verification/validation and resolution of personnel security clearance issues).
• Assisting with organizing and prioritizing voluminous amounts of information in a systematic approach by identifying information in an effective and efficient manner. Assisting senior specialists in maintaining accurate class rosters and supporting the Personnel Security Program.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). As a Personnel Security Specialist, you will:

• Review, screen, and evaluate reports of investigations conducted by National Background Investigations Bureau (NBIB), Federal Bureau of Investigation (FBI), Office of Personnel Management (OPM), Defense Security Service (DSS), and other Government agencies, as well as other information relating to security clearance and eligibility for a security credentials.

A Supervisory Security Specialist:

• Manages and provides leadership and oversight for a variety of regional Divisional programs, to include, security, and HSPD-12.
• Serves as liaison and technical advisor to agency officials. Responsible for coordinating and ensuring uniform implementation of national strategies and standards, related to security (personnel, physical, industrial and information) and HSPD-12 programs, in direct support of organizational leadership, to include all agency Staff Offices and Services.
• Participates in the development and implementation of work measurement systems, establishes long-range program goals and monitors measures and results.
• Develops collaborative relationships with regional and national level directors, heads of the organization's business lines, and other agency officials.

PSOB Act Analysis, Advice and Guidance

Addresses complex legal issues while providing counsel to the BJA Director and the PSOB Program. Prepares administrative decisions, reports, legal briefs, opinions, and other documents related to PSOB legal matters. Participates in the drafting of legislation and regulations. Provides legal guidance to support the program's policies and procedures.

Reviews proposed legislation and regulations to assess their impact on the PSOB program and drafts memoranda and guidance accordingly. Makes recommendations based on feedback from the PSOB Program and assesses the legal implications of the proposed legislation. Suggests alternative language, as appropriate.

Coordinates the work of the PSOB's Legal Counsel's Office, and establishes clear project goals, systems, and methodologies to enhance the legal review process, case tracking, communications with the PSOB Office, work assignments, and timely case processing. PSOB Claims Review

Reviews claims filed under the PSOB Act and provides well-reasoned and thorough legal advice.as to legal sufficiency of determinations. Provides advice, support, assistance, and direction to all BJA personnel in evaluating what evidence or information may be necessary, desirable, or relevant to such processing or adjudication, and in obtaining such evidence or information, including from state, local, and federal agencies, as well as private parties, and including, as appropriate, through the use of administrative subpoenas. Ensures that the language of claim determinations is legally sufficient in articulating legal and factual grounds of the decision.

Oversees and manages the process initial level legal review of claims, provides legal guidance to independent hearing officer reviews of claims, and drafts of final agency determinations of claims. Trains legal personnel assigned to the program. Performs legal research in connection with issues that arise in particular claims and advises on relevant federal laws and regulations, DOJ rules and policies, and other laws that may be implicated by claims.

Supervision

Provides administrative and technical supervision necessary for accomplishing the work of the PSOB Legal Counsel's Office. Assigns, reviews, and supervises work of legal staff, provides guidance and training, manages staff performance, recruits and recommends action regarding hiring, and addresses personnel issues. Develops work plans, sets performance goals, and ensures team objectives are met in alignment with organizational priorities. Formally evaluates employee performance and resolves informal complaints and grievances. The Personnel Security Specialist is responsible for the day-to-day activities of the Personnel Security Program. The position is very confidential, complex, and highly sensitive nature. The incumbent has responsibility of the Personal Identity Verification Program (PIV) which is a Government-wide identification standard for secure and reliable identity credentials issued by the Federal Government to its employees, contractors, affiliates, and volunteers. The PIV Program is required by Homeland Security Presidential Directive (HSPD) 12 and outlined in Federal Information Processing Standard (FIPS) 201-2.

Duties include but are not limited to:

• Conducts security and suitability adjudications related to background investigations
• Reviews completed suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations
• Determines the impact of potential adverse or derogatory information; exercises personal judgement and discretion to evaluate the nature of information received and recommends or takes appropriate action
• Maintains liaison with local agencies (police, criminal investigators, etc.,) to ensure timely record checks are conducted on personnel
• Notifies employees in a timely manner of requirements for initiation of periodic reinvestigations
• Ensures the personnel security program and the PIV program are in compliance with regulations
