One position is in the division's health market studies unit. Analysts in the unit conduct research to inform the Congress about the budgetary and economic effects of health policy. The unit's work focuses on topics such as federal spending in the Medicare program, enrollment and payment in Medicare Advantage, utilization of services by people with commercial insurance, and dynamics in the markets for health care services and insurance.
The second position will be in the unit within the Health Analysis Division that is most aligned with the candidate's areas of expertise. The division has two units in addition to the health market studies unit: the health policy studies unit and the health insurance modeling unit. Analysts in the health policy studies unit focus on issues related to preventive health services, mental health, the development of new medical technologies, and pharmaceutical innovation. Analysts in the health insurance modeling unit maintain the health insurance simulation model and examine issues related to the coverage decisions of the non-Medicare population.

• Employs current, in-depth knowledge and understanding of mission and project requirements, as well as a thorough understanding of the Director's goals and intent to orchestrate the critical, complex, and sensitive preparation and analysis of administrative documents and processes for OSP. Speaks on behalf of the Director regarding assignments.
• Based on expert knowledge of the National Strategy for Preventing Veteran Suicide (NSPVS)and all lanes of effort to support its implementation across the enterprise, ensures all action suspense items are triaged appropriately to the required subject matter expert (SME) within the office for prompt response; this includes knowledge and awareness of current and proposed suicide prevention legislation, active Office of Inspector General (OIG) and Government Accountability Office (GAO) reviews of VA's suicide prevention and national policies related to suicide prevention.

• Resolves administrative problems related to action/suspense items for the Director with limited input or supervision by analyzing the problem and available information. Determines when escalation of an issue to leadership is necessary, and then communicates the issue and recommends a solution.

Major Duties may include, but are not limited to:

• Oversees and manages the National Research Advisory Council (NRAC) and its activities, including preparation of committee materials, ensuring items are reviewed by appropriate personnel, and ensuring all outstanding issues related to NRAC management are resolved in a timely manner.
• Serves in an advisory capacity to ORD Senior leaders, ORD administrative stakeholders, NRAC committee members, the NRAC Chairperson and others on issues related to the NRAC, research federal advisory committees, and carrying out the ORD mission.

In this position, you will provide medical expertise in support of the FEMA mission to help people before, during and after disasters. Typical assignments include:

The Occupational Health Nurse will provide emergency assessment, diagnosis and initial treatment of injuries or illnesses. The nurse also administers life-saving procedures including cardiopulmonary resuscitation and other first aid procedures and provides information on health related issues. 

Major Duties Include:

Occupational Health Nurse Services

• Providing health care maintenance, diagnostic and therapeutic services, education and counseling while performing Occupational Health Nurse duties.
• Performing emergency assessment, diagnosis and initial treatment of injury or illness. Notifies the Attending Physician in cases where initial treatment is beyond the competence or scope of the incumbent for advice and assistance, and based on the circumstances, to expedite the conveyance of the patient to a physician or suitable medical facility at the request of or on behalf of the patient.
• Administering lifesaving procedures including cardiopulmonary resuscitation and other emergency first aid procedures to stabilize a patient. Must be fully knowledgeable in the areas of cardiopulmonary resuscitation and other lifesaving procedures.
• Performing routine diagnostic and therapeutic procedures, monitoring stress levels and evaluating the treatment. Provides emotional support to the patient and family by providing information on the treatment. Performs electrocardiograms for patients to diagnose abnormalities of a heart condition. Refers patients to their personal physicians as necessary.
• Dispensing or performing first aid or palliative treatment for conditions to enable the employee to complete the current work shift before consulting with their personal physician. Administers certain treatments such as allergens, vaccines, vitamins and similar treatments requested by the employee's private physician and in accordance with instruction of the OAP. Administers required immunizations as requested.
• Providing standard healthcare maintenance, diagnostic/therapeutic services, education and counseling to patients.

Evaluates and Instructs Patients on Routine and Emergent Care

Serves as an Information Resource

• Serving as a health informational resource to Members of Congress, Staff and visitors for specialized information related to a particular patient population, health issue or clinical protocol. Maintains accurate, complete and confidential medical records on all patients diagnosed or treated and ensures proper security of these records.
• Maintains a supply of emergency drugs in an Emergency Drug Box and ensures all drugs and supplies are current and maintains proper security of the Emergency Drug Box and Supplies.
• Maintains an automated data base of patients treated and operates a personal computer for required and data input and retrieval. Conducts effective observations, prepares personal histories or uses other assessment measurement devices to gather information that portrays the client's physical health.

As a Health Scientist, you will:

• Assist the Chief-of Party on matters relating to laboratory systems analysis and developmental planning, operational research, and all aspects of laboratory quality assurance to support CDC-DGHT and host government priorities in the designed DGHT country.
