Quality Manager is responsible for developing, establishing and maintaining quality assurance programs, policies, processes, procedures and controls ensuring that performance and quality of products conform to established standards and agency regulations.

• Provide Quality Engineering leadership in direct support of manufacturing.

• Management and development of Quality Engineers, Supervisors, and/or other Quality employees.

• Provide Quality Engineering guidance and leadership to department and organization.

The Volcker Rule Office (VRO) is Citi’s first line function that manages our ongoing firm-wide compliance with the Volcker Rule. Responsibilities include the design, operation and oversight of the central proprietary trading and covered fund control framework required to ensure Citi has a reasonably designed program for compliance with the Volcker Rule. Working closely with the businesses, ICRM, Legal, Finance and Risk, the team is responsible for the design and operation of key Volcker controls for the firm including, but not limited to, Reasonably Expected Near Term Demand (RENTD) analysis for limit setting, Trading Mandates, Risk Mitigating Hedging controls and Metrics reporting to the Volcker Regulators. • Prepare monthly MIS pack for monthly DQ Forum. Highlight the achievements and headwinds faced during the year and tracking to prescribed goals

• Assist with the closure of issues related to anomalies in the trade/risk/position/P&L data

• Host month end metrics reviews call with desk stakeholders. Document any open issues and oversee them to resolution prior to month end deadlines

The Compliance Business Control Officer (MCA Coordinator) reports to a Business Operational Risk Manager (MCA Lead), who is aligned with our business partners and one or more business Assessment Units to help appropriately manage risks arising from our products, services, and business operations. •    Strong knowledge of cloud platform (e.g., AWS, Azure, GCP) and cloud security best practices

Shift:

Hours Per Week: 

• Establish Project Quality System, implement and maintain in accordance to Singapore standards application to BCA for CONQUAS Assessment and provide framework to achieve the score
• Asses the implementation of the Quality Plan and Quality Control Plans on site
• Ensure the project QA/QC plan follows specification and contract requirements
• Coordinate with quality inspections with all the site subcontractors and vendors coordinate all non-destructive testing on site
• Review and prepare reports on Authority inspections (RI inspection, BCA TOP inspection etc)
• Distribute relevant QA/QC documentation to site subcontractors
• Verify the quality related site activities are in accordance with the applicable codes and standards
• Participate in the site internal and external site audits
• Coordinate all the quality site inspections through the site QC inspectors
• Ensure all quality control documentation is compiled and competed for as-built hand over through the QC turnover engineer
• Control all nonconformance reports and undertake remedial action
• Compete site quality control instructions and action remedial responses

YOU WILL:

· Plan, develop, automate, and execute test coverage across an entire range of services: web, API, data and platform.

· Work with the project/ engineering teams to create a test-driven engineering culture that drives measurable improvements in quality for various software products/ projects.

· Work with engineering, support and business owners to triage quality issues.

· Manage outsourced QA/ testing suppliers to deliver the desired outcome.

o Create test scenarios based on business requirements and project goals.

· Execute quality testing:

o Execute manual and automated tests to verify the functionality, reliability, and performance of software applications.

o Implement automated test cases and codes for quality testing to enhance test efficiency and coverage.

YOU HAVE:

· A degree in Computer Science/ Studies/ Engineering or Information Systems or equivalent.

· Passion in software system quality and reliability.

· Experience designing, automating, and maintaining automation tests for acceptance, functional, and regression test cases.

· Experience creating test plans, implementing test automation, performance, and stress testing, implementing.

· Minimum 3 years of working experience as a Software Test Engineer or similar role.

· Proficiency in manual and automated testing techniques.

· Experience with test automation frameworks and tools (e.g., Selenium, JUnit, TestNG).

· Experience with performance testing tools (e.g., JMeter, LoadRunner).

· Excellent analytical and problem-solving skills.

· Strong communication and collaboration abilities.

This role is part of the COO Operations & Technology Transformation team. The COO organization is leading the most critical regulatory & transformation efforts for Citi's CEO, influencing the strategy & direction of Citigroup.

As an Operations and Technology Quality Control Specialist, the role will execute the quality control process by assessing the attributes of risk identification, risk mitigation, root cause analysis, controls design, controls implementation, and controls testing for the technology and operations regulatory commitments.

Excellent communication skills required to influence a wide range of users. Strong Technology Risk Management experience and expertise is required. Prior experience in 2nd or 3rd Lines of defense in the Technology Risk Management or Technology Audit are highly desired for this 1st Line of Defense role.

In-depth knowledge of the industry and peer institutions products/services is highly preferred to contribute to the objectives of the functions. The role requires a thorough understanding of strategic direction of the function within the larger COO organization, combined with a solid conceptual/practical grounding in both the function and/ or area of expertise.

Key Responsibilities:

• Conduct the quality control of the regulatory commitment deliveries aimed to remediate the Consent Order.
• Remain aligned with the remediation efforts of the technology commitments and escalate any risks or issues to the Quality Control Lead.
• Conduct thorough assessment of technology risks and controls aligned with the remediation of regulatory commitments.
• Maintains the SharePoint site for the O&T Transformation Quality Control Team and ensures compliance with the standards and procedures on documentation and tracking.

• Expertise in Technology Risks and Controls and works with colleagues in other areas of Risk Management, Data, Business and Functions and Compliance/Audit to assure appropriate management of identified risks.

• Identifies emerging risk themes across the Technology Plan design and execution.

• Develops processes for data gathering/consuming and sharing emerging threats.
• Partner with Business Functions and Technology Quality Control teams to perform Design Effectiveness Assessments throughout the lifecycle of the Regulatory Commitments.

PERSON SPECIFICATION

Qualifications:

• 7+ years of experience in a complex, financial organization, with particular focus on Technology Development, and/or Risk & Control and/or Operational Risk Management and/or Technology Audit
• Strong understanding of the Software Development Life Cycle (SDLC) best practices, risks, and controls
• Risk & Control experience in business operations and/or technology programs of a financial organization strongly preferred.
• Experience in complex business transformational programs
• Familiarity with Technology Risk Management process including identification, assessment, reporting and monitoring of Risk.
• Understanding of Quality Control or audit process and best practices for review of large transformational or technology programs
• Proven ability to act independently, work quickly and with careful attention to detail, juggle multiple priorities and thrive in a varied, fast-paced environment.
• Proven ability to work well under pressure and within tight deadlines.
• Proven ability to communicate effectively, drive consensus, and influence relationships at senior levels.
• Bachelor’s degree required. Master’s degree preferred.
• Certifications like CISSP, CRISC, CISA, CISM, GIAC, CCSP etc. are highly preferred.
